Minutes of Regular Meeting
September 21, 2020
The Harnett County Board of Commissioners met in regular session on Monday, September 21,
2020, in the Commissioners Meeting Room, County Administration Building, 420 McKinney
Parkway, Lillington, North Carolina. Due to COVID-19 this meeting was open to a limited
number of the public to attend in person, wearing required face coverings and maintaining the
recommended social distancing of six feet, as the Board and staff continued to demonstrate
compliance with State law and prudent public health practices. Citizens and staff were also
provided options for listening to the meeting live.

Vice Chairman Miller called the meeting to order at 6:00 pm. Commissioner Barbara McKoy
led the Pledge of Allegiance and Invocation.
Vice Chairman Miller called for any additions or deletions to the published agenda. Vice
Chairman Miller requested to add consideration of the Harnett County Republic Party's
nomination of W. Brooks Matthews to fill the vacated District 3 County Commissioner seat.
Commissioner Springle moved to approve the agenda as amended. Commissioner Johnson
seconded the motion that passed 4 - 0.
Commissioner McKoy moved to approve items on the consent agenda. Commissioner Springle
seconded the motion, which passed 4 - 0.

2. Budget Amendment:

3. Tax rebates, refunds and releases (Attachment 1)
4. Harnett County Health Department requested approval to increase fees to reflect the 40%
increase from Medicaid to allow for maximum reimbursement during the pandemic.
These fees will revert back to prior rates when Medicaid rescinds the increase.
The Board of Health also requested approval to establish the following fee:
CPT Code G2023- Specimen Collection (COVID) at the rate of $26.
CPT Code 87635 — COVID-19 testing has been changed to U0003 with no fee
changes.
The Board of Health also requested approval to increase the following fee:
CPT Code 90662-Fluzone HD QIV PFS 65 years and older from $78 to $86 based
upon Medicare reimbursement rates for flu season 2020-2021.
5. Administration requested approval of Resolution of the Harnett County Board of
Commissioners Authorizing Lease with Central Carolina Community College regarding
the Harnett Health Sciences Center in Lillington. (Attachment 2)
6. Harnett County Department of Aging requested approval to accept COVID 19 funds in
the amount of $165,567.00. These funds have been allocated from Mid Carolina Area
Agency on Aging to provide supportive services and caregiver support as well as senior
nutrition programs as part of the response to the pandemic.
7. Harnett County Health Department requested approval to accept COVID 19 funds in the
amount of $165,335.00. These funds have been allocated from NC DHHS to provide
necessary and appropriate relief and assistance from the effects of COVID-19.
8. Administration requested approval of an Application for Public School Building Capital
Fund North Carolina Education Lottery by the Harnett County Board of Education for
release of $1,021,528.00 to retire a portion of debt for the COPS 2015(2007) schools/gym
and the COPS 2011(2002) Refunding for Overhills HS/Lillington Shawtown Elementary.
Commissioner Springle moved to approve his reappointment to serve on the CCCC Board of
Trustees for an additional four-year expiring June 30, 2025. Mr. Springle was previously
appointed to serve a four-year term on the CCCC Board of Trustees expiring June 30, 2021.
Commissioner McKoy seconded the motion that passed 4 — 0.

Commissioner Springle moved to accept the Harnett County Republican Party's nomination of
W. Brooks Matthews to fill the District 3 County Commissioner seat vacated by Howard Penny,
Jr. Commissioner Johnson seconded the motion and it was approved 4 - 0.
Commissioner Springle moved to appoint W. Brooks Matthews to fill the District 3 County
Commissioner seat. Commissioner Johnson seconded the motion which passed 4 - 0.
Vice Chairman Miller opened the meeting for informal comments by the public, allowing up to 3
minutes for each presentation up to 30 minutes. Citizens were allowed to speak in person, call in
and provide their public comments verbally during this period or submit their public comments
in writing prior to the meeting to be read aloud during the meeting as time allowed. The
following citizen addressed the Board:
- Elizabeth Crudup of 234 Hamilton Road in Bunnlevel
- Rose Teniente of 179 Tilden Howington Drive in Lillington
Sandhills Antique Farm Equipment Club President Alvin McArtan, calling in to the meeting,
presented the Club's annual report by way of a prerecorded video.
Harnett County General Services Director Barry Blevins noted the public hearing is regarding
Harnett County's interest in seeking funds from the State's Small Cities Community
Development Block Grant Program (CDBG). The CDBG program is administered by the North
Carolina Department of Commerce and the North Carolina Department of Environment and.
Natural Resources. The State of North Carolina's CDBG Program permits grant funds to be used
toward infrastructure projects that address health/safety needs (public water and sewer projects,
as well as, public service, public facilities, and economic development to address pandemic's
such as COVID-19); neighbor revitalization needs (housing development, acquisition,
disposition, clearance and remediation activities, relocation, public facilities (senior center,
housing for homeless persons, housing or shelters for victims of domestic violence, transitional
housing facility, community/neighborhood/ recreation facility, other), and public infrastructure
or support Economic Development (public infrastructure; building demolition; and vacant
building renovation) projects. Applications for Economic Development must show that in excess
of 60% of the CDBG will benefit low or moderate -income persons through job creation or
retention. Applications for other CDBG programs, unless specified by program regulations, must
show that funded activities: (1) will provide greater than a 50% benefit to low -or -moderate
income persons; (2) benefit identified special need populations; (3) address health and safety
needs; or (4) eliminate slum & blight.
Mr. Blevins and Assistant County Manager Coley Price gave a brief summary of the process to
apply for and administer these COVID grant funds and responded to questions from the Board.
Mr. Blevins stressed that application and administration of this type of grant would require a
consultant and partner, as it could be very strenuous, with the County being responsible for the
funds.

Vice Chairman Miller Chairman called to order a public hearing on the matter and opened the
meeting for comments from the public. Citizens were allowed to speak in person or were allowed
to submit their comments in writing prior to the meeting or to call in and provide their comments
verbally during the meeting. The following citizens asked questions, made suggestions and/or
comments regarding the possible application for CDBG COVID grant funds up to $900,000:

Mr. Price presented the following reports:
Veterans Services Activities Report — August 2020
- Interdepartmental Budget Amendments
Mr. Price provided an update on COVID-19 in Harnett County. He also noted upcoming virtual
public input sessions regarding the Greenway Master Plan for Harnett County.
There was no new business.
Commissioner Springle moved that the Board go into closed session for the following purposes:
1) To consult with the County's Legal staff in order to preserve the attorney-client privilege
concerning the handling of certain claims and litigation including the following cases:
a. The Workers Compensation Claim of Tina Sills
I.C. File No. 18-043406; and
b. The Workers Compensation Claim of Dave Cameron
I.C. File No. 17-039414
This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(3).
Commissioner McKoy seconded the motion which passed unanimously.
Commissioner Springle moved that the Board come out of closed session. Commissioner
McKoy seconded the motion which passed 4 - 0.
Commissioner McKoy moved to adjourn the meeting at 7:28 pm. Commissioner Johnson
seconded the motion which passed 4 - 0.

RESOLUTION OF THE HARNETT COUNTY BOARD OF COMMISSIONERS
AUTHORIZING LEASE WITH CENTRAL CAROLINA COMMUNITY COLLEGE
WHEREAS, the County of Harnett (hereinafter referred to as the "County")
entered into a lease with Red Rock Harnett, LLC on March 8, 2012 to lease the building
located at 51 Red Mulberry Way, Lillington, North Carolina 27546 (hereinafter referred
to as the "Premises); and
WHEREAS, per the terms of the lease with Red Rock Harnett, LLC, the County
must use the Premises for the operation of an office building facility, for use as an
educational facility for Central Carolina Community College (hereinafter referred to as
"CCCC"); and
WHEREAS, the County and CCCC intend to enter into a lease to occupy the
Premises for CCCC's Health Sciences Program for a term that will commence upon
execution of the lease and ending June 30, 2038; and
WHEREAS, pursuant to § 160A-272 of the North Carolina General Statutes,
leases for terms of more than 10 years shall be treated as a sale of property and may be
executed by following any of the procedures authorized for sale of real property; and
WHEREAS, pursuant to § 160A-279 of the North Carolina General Statutes, the
County is permitted to use the procedures for private sale for conveyances to any public
or private non-profit entity which carries out a public purpose; and
WHEREAS, CCCC is a public two-year college which carries out a public service
by providing individuals an opportunity for a rewarding education that may better them
now and in the future; and
WHEREAS, pursuant to private sale procedures of § 160A-267 of the North
Carolina General Statutes, the Harnett County Board of Commissioners must adopt a
resolution or order authorizing an appropriate county official to execute a lease with
CCCC.
NOW, THEREFORE BE IT RESOLVED by the Harnett County Board of
Commissioners as follows:
1. That the Harnett County Board of Commissioners authorizes the lease of the
Premises with CCCC for the above stated term so long as it is used by CCCC
to conduct is education, training, and support activities for its Health Sciences
Program.
2. That the County Manager or Chairman of the Harnett County Board of
Commissioners is authorized to execute the lease with CCCC.

3. That a notice summarizing the contents of this resolution shall be published
after its adoption and that the lease shall not be executed until 10 days after
the publication.
4. That this resolution shall be effective upon its adoption.
Duly adopted by the Harnett County Board of Commissioners this/ °qday of
