HomeMy WebLinkAbout031105s HARNETT COUNTY BOARD OF COMMISSIONERS Special Meeting (QZAB) March 11, 2005 The Harnett County Board of Commissioners met in special session on Friday, March 11, 2005, in the Human Resources Conference Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews Walt Titchener Tim McNeill Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Harnett County Schools Representatives: Donald Andrews, Superintendent Bob Troutman, Finance Officer Tom Frye, Director, high schools, media, technology Chairman Byrd called the meeting to order at 11:00 a.m. Donald Andrews gave a brief history of Harnett County Schools’ use of Qualified Zone Academy Bond (QZAB) program. Mr. Andrews presented for the Board’s consideration, documents to authorize the Board of Education’s submission of an application to the QZAB program for funds in the amount of $789,500 to repair, renovate, and expand thirteen schools in Harnett County. After questions, comments, and discussion by the Board of Commissioners regarding various school facilities in Harnett County, Commissioner McNeill moved to authorize Harnett County Schools to submit the QZAB application. Commissioner Andrews seconded the motion and it passed 4 to 1 with Commissioner Titchener casting the dissenting vote. In other business, Mr. Emory reported on the following items: 1. Campbell University has invited Mr. Emory and the Board to meet regarding roadways and an overlay district in the Buies Creek community. 2. Regarding the proposed new law enforcement center, Mr. Emory will talk with Highway patrol, Wildlife Dept., and drivers license office to find out their future plans for office space. 3. Northwest Fire Department plans for auction of building. Chairman Byrd suggested a “field trip” so the Board can see new housing developments in Harnett County. There being no further business, Commissioner McNeill moved to adjourn. Commissioner Hill seconded the motion and it passed unanimously.
