Blanchard, Clerk to the Board Chairman Byrd called the meeting to order at 9:00 a.m. and Commissioner McNeill led the invocation and pledge of allegiance. Commissioner Hill moved to approve the agenda as published with the following additions: add to regular agenda a proclamation regarding the County’s Sesquicentennial and add to the consent agenda a grant project ordinance for a public utilities CDBG project, one additional budget amendment, and a resolution recognizing Eagle Scout David Keith Boor. Commissioner Andrews seconded the motion and it passed unanimously. Authorized the County Manager to proceed with negotiations with Mosley Architects, Charlotte, NC, for proposed new jail project. 8. Authorized use of the Airport for a parachute jump program as a part of the th General William C. Lee celebration the first weekend in June. The 824 Quartermaster Company from Fort Bragg will perform a static line parachute jump. This will be a one time, military event. 9. Resolution Adopting the Revised Administrative Plan for the Harnett County Section 8 Housing Program (Attachment 4) 10. Report of Unpaid 2004 Real Estate Property Taxes in accordance with General Statute 105-369(a). The amount is $3,746,541.59. The unpaid taxes will be advertised in March, 2005. 11. Authorized extending the tax listing deadline for an additional thirty days until February 28, 2005, as allowed by General Statute 105-307. The deadline extension is needed because there was a delay in mailing the listing forms due to software problems. 12. Project Ordinance for Community Development Block Grant (CDBG) Rehabilitation - Wastewater and Water Hook-Ups project (Attachment 5) 13. Engineering agreement with The Wooten Company in the amount of $10,700. The contract is for administration services associated with a $75,000 Infrastructure Hookup Community Development Block Grant and will be paid for with the grant funds. 14. Authorize change of position in Cooperative Extension from permanent part time Parents As Teacher’s Educator, grade 64, to permanent full time Parents As Teacher’s Educator, grade 64, with full benefits. 15. Resolution recognizing Eagle Scout David Keith Boor (Attachment 6) In the informal comment portion of the meeting, Floyd Hein, Anderson Creek area, stated he would like to resolve an issue he has with Public Utilities. Elsa Sears encouraged the Board to appoint new members to the Harnett County Council for Women. Commissioner McNeill moved to amend the Board’s current appointment guidelines that limit appointees to two consecutive terms. The amendment would increase this limit to three consecutive terms. Commissioner Andrews seconded the motion and it passed unanimously. The change will provide for more experience on various boards and committees and will at the same time help limit ongoing vacancies on several bodies. Commissioner Hill moved for the appointments listed below. Commissioner Andrews seconded the motion and it passed unanimously. Mid-Carolina Aging Advisory Committee Otis Butler appointed for a 3-year term to expire 2-28-08 nominated by Commissioner McNeill Board of Equalization and Review Dennis Boyette, Jerry Bullock, Thomas Moore, Carnell Robinson, and Darrell Smith for 1-year terms to expire 2-28-06 nominated by Commissioner Andrews Juvenile Crime Prevention Council Re-appointments: Jerry Blanchard, Jim Burgin, Pat Cameron, Beatrice Hill, Tom Lock, Tony Wilder, Marsha Woodall, Natalie Edwards. All were re-appointed for 2- year terms to expire 1-31-07. All were nominated by Commissioner Hill Appointments: Jane Schumann, Michael Martin, Avis Watkins Smith, and Gary McNeill. All were appointed for 2-year terms to expire 1-31-07. All nominated by Commissioner Hill. Lee-Harnett Mental Health Board W. N. Porter for a term to expire 7-1-05 nominated by Commissioner Titchener Judge Robert B. Morgan (retired) appeared before the Board to discuss an issue regarding a check in the amount of $18,042 he received in error from Harnett County Department of Public Utilities in April, 2003. The check was intended for the former Senator, Robert B. Morgan for a sewer easement. In March, 2000, Judge Morgan gave the County a temporary construction easement for a water line and he believed the check was meant for him to pay for damage that was done to his property during construction. After Judge Morgan’s presentation, Chairman Byrd suggested that the County Attorney and Assistant County Manager meet with Judge Morgan to resolve the issue. All other Board members and Judge Morgan agreed with Chairman Byrd’s suggestion. Nancy Silvers and Cat Banholzer reported on the Raven Rock State Park bridle trails restoration project. They discussed work already done by volunteers to restore old trails and build new ones on the north side of the river. They are trying to raise money to fund the project and welcome equipment, supplies, and free manual labor. Al Bain, Chairman, Harnett County Sesquicentennial Celebration Committee, discussed planned activities throughout the year of 2005 to celebrate Harnett County’s th 150 Birthday. Some of the activities mentioned are school projects, Highland games demonstration, production of a Paul Green play, poster contest, and a beard contest. Mr. Bain read and presented for the Board’s consideration, a proclamation regarding Harnett County’s Sesquicentennial. Commissioner Hill moved to adopt the proclamation. Commissioner Titchener seconded the motion and it passed unanimously. (Attachment 7) Mr. Bain invited all present to a birthday party for the County, complete with cake, immediately following this Board of Commissioners meeting to begin the year long celebration. Departmental reports were filed with the Board from the Sheriff’s Department and Economic Development. There being no further business, Commissioner Andrews moved to adjourn. Commissioner McNeill seconded the motion and it passed unanimously. The Harnett County Board of Commissioners regular meeting, February 7, 2005, adjourned at 9:50 a.m. The commissioners joined others in the atrium for the birthday party celebrating th Harnett County’s 150 birthday. Historical artifacts regarding Harnett County were on display and suppliers were on hand to answer questions about the items.
