Minutes of Special Meeting (work session)
April 4, 2008
The Harnett County Board of Commissioners met in special session on Friday, April 4, 2008, in the Commissioners Conference Room, County Administration Building, 102 East Front Street,
Lillington, North Carolina.
Members present: Beatrice B. Hill, Vice Chairman
Tim McNeill
Gary House
Staff present: Neil Emory, County Manager
Kay S. Blanchard, Clerk to the Board
Jennifer Slusser, Staff Attorney
Guest: Jim Burgin, candidate for county commissioner
Representatives of Sanford Housing Authority:
Ken Armstrong, Executive Director
Roger Williams, Deputy Director (Section 8)
Bill Wilson, Attorney
Vice Chairman Hill called the meeting to order at 11:30 a.m.
Mr. Emory gave an overview of Harnett County’s Section 8 Housing Program and the current occupant challenges. Mr. Emory recommended that the County partner with a neighboring county
and stated that a proposed agreement has been drafted between the County and Sanford Housing Authority for management of Harnett County’s program.
The representatives of the Sanford Housing Authority discussed with the Board what they could do for Harnett County. Its Board has approved the concept of entering into an agreement
with Harnett County. A local office would remain in Lillington. The matter will be placed on a future meeting agenda to be considered.
Mr. Emory led a discussion of or noted the following items:
- Betty Smith has been named Tax Collector of the Year by the State Association.
- Staff met with representatives of W. K. Dickson Architects regarding development
of West Park and preliminary cost that would be required.
- An opening ceremony for the new recycling center at Campbell University was held.
- Census test will be conducted this month.
There being no further business, the work session, April 4, 2008, adjourned at 1:00 p.m.
