Minutes of Special Meeting (work session)
September 12, 2008
The Harnett County Board of Commissioners met in special session on Friday, September 12, 2008, in the Commissioners Conference Room, County Administration Building, 102 East Front Street,
Lillington, North Carolina.
Members present: Teddy J. Byrd, Chairman
Beatrice B. Hill, Vice Chairman
Tim McNeill
Gary House
Commissioner Dan B. Andrews was absent.
Staff present: Neil Emory, County Manager
Kay S. Blanchard, Clerk to the Board
Joseph Jeffries, Planning Director
Mark Locker, Manager, Planning Services
Alice Powell, Parks & Recreation Director
Carl Davis, Parks & Recreation
Peg Pors, W.K. Dickson, made a presentation on the proposed Anderson Creek Park Master Plan. It is recommended that the Park be developed in five phases, with Harnett County Parks &
Recreation seeking a grant for each phase. The proposed master plan will be presented for consideration of adoption by the Board at a future meeting.
The commissioners plan to tour the Park area in October.
The Board instructed Alice Powell to contact Phil Ferrell, Assistant Superintendent of Harnett County Schools, to request that school yard parks be open to the public so children may
use the parks to play anytime and not only when school is in session.
Mark Locklear and Joseph Jeffries presented a rezoning proposal for Campbell University campus area in Buies Creek. A drop-in meeting will be held at the Buies Creek fire station on
September 23rd, to inform the public about the proposed rezoning. The proposal will be presented to the Planning Board on October 6 for consideration, and to the Board of Commissioners
at a November board meeting. The property currently is designated as being in various zoning districts. If approved, the property will be rezoned to a new Office and Institutional
District which has been created for campus type development.
Mr. Emory led a discussion on or noted the following items:
- Architect for the proposed new library
- Proposed agreement with Town of Coats regarding sewer project up Highway 55
- Agreement is being developed for acquisition of Campbell water and sewer.
- Request from City of Dunn to waive solid waste tipping fees for debris of old Dunn
Primary School facility.
The Board also discussed:
- Bill from Public Utilities to Mark Gettleman for repair of water meter
- Rezoning of Willis Gregory property
- Some citizens from Erwin are complaining about tap-on fees since Erwin turned their
water system over to the County.
- Fees plus late fees new owner of property is charged before water can be turned on--
Commissioner McNeill stated that no one should have to pay more than he would have
to pay for a new tap.
There being no further business, the work session adjourned at 1:10 p.m.
