HomeMy WebLinkAbout112608wHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Meeting (work session) November 26, 2008 The Harnett County Board of Commissioners met in special session on Wednesday, November 26, 2008, at the Public Utilities Water Plant, West Duncan Street, Lillington, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews Tim McNeill Gary House Staff present: Wm. A. (Tony) Wilder, Interim County Manager Jennifer Slusser, Staff Attorney Lee Anne Nance, Director, Economic Development Rodney Tart, Director, Public Utilities Steve Ward, Assistant Director, Pubic Utilities Guest: Brian Sexton, Marziano & McGougan, Engineers Chairman Byrd called the meeting to order at 11:30 a.m. Ms. Nance reported that NC DOT had refunded the County $42,000 from upfront money Harnett County paid for “Welcome to Harnett County” signs. Ms. Nance stated that a requirement for a Rural Center grant which will be used for the construction of water and sewer at the Brightwater Science and Technology campus is for the County to guarantee 30 jobs within 36 month of the grant award. The request is to indemnify the Harnett Health System (HHS) from payback penalties associated with submission of a job creation grant agreement that HHS will sign so that Harnett County can obtain a second infrastructure grant. In the unlikely event that the 30 jobs are not created, Harnett County will be responsible for paying $10,000 for each job not created, up to 30. Mr. Tart and Mr. Sexton discussed the Neill’s Creek Sewer Interceptor Regional Sewer Master Plan and proposed interceptor sizes. There being no further business the meeting adjourned at 12:30 p.m.
