December 7, 2020
The Harnett County Board of Commissioners met in regular session on Monday, December 7,
2020, in the Commons Room, 309 W Cornelius Harnett Blvd, Lillington, North Carolina. The
Board demonstrated compliance with State law and prudent public health practices.

Chairman Johnson called the meeting to order at 9:00 am. Commissioner Springle led the Pledge
of Allegiance and invocation.
Chairman Johnson called for any additions or deletions to the published agenda. Commissioner
Springle made a motion to approve the agenda as published. Vice Chairman Miller seconded the
motion that passed unanimously.

Chairman Johnson presented North Carolina Representative Howard Penny with a resolution
honoring him for his dedicated service to Harnett County and its citizens.
The meeting was recessed to reconvene after the following swearing-in ceremony.
Mr. Snow was the Master of Ceremonies. Jim Burgin, North Carolina State Senator, gave the
invocation. The Honorable Philip Berger, Jr. Judge, NC Court of Appeals Associate Justice
Elect, Supreme Court of NC administered the oaths of the following elected officials:
County Commissioner — District 2 Mark B. Johnson
County Commissioner — District 3 William Brooks Matthews
County Commissioner — District 4 Lewis W. Weatherspoon
County Commissioner — District 5 Matthew B. Nicol
Margaret Regina Wheeler, Clerk to the Board, reconvened the meeting. NC General Statute
153A-39 requires the Board of Commissioners to reorganize at its first regular meeting in
December of each year. Ms. Wheeler opened the floor for nominations for chairman.
Commissioner Weatherspoon nominated Commissioner Matthews. Commissioner Nicol moved
to close the floor for nominations. Commissioner Weatherspoon seconded the motion, which
passed unanimously. Commissioner Matthews was unanimously elected Chairman of the Board.
Chairman Matthews opened the floor for nominations for vice chairman. Commissioner Nicol
nominated Commissioner Weatherspoon. Chairman Matthews moved to close the floor for
nominations. Commissioner Weatherspoon seconded the motion, which passed unanimously.
Commissioner Weatherspoon was unanimously elected Vice Chairman of the Board.

Vice Chairman Weatherspoon moved to approve items on the consent agenda. Commissioner
Nicol seconded the motion, which passed unanimously.

4. Soil and Water requests approval of an award of bid for $1,990,864 to Hall's Tree
Service, Inc. for storm debris removal from the Upper Little River, Lower Little River,
and Anderson Creek. Work performed will be in line with the Emergency Watershed
Protection project.
Hall's Tree Service, Inc. is the recommended vendor based on the vendor's experience
with similar projects in conjunction with other Soil and Water Conservation District
offices within NC. Funding for the project is from the USDA's, NRCS Emergency
Watershed Protection Program that outlines specific specifications for work to be done.
The vendor has demonstrated understanding of these specifications as reflected in work
completed and has received positive references from multiple Soil and Water
Conservation Districts. In addition, the recommended vendor has the appropriate
equipment for stream debris removal which often requires small equipment and manual
labor.
5. Cooperative Extension requests approval to receive renewal of the Childcare Block Grant
in the amount of $26,874 from the Chatham County Partnership for Children to continue
providing training and workshops for childcare providers across Harnett County. No
match required.
Chairman Matthews opened the meeting for informal comments by the public, allowing up to 3
minutes for each presentation up to 30 minutes. Citizens were allowed to call in and provide
their public comments verbally during this period or submit their public comments in writing
prior to the meeting to be read aloud during the meeting as time allowed. No written public
comments were received and the following citizens addressed the Board:
Jerry Rivas of 364 Twin Ponds Lane in Sanford
Rose Teniente of 179 Tilden Howington Drive in Lillington
Elizabeth Crudup of 234 Hamilton Road in Bunnlevel
Chairman Matthews moved to approve the following appointment. Commissioner Nicol
seconded the motion, which passed unanimously.
Adult Care Home Advisory Committee
Michelle A. Seemueller was appointed to serve on this Board representing District 5 for a
term of 1 year expiring December 31, 2021.
Larry Smith, Emergency Services Director, presented to the Board a request of approval on
behalf of Summerville Bunnlevel Fire and Rescue, for the purchase of a used 2003 KME Rescue
Service truck for $187,900. Mr. Smith explained the department will provide a 20% down
payment utilizing their cash reserve fund and finance the rest. Vice Chairman Weatherspoon
moved to approve Summerville Bunnlevel Fire and Rescue's request for a 2003 KME Rescue
Service truck for $187,900. The motion was seconded by Commissioner Johnson and approved
unanimously.

Paula Stewart, County Manager, brought before the Board the Harnett County Board of
Education's request to apply for Needs -Based Public School Capital Fund Grant. Mrs. Stewart
went back over the parameters of the grant to the Board. Chairman Matthews stated should the
Board approve this, and the Harnett County Board of Education apply for the grant and be
awarded the grant, the Harnett County Board of Education would come back to the Board to
discuss further before accepting the grant. Commissioner Nicol moved to approve the Harnett
County Board of Education's request to apply for the Needs -Based Public School Capital Fund
Grant. The motion was seconded by Vice Chairman Weatherspoon and approved 3-2.
Brian Haney, Assistant County Manager, stood before the Board on behalf of Harnett County
District 11A Veterans Treatment Court and requested that the Board accept the BJA FY2020
Adult Drug Court and Veterans Treatment Court Discretionary Grant. Mr. Haney explained that
the grant will provide $500,000 and will assist veterans in high poverty counties with
rehabilitation for substance abuse issues. The grant includes full or partial funding for the
salaries and fringe benefits of two new positions- Regional Coordinator (100% covered) Case
Manager (50% covered) as well as one existing position which is the Legal Assistant (50%
covered). Mr. Haney expressed that the grant also includes funding for travel, equipment,
supplies, consultant fees, contracts, and conference fees. Chairman Matthews called for a Motion
on this matter, hearing none, the request was denied.
Mr. Smith shared plans for the upcoming public mask distribution. Harnett County Health
Director John Rouse provided a COVID-19 update for Harnett County.
Mrs. Stewart presented the following reports:
- DSS Monthly Report Totals (October 2020)
- Interdepartmental budget amendments
There was no new business.
Commissioner Nicol moved that the Board go into closed session for the following purposes:
1) To discuss certain personnel matters; and
2) To instruct the County staff concerning the position to be taken by the County in
negotiating a contract for the acquisition of real property; and
3) To discuss matters relating to Economic Development in Harnett County
This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(3)&(6).
Commissioner Johnson seconded the motion that passed unanimously.
Vice Chairman Weatherspoon moved that the Board come out of closed session. Commissioner
Nicol seconded the motion that passed unanimously.
