Minutes of Special Session
November 29, 2016
The Harnett County Board of Commissioners met in special session on Tuesday, November 29,
2016, in the County Manager's Conference Room, County Administration Building, 102 East
Front Street, Lillington, North Carolina.

Chairman Burgin called the meeting to order at 9:00 am and led the Pledge of Allegiance and
invocation.
The following agenda was before the Board:
> Adoption of Schedules, Standards, and Rules for 2017 Reappraisal
> Harnett United PAL Program update and request, Deputy Mark Hornsby

Tax Administrator Keith Faulkner requested adoption of the Schedules, Standards, and Rules for
2017 Reappraisal. Vice Chairman Springle moved to approve the request as presented.
Commissioner Elmore seconded the motion that passed unanimously.

The group discussed the Nonprofit Committee membership and terms. Commissioners believe
the appointed terms should be three years each and staggered. They also provided clarification
within the committee bylaws. It was the consensus of the Board to approve the revised by-laws
of the Nonprofit Committee during their upcoming regular meeting.
Mrs. Stewart shared information provided by the Planning Department on property for a possible
land donation to the Harnett County Habitat for Humanity. The Nonprofit Committee previously
opted to donate land to Habitat for Humanity instead of allocating funds. It was the consensus of
the Board to consider approval of a Resolution to Convey County Owned Real Property to
Habitat for Humanity of Harnett County, Inc. during their upcoming regular meeting.
The group acknowledged that the Adventures Senior Group submitted a request for $6,000 from
the County to help cover their expenses. Staff will advise them to apply for funding through the
Nonprofit Committee.
Superintendent Stan Williams presented a Prelim Cost Estimate for Benhaven totaling
$25,181,847 and requested a commitment of funding for the new Benhaven PK -5
School project. Commissioners commented that the cost is a lot more than originally proposed.
Mr. Williams responded there is more square footage in this proposal, building cost have gone
up, and contingency is also figured in. He also noted the add-on of a stand-by generator so the
school could be used as a shelter for the community during winter time. Mr. Williams shared a
designs for the school project. Discussions continued regarding cost and possible funding
sources. The group also talked about the need for two entrances into the school. Commissioner
Miller moved to approve $23 Million for the building and staff will look at other ways to fund
additional expenses including furniture. Commissioner McKoy seconded the motion that passed
unanimously. Mrs. Honeycutt requested a timeline for this project from the Board of Education.
The group reviewed the NCACC Legislative Goals Proposals and discussed who would attend
the upcoming Legislative Goals Conference in Raleigh.
Mr. Jeffries reviewed the proposed December 5, 2016 regular meeting agenda and upcoming
meetings.
Commissioner Miller noted he recently meet with Senator Rabin about a program that goes into
flooded houses; gutting up to the water level, cleans and disinfects the house, and then puts basic
necessities back in the house to make it livable until the insurance company settles with them to
fix their house. He said this approach allows people to stay in their house and cost $15,000 less
per home compared to a FEMA trailer. Discussions continued. Commissioner Miller will gather
more information however it was the consensus of the Board to let State and Federal continue
these recovery efforts.

Commissioner McKoy noted former Lt. Governor Dennis Wicker is scheduling meetings to
discuss health care. Chairman Burgin asked to hear from Edwards Brothers regarding their long
term plans, having just laid off over 70 employees, asking if there is anything the County can do.
There was no need for closed session.
