Minutes of Special Meeting (work session)
October 31, 2008
The Harnett County Board of Commissioners met in special session on Friday, October 31, 2008, in the Commissioners Conference Room, County Administration Building, 102 East Front Street,
Lillington, North Carolina.
Members present: Teddy J. Byrd, Chairman
Beatrice B. Hill, Vice Chairman
Gary House
Staff present: Neil Emory, County Manager
Wm. A. (Tony) Wilder, Assistant County Manager
Kay S. Blanchard, Clerk to the Board
Rodney Tart, Director, Public Utilities
Steve Ward, Assistant Director, Public Utilities
Joseph Jeffries, Planning Director
Chairman Byrd called the meeting to order at 11:30 a.m.
Mr. Tart and Mr. Ward discussed the proposed Public Works Business Center construction project. The Board will consider a construction manager contract/general conditions with T.A.
Loving Company of Goldsboro for the project at its November 3rd meeting along with a resolution authorizing exemption. The exemption allows Harnett County to award this construction
manager a risk contract without the solicitation of competitive pricing.
Mr. Jeffries discussed a request from Marion Hobbs and others for a moratorium on development approvals for property within the area designated for zoning pursuant to a petition for
zoning in Stewart’s Creek Township. Stewart’s Creek Township is not currently zoned and citizens are petitioning for 705.38 acres on US 401S to be zoned.
Other items discussed by the Board:
- Request for rezoning of 427.49 acres in Neill’s Creek Township by various
landowners including Campbell University.
- Proposed memorandum of understanding with the City of Dunn regarding
the Harnett High School property (includes old Rosenwald School)
- Interest in 3 of 12 acres between McKinnie Parkway and railroad by
First Health (former Western Medical Group).
There being no further business, the work session adjourned at 12:40 p.m.
