HomeMy WebLinkAbout111020wsmHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Work Session November 10, 2020 The Harnett County Board of Commissioners met in regular session on Tuesday, November 10, 2020, in the Commissioners Meeting Room, County Administration Building, 420 McKinney Parkway, Lillington, North Carolina. Due to COVID-19 this meeting was not open to members of the public to attend in person however, citizens and staff were provided options to listen to the meeting live. Only County staff necessary to conduct the meeting or to speak on scheduled agenda items were in attendance, stationed in the meeting chambers to maintain the recommended social distancing of six feet, as the Board demonstrated compliance with State law and prudent public health practices. Members present: Staff present: Mark B. Johnson, Chairman Joe Miller, Vice Chairman Barbara McKoy, Commissioner Brooks Matthews, Commissioner Gordon Springle, Commissioner Paula Stewart, County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Deputy Finance Officer Margaret Regina Wheeler, Clerk Lindsey B. Lucas, Deputy Clerk Chairman Johnson called the meeting to order at 9:00 am and led the Pledge of Allegiance and invocation. The following agenda was before the Board: ➢ Call to order, Pledge of Allegiance and Invocation ➢ Development Services Proposed Rezoning and Text Amendments > Discussion regarding the County applying for the North Carolina Community Development Block Grant Coronavirus Program and upcoming hearing ➢ Discussion regarding the FY2022 Community Transportation Program Application (HARTS) and upcoming public hearing > Proposed Resolution Providing for Electronic Listing and Extending the Time for Filing Electronic Listings of Personal Property for Property Tax Purposes ➢ Discussion regarding the purpose and bylaws for the Commission for Women and Youth > 2021-2022 CIP Presentation > Discussion regarding the proposed operational loan from Harnett County to the Harnett County Properties Corporation November 10, 2020 Work Session Minutes Harnett County Board of Commissioners 1 of 4 > Discussion regarding the Board of Education's request to apply for Needs -Based Public School Capital Fund Grant. > County Managers Report o - COVID-19 Update o —November 16, 2020 Regular Meeting Agenda Review o — Review applications to serve on Boards and Committees o — Upcoming Meetings and Invitations o — Employee Appreciation Week > Closed session > Adjourn Mark Locklear, Director of Development Services, presented to the Board a proposed rezoning request in the Neill's Creek Township in which the applicant, PN Development, is requesting that 40 acres in a RA -40 Zoning District be rezoned to RA -30 so they can put in a subdivision on the property. Questions were asked by the Board and discussions were continued. Mr. Locklear spoke to the Board about new legislation which will take place in 2021, which would require text amendments to the Harnett County Unified Development Ordinance in order to comply with General Statute 160D. Questions were asked by the Board and discussions were continued. Coley Price, Assistant County Manager, came to the Board to discuss applying for the North Carolina Community Development Block Grant and the upcoming hearing. Mr. Price told the Board about a committee him and Barry Blevins, Director of General Services, put together to listen to the needs of what citizens across the County need and complying with the guidelines of the Grant. Mr. Blevins spoke with the Board about the upcoming public hearing that will take place November 16, 2020. They will be applying for $900,000, in which $810,000 will be grant funds and $90,000.00 will be used for CDBG-CV program administrative fees. Mr. Skip Green who was part of the Committee made the point that these funds are specific to Harnett County and you would have to show proof that the loss was caused by COVID-19 in order to receive assistance from the Grant. Mr. Price, Mr. Blevins, and Mr. Green responded to questions and discussions were continued. Mr. Blevins spoke to the Board about the upcoming hearing for the Transportation Program (HARTS) which is an annual requirement. Discussions continued. Bill Tyson, Tax Administrator, presented to the Board a proposed Resolution Providing for Electronic Listing and Extending the Time for Electronic Listings of Personal Property for Property Tax Purposes. Mr. Tyson explained that this would eliminate the need for the Tax Department staff to scan these because it will automatically upload to the system. Mr. Tyson responded to questions from the Board and discussions were continued. November 10, 2020 Work Session Minutes Harnett County Board of Commissioners Page 2 of 4 Paula Stewart, County Manager and Thomas Royer, Assistant Staff Attorney, came before the Board to discuss the bylaws and for the Commission for Women and Youth. Mr. Royer went over changes that were made to the bylaws in 2017 but thinks some of those changes need to be updated. Commissioner McKoy went over how the committee represented Harnett County back in 1994 and how the committee positively impacted women and their families in Harnett County. Questions were asked by the Board and discussions were continued. Renee Paschal, Budget Director and Lisa McFadden, IS Systems Administrator, Presented the 2021-2022 CIP Presentation to the Board. Mrs. Paschal responded to questions from the Board and discussions were continued. Dwight Snow, County Attorney, discussed a proposed operational loan from Harnett County to the Harnett County Properties Corporation and a Resolution of the Harnett County Board of Commissioners Authorizing the Issuance of an Operational Loan to the Harnett County Properties Corporation. Mr. Snow explained that Harnett County Properties Corporation is in need of operational monetary funds and the County and Harnett County Properties Corporation have negotiated a loan agreement where the County will issue an unsecured loan to Harnett County Properties Corporation in the principal amount of $350,000 which will be used and repaid by Harnett County Properties Corporation. It was the consensus of the Board to add this to the consent agenda for the November 16, 2020 regular Board meeting. Mrs. Stewart presented to the Board the Board of Education's request to apply for Needs -Based Public School Capital Fund Grant. Mrs. Stewart explained that if we receive the grant then we would have to forfeit lottery proceeds for the next five years. Discussions were continued. Larry Smith, Emergency Services Director, went over COVID-19 testing and the process to get tested at one of the sites. Mr. Smith brought it to the attention of the Board, a fireworks application for Veterans Day that was not properly routed and asked the Boards permission to still hold the fireworks display. It was the consensus of the Board to continue on with the fireworks display. Mrs. Stewart reviewed the draft November 16, 2020 regular meeting agenda, upcoming meetings and invitations. Commissioners reviewed applicants wishing to be appointed to serve on boards and committees. Vice Chairman Miller moved that the Board go into closed session for the following purposes: 1) To consult the County's legal staff in order to preserve attorney client privilege concerning the handling of certain claims and litigation. This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(6)&(4). Commissioner Springle seconded the motion which passed unanimously.
