HARNETT COUNTY BOARD OF COMMISSIONERS
Minutes of Reconvened Meeting
August 7, 2008
The Harnett County Board of Commissioners met for a reconvened session of a regular
meeting that recessed August 4, 2008. The Board met in the Commissioners Meeting
Room, County Administration Building, 102 East Front Street, Lillington,North
Carolina.

Chairman Byrd reconvened the meeting at 1:00 p.m.
Rodney Tart, Public Utilities Director,provided background information on the Water
Treatment Plant Expansion Project. Hiram Marziano, Marziano &McGougan, PA,
presented the Discussion of Bids and recommendation for award of three separate
construction contracts totaling$44,369,567.00 for the project. Commissioner McNeill
moved to award contracts as listed below. Commissioner Andrews seconded the motion
and it passed unanimously. The Discussion of Bids is copied into these minutes as
(Attachment 1).

Seaside Environmental Construction, Inc. of Raleigh:
Booster Pump Station & Ground Storage Tank $4,562,000.00
There being no further business, Vice Chairman Hill moved to adjourn. Commissioner
Andrews seconded the motion and it passed unanimously. The Harnett County Board of

Recommendation for Award:
Contract No.1-Wafer Treatment Plant •
It is our recommendation for Harnett County to award the Water Treatment Plant Upgrade
project to T.A.Loving Company in the amount of$26395.000.00. T.A.Loving provided the
lowest responsible and responsive bid and furthermore.they have worked previously for
Hamett County on a number of projects where our firm has been involved and they have
provided good performance.
Contract No 1:Water Transmission Main
It is our recommendation for HCDPU to award the Harnett County - Fort Bragg Water
Transmission Main project to TA Loving in the unit price amount of$12,812,567.00 for Option"A"
which increased the water main size from 24" to 30" from tank 6 to the Ff. Bragg Ground
Storage Tank. TA Loving provided the lowest responsible and responsive bid and furthermore.
they have worked previously for Harnett County on a number of projects where they have
provided good performance.
Contract No.2:Booster Pump Station&Ground Storage Tank:
Our recommendation for HCDPU to award to the Harnett County-Fort Bragg Booster Pump •
Station&Ground Storage Tank to Seaside Environmental Construction.inc.in the amount of
$4,562.000.00. Seaside was not the tow bidder for Contract No,2 as their bid exceeded the
low bid by$201,000.00. We feel,however, that their bid is more responsible than that of the
low bidder TARA Group of Lumberton,Inc. Our justification for this recommendation Is as
follows: TARA Group was the contractor for Harnett County's new raw water intake structure
at the water treatment plant approximately two[2j years ago. We were Harnett County's
engineer for that project. It is our firm's opinion that TARA Group performed at a tow standard
of care for the construction of that project to the point that the contract was settled with the
protect still exhibiting deficiencies that could be otirlbuted to the construction.It is also our

firms opinion that if TARA Group is awarded the contract for this work and they exhibit the
same or similar approach to construction that they previously demonstrated on the raw water
intake,the project construction administration and observation will require additional effort to
get the quality workmanship that this project demands.
However,with all that said we,stand ready to work closely with Harnett County and TARA
Group should the County decide to award the project to them. Again,our recommendation
far the contract award would be to:

With the direct financial participation of Fort Bragg and other in the financing of this project
and repayment of debt through user charges,there appears to be ample funds to generate
the following recommended budget for the work described in this Discussion of Bid s and as

to be used on this project in the amount of:

'Note: The US Government fundino_oumber here does not include additional funding in the
mount of$7 911,225 to bgusrd for the Public Works Ejl ssiness Center which will be awarded of
a later date,
SUMMARY.
The Engineers feel that this project was well advertised to the construction industry through
national construction journals and statewide newspapers. The engineers olso feel that the bids
received reflect the best bids that could be received under the current construction market.

We therefore recommend award to the low responsive bidders shown in this Discussion of Bids
for the prices indicated.
The Engineers are pleased to have assisted the County of Harnett in acquiring bonafide
construction proposals for this work. We stand ready Io assist you with the award and
construction management of this project_
