Minutes of Budget Work Session
May 2, 2016
The Harnett County Board of Commissioners reconvened in work session on Monday, May 2,
2016, in the Commissioners Meeting Room, County Administration Building, 102 East Front
Street, Lillington, North Carolina.

Chairman Burgin reconvened in a budget work session to continue discussing the proposed
2016/2017 budget.
District Attorney Vernon Stewart and Attorney Robert Gilmore requested $82,935 to continue
funding the D.A. position in his office. Discussions continued.
Mr. Ward provided Public Utilities Capital Improvement Fund Plan FY 2016-2017 and
discussed the Public Utilities Enterprise Fund. He reviewed a break -down of proposed rate
increased for FY 2017. Discussions regarding water and sewer rates continued. Chairman
Burgin requested a chart on capacity fees including surrounding counties. Mr. Ward also talked
about a forthcoming detailed analysis study from Hazen and Sawyer.
Mrs. Stewart reviewed Solid Waste Budget Highlights for FY16-17. She noted that Solid Waste
continues to operate fiscally responsible and asked the Board to consider the addition of a full-
time equipment operator. Mrs. Amanda Bader, County Engineer, talked about the volume of
recycling at convenient sites.
Staff sought direction regarding the Economic Development Office staff and shared job
descriptions with commissioners. The group also talked about the airport and discussed the
budget calendar.
Staff shared concerns regarding the proposed school funding formula, saying low -wealth funding
could be at risk as there is discrepancy in the number of certified teachers.

It was the consensus of the commissioners to cover the cost of dental insurance for employee in
the coming year costing approximately $244,000. Commissioners confirmed that retirees will be
able to pay to participate in the County's dental plan and believe vision should be offered to
retirees as long as it is no cost the County. Staff talked about other proposals the Benefits
Committee is looking at. The Employee Clinic Fund was discussed as well as the need to better
educate County employees about the clinic.
Commissioner Miller said he had received a complaint that the Western Harnett Industrial Park
(WHIP) needs to be cleaned up.
Mr. Jeffries reviewed several organizational changes being made including keeping all grounds
keeping in-house and putting those staff and duties under Parks and Recreation, putting Amanda
Bader over Engineering and Solid Waste and making Chris Johnson responsible for Public
Buildings.
Commissioner Elmore moved to adjourn the meeting at 1:57 pm. Vice Chairman Springle
seconded the motion which passed unanimous)
