HomeMy WebLinkAbout092608wHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Meeting (work session) September 26, 2008 The Harnett County Board of Commissioners met in special session on Friday, September 26, 2008, in the Commissioners Conference Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews Tim McNeill Gary House Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Kay S. Blanchard, Clerk to the Board Lee Anne Nance, Director, Economic Development Guests: Al Capehart, Dunn-Erwin Rail Trail Heather Beard, Earth Share of North Carolina Chairman Byrd called the meeting to order at 11:30 a.m. and led the invocation. Ms. Nance reported to the Board on proposed infrastructure for the future 150 bed Harnett Health System hospital to be built on the Brightwater site. Ms. Nance, Rodney Tart, Director, Public Utilities and Mr. Emory have been working on what will be required for water, sewer and curb and gutter paving of roads entering the property from Matthews Road and from Highway 401 including how to finance the project. Chairman Byrd noted that Dr. Catherine Evans and Sonny Burgess no longer serve on the Harnett Health System Board. He instructed the county manager and county attorney to review the rules regarding appointments for the Harnett Health System Board and proceed with the process to replace those two members. Al Capehart and Heather Beard briefed the Board on Earth Share of North Carolina, an organization which supports environmental groups that protect and preserve natural resources. They are asking for participation of North Carolina Rail Trails with local volunteers to raise money and get volunteers to support the environment. A campaign similar to the United Way drive would be held to encourage employees to sign up. Contributions are tax deductible and sign-up would be on an annual basis. Mr. Emory led a discussion on the Work Force Development issue with Mid-Carolina Council of Governments. The consensus of the Board was to put Mid-Carolina COG on notice that if no resolution to the problem can be worked out, Harnett County will look at other options to run the program in Harnett County. Chairman Byrd suggested that Mr. Emory meet with the Harnett County Work Force Development Board to advise them of the Board of Commissioners’ position. Chairman Byrd asked Mr. Wilder to negotiate with Mark Gettleman who has a problem with the water meter on his property being damaged by a large truck running over it. The water meter can be moved to another location on the property and Mr. Gettleman will be responsible for paying a portion of the cost for the relocation. There being no further business, the work session, September 26, 2008 adjourned at 12.45 p.m.
