HomeMy WebLinkAbout090208mHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting September 2, 2008 The Harnett County Board of Commissioners met in regular session on Monday, September 2, 2008, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews Tim McNeill Gary House Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Chairman Byrd called the meeting to order at 9:00 a.m. and Vice Chairman Hill led the pledge of allegiance and prayer. Vice Chairman Hill moved to approve the agenda as published with the deletion of item 4-H from the consent agenda regarding proposed amendment to the Johnston County water capacity agreement; and the addition to the regular agenda, discussion of proposed sewer project for Coats. Commissioner Andrews seconded the motion and it passed unanimously. Upon motion by Commissioner McNeill and seconded by Commissioner House, the Board unanimously approved the following items on the consent agenda: 1. Tax refunds and releases (Attachment 1) 4. Authorization for payment of longevity pay for employee even though she will not be working at the end of November when longevity is normally given out to employees who qualify. The long time employee retired because her position of Section 8 Housing Administrator was eliminated when the County contracted with Sanford Housing to administer Harnett County’s program. 5. Proclamation regarding Constitution Week (Attachment 2) 6. Agreement with the Town of Coats that provides a policy regarding future extension of utilities. 7. Mid-Carolina Area Agency on Aging budget amendment #3 to facilitate the movement of funds necessary for Closeout of FY 2007-2008. The amendment includes movement of funds with HCDOA and HCDSS as well as the addition of funds released to Harnett County from Cumberland and Sampson Counties. (Attachment 3) 8. Renewal of lease agreements with the fire departments that house Emergency Medical Service employees who respond to 911 and transport calls: Flatwoods Community Fire Department, Flatbranch Volunteer Fire Department, Spout Springs Emergency Services, Angier Black River Fire Department and Northwest Harnett Volunteer Fire Department. Commissioner Andrews moved to appoint Norman Avery to the Town of Erwin Planning/Board of Adjustments to represent the extraterritorial area. Commissioner House seconded the motion and it passed unanimously. Betty Smith, Tax Administrator, presented the 2009 Tax Schedule of Values and requested that a public hearing regarding the matter be scheduled. Vice Chairman Hill moved to schedule a public hearing regarding the Schedule of Values at the regular Board of Commissioners meeting, October 6, 2008. Commissioner Andrews seconded the motion and it passed unanimously. John Finger, outgoing President of the Harnett County Veterans Council, provided an update on the USS Harnett Memorial at the Veteran’s Park and requested authority for the third and final phase, which is to place a cabinet on the second floor of the Courthouse to display several items which represent the ship. Commissioner McNeill made a motion for the Veterans Council to move forward with plans for the display, and that up to $3,900 be appropriated to fund the project. Vice Chairman Hill seconded the motion and it passed unanimously. Mr. Finger introduced the incoming president of the Veteran’s Council, Amy Noel. Chairman Byrd noted that the Town of Coats adopted a resolution to fund up to $250,000 for a sewer line up Highway 55 N approximately one mile, which will belong to the County. Chairman Byrd moved for the County to commit to participate in the Coats sewer project by requesting design of the proposed project and a project ordinance. Commissioner House seconded the motion and it passed unanimously. Commissioner McNeill moved to authorize modification of the lease for a building located at 645 Shawtown Road on the Shawtown Campus to reflect change of name from Community Development Institute (CDI) Head Start to Johnston-Lee-Harnett Community Action, Inc. Commissioner House seconded the motion and it passed unanimously. Mr. Emory announced the NC Department of Transportation Annual Litter Sweep Roadside Cleanup program will take place September 20 - October 4, 2008. Gary Pope, Director, Emergency Management, provided an update on Hurricane Hanna and other storms currently in the Atlantic that might affect Harnett County. Commissioner House moved that the Board go into closed session for the following purposes: (a) To discuss certain personnel matters; and (b) To consult with an attorney employed or retained by the Board in order to preserve the attorney-client privilege and to consider and give instructions to the attorney concerning the handling or settlement of a claim. Specifically the Board shall consider the following matter: Burnette vs. County of Harnett, File No. 08 CvS 420. This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(6)&(3). Commissioner Andrews seconded the motion and it passed unanimously. Commissioner Andrews moved for the Board to come out of closed session. Vice Chairman Hill seconded the motion and it passed unanimously. Mr. Donald Cobb, College of Agriculture and Life Sciences, NC State University, presented the recommendation of Lisa Childers to be the new Harnett County Extension Director. Commissioner McNeill moved to accept the recommendation and appoint Lisa Childers director of Harnett County Cooperative Extension Service. Commissioner Andrews seconded the motion and it passed unanimously. There being no further business, Vice Chairman Hill moved to adjourn. Commissioner Andrews seconded the motion and it passed unanimously. The Harnett County Board of Commissioners regular meeting, September 2, 2008, adjourned at 10:45 a.m.
