HomeMy WebLinkAbout070708mHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting July 7, 2008 The Harnett County Board of Commissioners met in regular session on Monday, July 7, 2008, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews Tim McNeill Gary House Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Chairman Byrd called the meeting to order at 9:00 a.m. and Commissioner House led the pledge of allegiance and prayer. Vice Chairman Hill moved to approve the agenda as published. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Upon motion by Commissioner McNeill and seconded by Commissioner House, the Board unanimously approved the following items on the consent agenda: 1. Minutes: Regular Meeting, June 16, 2008 2. Budget amendments: 1 Animal Control (Fund 110-General) Code 110-5500-420.74-74 Capital Outlay 13,810. increase 110-0000-399.00-00 Fund Balance Appropriated 13,810. increase 2 Solid Waste Transfer Station Project (Fund 582-“SW0701”) Code 582-0000-314.50-00 Sales Tax 2,435. increase 582-0000-361.10-00 Interest on Investments 2,435. decrease 3. Tax refunds and releases (Attachment 1) 4. Resolution to add roads to state system (Attachment 2) 5. Lease agreement with Rodney C. Hobbs for Bunnlevel Container site located on SR 2033 in Stewart’s Creek Township. The lease is for a term of three (3) years beginning July 1, 2008 and terminating June 30, 2011. Harnett County will pay Mr. Hobbs the sum of $5,700 for the 3-year term. 6. Authorization for Cooperative Extension to accept the following grants: Continuing for FY 2008-2009: - Division of Child Development through Child Care Networks, Inc. $58,493.00 - United Way $3,844.00 New grants for FY 2008-2009 from Harnett County Partnership for Children: - Quality Enhancement $234,899.00 - Raising a Reader $53,875.00 7. North Carolina Parks and Recreation Trust Fund Project Agreement for Barbecue Creek Park Improvements Project. The PARTF grant is in the amount of $500,000.00. Harnett County will match that amount with $500,000.00. 8. Authorization for the Sheriff’s Department to submit an application for an Edward Byrne Memorial Local Justice Assistance Grant. The grant is in the amount of $10,432.00 and will be used to continue purchasing computers to be used by deputies for mobile data terminals which will enable them to complete reports in the field. 9. First amendment to contract and agreement with Republic Services of North Carolina, LLC for solid waste collection services. The purpose of the contract amendment is to pay Republic for recycling containers and services provided at the Dunn/Erwin site, the Anderson Creek site and the Campbell University site. The cost to the County is $95.00 per site, per month for the additional OCC containers and service, and $1,100.00 per month for the additional co-mingled containers and service. All other terms and conditions of the original Agreement dated July 1, 2007 remain in effect. 10. Write-off of Public Utilities delinquent accounts for the second quarter of 2008. All of these accounts have been delinquent for more that three years and total $13,285.56. 11. Resolution to amend the Public Utilities Ordinance to reflect new water and sewer rates as stated in Section 28 of the ordinance. (Attachment 3) 12. Salary reclassifications for two Public Utilities employees to be effective July 1, 2008: - Bryan Byrd, from Senior SCACA Tech., grade 72 to Electrical Supervisor, grade 73 - Ben Nuesmeyer, from Utility System Crew Leader, grade 68, to Senior Utility System Crew Leader, grade 69 Commissioner Andrews moved for the appointments listed below. Commissioner House seconded the motion and it passed unanimously. Agricultural Advisory Committee C.H. Johnson, at-large member, nominated by Commissioner Andrews Harnett County Council for Women Elsie Lee for a 3-year term to expire 07-31-2011 Nominated by Vice Chairman Hill Research Triangle Regional Partnership Steven P. Wicker for a 2-year term to expire 6-30-2010 Nominated by Commissioner Andrews Social Services Board Alice B. Hicks for a 3-year term to expire -06-30-2011 Nominated by Vice Chairman Hill Triton High School teacher Toni McKay introduced rising Triton seniors Hannah Emory, Ra Tasha Rouse, Patrick White and Cody Byrd. The students were part of an 18-student delegation to China. They shared details of the trip and thanked the commissioners for the $10,000 donation from the county which helped fund the trip. Chairman Byrd stated that the group who visited China represented Harnett County well and were good ambassadors for our country. A delegation from the No. 1 Middle School in China, which will consist of 16 students and two chaperones, will visit Harnett County this fall. Barry Blevins, Community Development Administrator, announced that the County will apply for NC Department of Community Assistance, Scattered Site Housing Program. The rehabilitation program is targeted towards very low income owner occupied households. Chairman Byrd called to order a public hearing on the matter and opened the meeting for comments from the public. No comments were offered and Chairman Byrd closed the public hearing. Commissioner McNeill moved that Chairman Byrd be authorized to sign Harnett County’s completed grant application for the Department of Community Assistance funding under the Scattered Site Housing program. Commissioner Andrews seconded the motion and it passed unanimously. Departmental reports were filed with the Board from Animal Control, Veterans Service and Health Department. Mr. Emory noted that the County has been asked to select a voting delegate for the NCACC Annual Conference which will be held in New Bern, August 21-24. Commissioner Andrews moved to designate Commissioner McNeill to represent Harnett County. Commissioner House seconded the motion and it passed unanimously. Mr. Emory noted that Kenneth Underwood has offered to purchase property owned by the County in the Riverside area. The matter will be discussed at a work session. Vice Chairman Hill moved that the Board go into closed session for the following purposes: (1) To consider a personnel matter; and (2) To instruct the county staff concerning the position to be taken by the County in negotiating the terms of a proposed contract for the acquisition of real property; and (3) To discuss matters relating to the location or expansion of industries or other businesses in Harnett County. This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(6)&(5)& (4). Commissioner Andrews seconded the motion and it passed unanimously. Commissioner McNeill moved for the Board to come out of close session. Commissioner Andrews seconded the motion and it passed unanimously. Mr. Emory stated that he recommends Trinity Faucett to fill the vacant Human Resources Director position. Commissioner Andrews moved to accept Mr. Emory’s recommendation and name Ms. Faucett Human Resources Director for Harnett County. Commissioner House seconded the motion and it passed unanimously. There being no further business, Commissioner McNeill moved to adjourn. Commissioner Andrews seconded the motion and it passed unanimously. The Harnett County Board of Commissioners regular meeting, July 7, 2008, adjourned at 11:00 a.m.
