Minutes of Work Session
September 27, 2016
The Harnett County Board of Commissioners met in work session on Tuesday, September 27,
2016, in the Commissioners Meeting Room, County Administration Building, 102 East Front
Street, Lillington, North Carolina.

Chairman Burgin called the meeting to order at 9:00 Am. Vice Chairman Springle led the
Pledge of Allegiance and invocation.
The following agenda was before the Board:
➢ Partners in Economic Development
➢ Harnett County Veterans Treatment Court - Authorization to receive from Joint
Adult Drug Court Grant Program funds in the amount of $969,110.89 from
SAMHSA and $397,006.58 from BJA for a combined amount of $1,366,117.47
➢ Position requests
➢ Discussion regarding the Harnett County Employee Benefits Committee including
proposed bylaws
➢ Amendment to the Personnel Ordinance
➢ Discuss Resolution of CCCC Board of Directors Accepting Offer of Harnett County
to Convey Real Property
➢ County Manager's Report:
1) October 3, 2016 Regular Meeting agenda review
➢ Adjourn
Commissioner McKoy moved that the Board go into closed to discuss matters relating to the
location or expansion of industries or other businesses in the area served by the Harnett County
Board of Commissioners. This motion is made pursuant to N.C. General Statute Section 143-
318.11(a)(4). Commissioner Elmore seconded the motion which passed 4 — 0.

Commissioner Elmore moved that the board come out of closed session. Commissioner McKoy
seconded the motion which passed 4 — 0.
Economic Development Consultant Lee Anne Nance shared the Harnett County Economic
Development Action Plan for 2016-2017. She also presented "Partners in Economic
Development" where she recommended that the Harnett Forward Together (HFTC) Committee
become two separate entities: Harnett County Economic Development Board and Harnett
Counties Properties Corporation. HFTC member George Womble shared his thoughts and noted
that HFTC had previously heard the presentation and agreed with the concept as framework
however particulars would have to be finalized. Discussions continued. It was the consensus of
the Board to move forward as recommended.
Commissioner McKoy left the meeting at 11:14 am.
Mr. Jeffries presented for discussion the addition of four new Deputy Sheriff Positions, (PSN
248, Grade 66) and three new Senior EMT Paramedics (PSN 490, Grade 59) effective January 1,
2017. He noted the cost estimates for what is being proposed is $116,000 and $114,000. Staff
noted these positions were requested as part of the 2016-2017 fiscal year to allow the two
departments to meet the citizen's needs during periods of high call volume. Mr. Jeffries said he
spoke to the Sheriff about purchasing vehicles from his existing budget. It was the consensus of
the Board to consider approval of these new positions during their October 3rd regular meeting.
Human Resources Director John Rankins led the discussion regarding the Harnett County
Employee Benefits Committee and proposed bylaws. The group discussed membership and
it was the consensus of the Board to include a retiree member on the committee. The Board will
consider adoption of the proposed bylaws for the Harnett County Employee Benefits Committee
during their upcoming regular meeting.
Mr. Rankins presented Harnett County Human Resource's request for approval to amend the
Personnel Ordinance: Article IV. Recruitment and Employment; Section 3. Recruitment and
Advertisement. Mr. Rankins said this would allow department heads to be able to advertise
internally. It was the consensus of the Board to consider approval of the revised Personnel
Ordinance during their upcoming regular meeting.
Chief District Court Judge Jackie Lee, Harnett County Clerk of Court Marsha Johnson, District
Attorney Vernon Stewart and Veteran's Treatment Coordinator Mark Teachey requested, on
behalf of the Harnett County Veterans Treatment Court, requested authorization to receive from
Joint Adult Drug Court Grant Program funds in the amount of $969,110.89 from SAMHSA and
$397,006.58 from BJA for a combined amount of $1,366,117.47. Discussions continued and it
was the consensus of the Board to consider approval of this request during their upcoming
regular meeting.

Commissioners were provided with the Appraisal Report of the Fee Simple Interest In the
Property Located at 220 Olive Farm Road in the Western Harnett Industrial Park, Sanford, NC.
The group discussed a Resolution of CCCC Board of Directors Accepting Offer of Harnett
County to Convey Real Property. Mr. Jon Matthews and Harnett County Provost Bill Tyson
said their Auto Restoration Program would be a good fit for this property, which could be ready
as early as Fall 2017. They talked about options for vocational training on that side of the
County. Commissioner Burgin said he has talked to Representative Lewis who said we've got
this money coming. He said our cost factor is much higher than those appraisals however we
believe we can pay ourselves back. It was the consensus of the Board for CCCC to proceed
forward as the Board intends to do this.
Mr. Jeffries reviewed the proposed October 3, 2016 Regular Meeting agenda. He also provided
a report on a Mayor Association meeting he and Chairman Burgin recently attended. Chairman
Burgin requested clarification regarding Sheriff Rollins' campaign funds.
Commissioner Elmore moved to adjourn the meeting at 12:41 pm. Vice Chairman Springle
seconded the meeting which passed 3-0.
