Parks and Recreation Advisory Committee
Park Priorities Summary
Introduction
The Parks and Recreation Advisory Committee was established in 2018 and held their first meeting in
January 2019. One of the main objectives of the Committee is to help advise the Parks and Recreation
Department and Board of Commissioner with prioritizing the park project throughout Harnett County.
Harnett County has several ongoing projects, as well as, an extensive list of future projects .
Committee Member Survey
Parks and Recreation staff sent out a survey to Committee members asking them to rank the types of
facilities needed in Harnett County, to rank the planned parks in order of priority, to rank the type of
parks needed (Passive , Athletic Fields, Greenways, etc.), to rank the different links of possible greenway
trails, and other information questions.
Only 5 out of the 9 members completed the survey, resulting in insufficient data . The Committee
discussed the survey and felt the there was too many options per category and suggested regionalizing
the survey to focus on certain areas . Staff reworked the survey to provide categories in Existing Parks
Expansion/Renovation, Existing Park Land Parcels, Future Parks (no land designated), and Greenway
Trails .
The new survey was completed by 6 of the 8 active members.
Committee Discussion
The Committee discussed the results of the survey. The Committee decided to take a closer look at the
top ranked Parks from each category. The top ranked existing park projects were : Shawtown
Community Park, Patriots Park, Neills Creek Park Expansion, and Boone Trail Park. The top ranked
existing parcel parks were: Old Benhaven School Park, NW Harnettt Park, and the American Legion
Water Access Site . The top two greenway corridors were: Barbecue Creek Park to Anderson Creek Park
and Lillington to Raven Rock . The Committee decided that none of the proposed future parks should be
in their top prioritization at this time. Parks and Recreation staff was tasked with getting cost estimates
to the Committee for each park, for the Committee to look at each project in greater detail before
finalizing their Priorities .
Conclusion
With the requested information provided, the Committee worked through the Park Priorities to come
up with a list to be given to the Board of Commissioners. These Priorities were narrowed down from ten
(10) Existing Parks, five (S) New Parks, and thirteen (13) Greenway Segments. All projects that are not
l isted are considered future projects. The Committee agreed that "Existing Parks" should be the main
priority followed by "Existing Parcel Parks" and lastly the "Greenway Segments".
After much discussion, the Committee ranked :

AN ORDINANCE DELEGATING AUTHORITY TO THE HARNETT COUNTY
ATTORNEY TO REPRESENT THE COUNTY OF HARNETT IN LEGAL MATTERS

WHEREAS ,§ 153A-12 of the North Carolina General Statutes states that all powers,
functions, rights, privileges, and immunities of the corporation shall be exercised by the board of
corruruss1oners.
WHEREAS ,§ l 53A-12 of the North Carolina General Statutes further states that a power,
function, right, privilege, or immunity that is conferred or imposed by law without direction or
restriction as to how it is to be exercised or performed shall be carried into execution as provided
by ordinance or resolution of the board of commissioners ; and
WHEREAS ,§ l 53A-l 14 of the North Carolina General Statutes requires the board of
commissioners to appoint a county attorney to serve at its pleasure and to be its legal advisor;
and
WHEREAS, it is the duty of the Hamett County Attorney to serve as the principal legal
advisor to the Hamett County Board of Commissioners; and
WHEREAS , the Hamett County Board of Commissioners desires to delegate the
authority to the Hamett County Attorney and Hamett County Legal Department staff to defend
and prosecute all legal matters on behalf of the County of Hamett and to retain outside counsel
as necessary to perform such duties.
NOW THEREFORE BE IT ORDAINED by the Hamett County Board of
Commissioners, the following ordinance is hereby adopted:
Section 1. County Attorney Duties
The County Attorney is appointed by the Board of Commissioners and is responsible for
being the principal legal advisor to the Board. The County Attorney, along with Legal
Department staff, shall represent the County in all legal matters except in situations where
certain County departments have their own counsel and in situations where it is determined to be
in the best interest of the County to retain outside counsel. The County Attorney and staff
attorneys shall have the authority to defend and prosecute all legal matters on behalf of the
County and shall have the authority to retain outside counsel as necessary to perform such duties.
Section 2. Effective Date .
This ordinance shall be effective on March 2 , 2020.
