HomeMy WebLinkAbout110104m HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting November 1, 2004 The Harnett County Board of Commissioners met in regular session on Monday, November 1, 2004, in Courtroom 6, Harnett County Courthouse, 301 West Cornelius Harnett Boulevard, Lillington, North Carolina. Members present: Teddy 1. Byrd, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews Walt Titchener Tim McNeill Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa w. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Chairman Byrd called the meeting to order and Commissioner McNeill led the pledge of allegiance and prayer. Commissioner Titchener moved to approve the agenda as published with the changes listed below. Commissioner Andrews seconded the motion and it passed unanimously. Add to consent agenda: Reclassification for one DSS position NC Rural Infrastructure Grant Application Add to regular agenda: Public hearing on Community Transportation Program Grant Application. Emergency Medical Service Contracts for FY 2004-05 with all County providers 6. Adoption of Health Department Flat Fee Billing Policy for the purpose of collecting fees for service not mandated by the state. Public Health services are increasingly costly to provide. The Health Department serves the public's interest best by assuring that all legally required public health services are furnished for all citizens. The department provides recommended and requested public health services based upon the priorities established by the Board of Health. Fees are a means to help provide services when government funding is not sufficient to support the full costs. 7. Reimbursement agreement between Harnett County, NC Department of Transportation and Bunnlevel Volunteer Fire Department to allow the fire department to be reimbursed for costs incurred in construction of its paved entrance. 8. Authorization for the Finance Office to process form for the County to participate in the NC Local Government Debt Setoff Clearinghouse Program for 2005 9. Department of Social Services Work First County Plan for 2005-07 10. Reclassification of a position in the Department of Social Services: from Social Worker III to Social Work Supervisor II The employee in this position has assumed many responsibilities of supervision due to the large number of employees in the Adult Services Unit. The proposed reclassification was reviewed and approved by the Office of State Personnel and the DSS Board. There will be a 5% increase in salary for this position. 11. NC Rural Infrastructure Grant application including a Memorandum of Understanding and Resolution as well as a Performance Agreement with PI's Truck Body regarding a water line extension at its new facility on 1-95. (Attachment 3) Commissioner Hill moved to appoint Local Firemen's Relief Fund Trustees. Commissioner Andrews seconded the motion and it passed unanimously. The trustees were nominated by Commissioner Hill. (Attachment 4) Floyd Hein, 6726 Rainey Drive, Spring Lake, discussed his concerns with the proposed placement of a sewer line in the Twin Lakes Subdivision. Steve Ward, Assistant Director, Public Utilities reviewed that portion of the project. Chairman Byrd invited Mr. Hein to a Board of Commissioners workshop to discuss the matter further. Wm. A. (Tony) Wilder, Assistant County Manager, reviewed estimates for site preparation for the Airport Runway 22 Extension project. Commissioner Titchener moved to award the bid to Barnhill Contracting Company and authorize Mr. Wilder to sign the contracts on behalf of the County. Commissioner Hill seconded the motion and it passed unanimously. Bids received for the project: Barnhill Contracting Company, Fayetteville------$63 8,3 53.00 Trader Construction Company, New Bern----------891,453.00 Triangle Grading & Paving, Inc., Burlington-------893,270.00 Faulconer Construction Company, Inc., Cary----l,013,633.07 Mr. Wilder also reported on the time-line for Airport improvements Ralph Thurman, Transportation Manager, briefed the Board on a proposed Community Transportation Application to be submitted to the NC Department of Transportation. The Community Transportation Program provides assistance to coordinate existing transportation options and services for the communities within this service area. The services are currently provided using demand response, deviated fixed routes, and subscription routes. Services are rendered by utilizing vans and local vendors. Chairman Byrd called to order a public hearing regarding the application and opened the floor for comments from the public. No comments were offered and Chairman Byrd closed the public hearing. A comprehensive report was filed with the Board from the Finance Office. Mr. Emory reported that One-Stop voting in Harnett County had a turnout of over 6,400 citizens. Mr. Emory announced the Veteran's Day Program including dedication of the new Veterans Park near the Harnett County Courthouse. The program starts at 9:00 a.m. on November 11. There being no further business, Commissioner Hill moved to adjourn. Commissioner McNeill seconded the motion and it passed unanimously.
