The Harnett County Board of Commissioners met in regular session on Monday, May 7, 2018, in
the Commissioners Meeting Room, County Administration Building, 420 McKinney Parkway,
Lillington, North Carolina.

Chairman Springle called the meeting to order at 9:00 am. Commissioner Miller led the Pledge
of Allegiance and invocation.
Chairman Springle administered the Oath of County Manager to Paula K. Stewart.
Chairman Springle called for additions or deletions to the published agenda. Mrs. Stewart
requested the addition of Harnett County Emergency Services request for approval of Resolution
Designation of Applicant's Agent to designate agents to execute and file applications for the
DRA 2017 Grant (Hurricane Matthews) for the purpose of obtaining state financial assistance.
Commissioner McKoy moved to approve the agenda as amended. Commissioner Miller
seconded the motion that passed 4-0.

4. Harnett County Tax Administrator requested approval of the Interlocal Cooperation
Agreement for the Collection of Taxes between Harnett County and the Town of Coats.
5. Harnett County Tax Administrator requested approval of the Interlocal Cooperation
Agreement for the Collection of Taxes between Harnett County and the Town of Angier.
6. Harnett County Information Technology Department requested approval of the revised
Electronic Records and Imaging Policy for Harnett County.
7. Joint Resolution of the Harnett County Board of Commissioners and Harnett County
Board of Education Supporting a Statewide Referendum on a Bond Issue for School
Facility Needs. (Attachment 2)
8. Harnett County Parks and Recreation requested approval of a Use Agreement with
Harnett County Schools for the expansion of Neills Creek Park. The agreement will
allow Harnett County Parks and Recreation to utilize the baseball, softball and multiuse
fields behind Harnett County Central Middle School. The County will also relocate the
high school tennis courts to this property. The County will begin maintaining the
facilities. This agreement will allow the County to expand on its recreational offering
and give citizens more access to these facilities.
9. Harnett County Health Director requested award of bid in the amount of $168,129 to
Affinity Care NC, DBA Affinity Health Services as the vender for the In -Home Aide
Program within the Harnett County Division of Aging for the year 2018-2019. No other
bids were received.
10. Harnett County Public Utilities requested approval of write-offs for the first quarter of
2018 in the amount of $27,948.43. All of these accounts have been delinquent for more
than three years. The facilitation of these write-offs is an important step in a continuing
effort to effectively manage collections and bad debt.
11. Harnett County Sheriff's Office requested approval of amendments to the Contract and
Agreement between the County of Harnett and Campbell University, Incorporated, to
provide law enforcement services within coverage area.
12. Harnett County Sheriff's Office requested approval of a resolution awarding Deputy
Michael Kemp with his service weapon upon his retirement. (Attachment 3)

13. Harnett County General Services requested approval of award of bid to A-1 Salvage and
Demolition, Inc. in the amount of $182,400 for the demolition of Old Anderson Creek
School Gym/Cafeteria/Classroom at 904 Anderson Creek Road, Bunnlevel & the Old
Shawtown building at 695 Shawtown Road, Lillington. Four bids were received with A-
1 Salvage and Demolition, Inc. submitting the lowest proposal. General Services also
requests that the Board authorize negotiation for contract price of $182,400 as submitted
by contractor. (Attachment 4)
14. Harnett County Parks and Recreation requested approval of offer to purchase 28.29 acres
off Oakridge River Rd in northwest Harnett County. The offer includes a contingency
that conditional use permits are approved. The property will be used for future
development and partnership between Parks and Recreation, Solid Waste, and E-911.
15. Emergency Services requested approval of Resolution Designation of Applicant's Agent
to designate agents — Primary Agent is Larry Smith and Secondary Agent is Jimmy
Riddle, to execute and file applications for the DRA 2017 Grant (Hurricane Matthews) on
behalf of the Town of Erwin for the purpose of obtaining state financial assistance.

Chairman Springle opened the floor for informal comments by the public, allowing up to 3
minutes for each presentation up to 30 minutes. The following citizens addressed the Board:
- Jerry Rivas of 364 Twin Ponds Road in Sanford
- Cris Nystrom of 391 Senter Lane in Bunnlevel
- Penny Christman of Carolina Seasons
- Pricilla Adams of Carolina Seasons
Commissioner Miller moved to approve the appointments listed below. Commissioner McKoy
seconded the motion, which passed 4-0.
Harnett County Economic Development Council
Barbara McKoy and Frankie Lewis were reappointed for two-year terms starting July 1,
2018 and expiring June 30, 2020.
Harnett County Planning Board
Cris Nystrom was reappointed to serve on this Board for a term of three years expiring
May 31, 2021.
Harnett County Public Library Board
Gloria Gulledge was reappointed to serve on this Board as the City of Dunn
representative for a term of three years expiring June 30, 2021.
Triangle South Workforce Development Board
Carolyn Blue and Russell Hieb were reappointed to serve on this board for a term of two
years expiring June 30, 2020.

Victoria Whitt, Executive Director of the Sandhills Center, presented a program update and FY
2018/2019 County general budget request for Harnett County in the amount of $199,679. Mrs.
Whitt noted Sandhills Center has not requested an increase in county general funding for the past
fourteen years and thanked the Board for the County's contribution and continued support. She
noted that all of the funding received is directed in support of Harnett County Behavior Health
Urgent Care Centers and other county designated services/programs.
Mrs. Whitt thanked Commissioner Miller for his service on the Sandhills Centers Board. She
also thanked Tonya Gray, who recently resigned, for representing Harnett County on the
Sandhills Centers Board of Directors.
Mrs. Whitt stated since beginning the management of Medicaid service dollars in December
2012, Sandhills Center has realized savings and has made a commitment to reinvest those
savings in the community. During the past year, Sandhills Center has worked with county and
community representatives from each of their nine constituent counties to identify high priority
needs and projects at the county level. Mrs. Whitt said Sandhills has been able to reallocate local
funds and commit LME/MCO reinvestment savings to numerous projects in each of their nine
counties. She said they will continue to meet with the county manager and others to review the
use of current county allocations and to identify behavioral health service areas in the county that
may have been underserved and identify how available funding could be used to impact those
areas.
Mrs. Whitt reviewed on-going activities, participation and assistance in the county. She also
noted recent conversations with the County Manager to identify Intellectually Developmental
Disabilities (IDD) individuals who are in need of services and may be falling through the cracks.
Last, Mrs. Whitt shared a "dashboard" highlighting Harnett County members served in 2017,
most frequent behavioral health services received and highest serving behavioral health
providers in 2017. Last, she provided the Sandhills Center's Quarterly Community Report and
Annual Community Report December 2017 for review.
Buren Fulmer, Harnett County Forest Ranger, presented N.C. Forest Service 2017 Summary of
Accomplishments in Harnett County. Mr. Fulmer reported that 310 landowners were assisted by
the N.C. Forest Service in 2017 and 173 Forest Management Plans were prepared, placing an
additional 6,529 acres under active forest management. Mr. Fulmer said 125 tax plans requested
due to the Forestry Present Use Value tax break. He reported 1,272 acres in trees planted in
2017 with cost share funds. Mr. Fulmer reported Harnett County landowner project funding of
$79,606 through the Timber Restoration Fund and Forest Development Program in 2017.
Mr. Fulmer noted increased logging activity in the County driven by the pulp market. Sixty
active logging inspections to make sure they comply with Forest Practice Guidelines where done
in Harnett County in 2017. He said the Ips Beetle has become a problem in Harnett County and
shared concerns regarding the potential infestation of congongrass. Mr. Fulmer reported 82 fires
with 264 acres burned during the 2017 fire season in Harnett County. He noted activities
including the 11 th Environmental Field Day held for over 400 fifth graders.

Mr. Fulmer stated the N.C. Forest Service's 2018 budget request from Harnett County is
$121,519, which is an increase of $6,508. He noted the increase is to cover the increase in the
State Health Plan for four employees, proposed 3% pay raise, $2,000 operation cost, and a new
employee with 2017 pay raise. Mr. Fulmer said the total cost -share payments for Harnett County
landowners was $178,550 in 2017. Mr. Fulmer explained the Forest Service County Budget is
40% County funded, 60% State funded and the County is billed monthly based on previous
month's expenses. Last, he said they will receive a new John Deere 700 tractor bulldozer in the
fall of 2018 ($275,000 state funded).
Dr. Aaron Fleming, Superintendent of Harnett County Schools, presented the 2018-2019 local
appropriation fund request for Harnett County Schools including:
- Total current expense expansion $ 4,487,166.00
- Total current expansion continuation + expansion $28,874,193.00
- Total capital outlay expansion $70,762,218.14
(Minus $673,640.00 for Western Harnett High and Middle Schools parking lot paving previously funded)
Dr. Fleming provided details and responded to questions. He stated it is the School Board's
intent to keep about $3 Million in their fund balance. Dr. Fleming said this is a very heavy
request this year but our students deserve to be in facilities that are 21st century like their peers
in surrounding counties.
John Gasiorowski, Harnett County's Independent Benefits Advisor broker, and Human
Resources Director Heather Pollard presented the 2018/19 health insurance benefits renewals.
The projected renewal for the County's self-funded health plan is a 3% increase in cost. Mrs.
Pollard said with our current health coverage we are able to decrease co -pays for employees
from $50 to $25 for physical therapy, speech therapy, and mental health & substance abuse
visits. She noted there were no changes in the cost for vision or dental plans and the County is
not changing vendors in any way. Mrs. Pollard also announced online open enrollment for
benefits is now available to employees.
Commissioner McKoy requested an update regarding the Employee Benefit Committee.
Mrs. Stewart presented the following report:
- Veteran Services Activities Report — April 2018
Mrs. Stewart reminded the Board of the upcoming NCACC Annual Conference in Hickory
August 23-25, 2018.
There was no new business. There was no need for closed session.
Commissioner McKoy moved to adjourn the meeting at 10:34 am. Vice Chairman Penny

JOINT RESOLUTION OF THE
HARNETT COUNTY BOARD OF COMMISSIONERS AND
HARNETT COUNTY BOARD OF EDUCATION
SUPPORTING A STATEWIDE REFERENDUM ON A BOND ISSUE
FOR SCHOOL FACILITY NEEDS
THAT WHEREAS, based on information from the school districts and counties, the
Department of Public Instruction reported in 2016 that North Carolina's public schools need
about $8.1 billion to pay for new school facilities, maintenance and renovations; and
WHEREAS, the 2016 report, also known as the Statewide Facility Needs Survey, found that
1 1 8 new schools are needed across North Carolina. Fifty schools are needed immediately, and
sixty-eight are needed in three to five years; and
WHEREAS, besides new construction, 1,560 schools need renovations to comply with safety
and building code requirements, and to address deferred maintenance, and 459 schools need
additions for new classrooms; and
WHEREAS, a priority goal of the North Carolina Association of County Commissioners is to
support legislation to provide state assistance to meet school construction needs caused by
increased enrollment and mandated reduction in class size, through a statewide referendum on a
bond issue; and
WHEREAS, the Statewide Facility Needs Survey also showed that construction costs are
increasing from a base of $136 per square foot in 2005 to $194 per square foot in 2015, and
interest rates and construction costs are still rising; and
WHEREAS, deteriorating facilities distract from learning and impact achievement, and we need
to ensure public school facilities are conducive to student outcomes; and
WHEREAS, counties in both urban and rural areas are faced with high costs for renovations and
repairs to update and make old school buildings safe; and
WHEREAS, counties have limited options to raise revenue to pay for school construction; and
WHEREAS, because counties lack sufficient sources of funding for school facilities, the state
has responded in the past by approving statewide school construction bonds to address needs
nearly once per decade; and
WHEREAS, a statewide bond is urgently needed to help address the staggering shortfall in
funding for construction, repairs, and renovations at public school facilities throughout North
Carolina; and
WHEREAS, Harnett County has school needs estimated by the school system of approximately
$240 million; and
WHEREAS, the NC School Bond — HB 866/SB542 — would invest $1.9 billion to begin
addressing these critical needs across the state; and
WHEREAS, it is estimated that Harnett County could receive $50,414,398 to assist in
addressing its school capital needs; and
NOW THEREFORE BE IT RESOLVED that the Harnett County Board of Commissioners
and Harnett County Board of Education join together in urging the North Carolina General
Assembly to call for a statewide referendum on the November 2018 ballot which is referred to as
the Public School Building Bond Act (HB866/SB542) so that school districts across North
Carolina are better able to meet urgent facility needs.
AND BE IT FURTHER RESOLVED that copies of this resolution be transmitted to the
members of the General Assembly representing Harnett County and to all 100 counties in North
Carolina.
