Reconvened Meeting (from November 15, 2004)
November 18, 2004
The Harnett County Board of Commissioners met in a reconvened session on
Thursday, November 18, 2005, in the Human Resources Conference Room, County
Administration Building, 102 East Front Street, Lillington, North Carolina.
Members present:
Teddy 1. Byrd, Chairman
Beatrice B. Hill
Dan B. Andrews
Walt Titchener
Tim McNeill
Staff present:
Neil Emory, County Manager
Wm. A. (Tony) Wilder, Assistant County Manager
Vanessa W. Young, Finance Officer
Kay S. Blanchard, Clerk to the Board
Chairman Byrd called the meeting to order at 8:00 a.m. and the invocation was led by
Vice Chairman Hill.
Mr. Emory reviewed the projected cost of the proposed Agricultural Center building
project and the proposed jail building project. He also reviewed ideas for various
departments to move into office space that will be vacated once the Agricultural
Center is completed. Mr. Emory reviewed current rents and all departments' space
needs.
Mr. Wilder discussed the proposed addition to the Animal Control facility.
Chairman Byrd stated he would like to discuss spending priorities and sources of
money at a retreat.
Commissioner McNeill moved to proceed with building an Agricultural Center and an
addition to the current Animal Control facility. Commissioner Andrews seconded the
motion and it passed 4 to 1 with Chairman Byrd casting the dissenting vote.
Commissioner Titchener moved for the Board to go into closed session for the
following purpose:
Commissioner Hill seconded the motion and it passed unanimously.
Commissioner McNeill moved for the Board to come out of closed session.
Commissioner Hill seconded the motion and it passed unanimously.
There being no further business, Commissioner McNeill moved for adjournment.
Commissioner Hill seconded the motion and it passed unanimously. The Harnett
County Board of Commissioners reconvened meeting, November 18, 2004, at 9:00
a.m.
