under certain conditions:
1. The Hamett County Board of Commissioners and Coun ty government staff necessa ry to
conduct the meeting or to speak on scheduled agenda item s will be stationed in the
meeting chambers t o maint a in t h e recommend ed social distancing of 6 feet.
2. The August 1 1th work session will not he open to members of the public to attend in
pers on as we are o bserving the curr ent p rovisions of any Executiv e Order s related to
mas s gatherings and public h ealth guidance regard ing social di stancing. The public will
have the opportunity to listen to the meeting live online or by calling into the meeting.

COVID -19 HARTS Administrative Operations
•Phase 1 5311 Cares Act funding approval from NCDOT. $349,369
allocated for Harnett County. We have submitted our claim for
reimbursement for $349,369, awaiting disbursement.
•Phase 2 5311 Cares Act funding application is awaiting FTA approval.
Allocation for Harnett County is $250,771.03.
•Phase 3 5311 Cares Act funding is unknown at this time.
•Phase 1 5307 Cares Act funding application is awaiting FTA approval.
Allocation for Harnett County is $185,167.
•Current total anticipated allocation: $785,307.03

Transportation Scheduling Issues/Conflicts
•Following Governor’s Phase I & II, APTA and CDC recommendations.
•Prior to COVID: Provided chartered/taxi transportation to individual agencies
•Rural transportation agencies are not permitted to provide chartered, or Taxi services. Providingthese services may risk future federal and state funding amounts.
•Currently no formal agreements to provide charter/taxi transit to these agencies. Riders aretreated individually (grouped), but agency operating hours affect other demand requests
•Charter/taxi operations cause staff to deny on average 3-4 demand response requests per day.
•At current levels, life essential transportation services are priority. Dialysis, Medicaid, nutritional,and pharmaceutical transportation requests dominate our schedule.
•Individual agencies have begun requesting transportation. With current social distancingrequirements, HARTS does not have enough vehicles/drivers to meet the demand.
•Available demand response seats would immediately be filled by these agencies, if we continue tocharter/taxi.
