Members present: Teddy 1. Byrd, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews Walt Titchener Tim McNeill Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Chairman Byrd called the meeting to order at 9:00 a.m. and Commissioner Andrews led the pledge of allegiance and prayer. Commissioner Hill moved to approve the agenda as published with the following additions to the consent agenda: - authorization for Library to accept gift of Paul Green bust from the Paul Green Foundation - budget amendment - resolution concerning Western Harnett Industrial Properties, Inc. - resolution asking NC DOT to consider redesign of Ray Road and Highway 210 intersection. Commissioner Titchener seconded the motion and it passed unanimously. Resolution to add Hi1lbrook Drive in Bridlewood Subdivision to the state system (Attachment 2) 5. Resolution recognizing Rotary clubs on their 100th Anniversary (Attachment 3) 6. Authorize staff to proceed to notify Spout Springs Presbyterian Church that it will not be responsible for any landfill tipping fees associated with damage received from the recent tornado. Once disposal is complete the Board will be asked to waive the actual fees involved. 7. Request from Dunn Rescue Squad, Inc. to use County Fleet Identification Number in order for Dunn Rescue to save several thousand dollars on the purchase of a new ambulance. Harnett County has to authorize the use of this number in order for the savings to be applied to their purchase. 8. Award the purchase of a Mobile Command Post made from a converted used Thomas Built bus chassis to Matthews Specialty Vehicles, Inc., Greensboro, NC. Only one bid was received because the formal request was for a used chassis. The bid from Matthews Specialty Vehicles, Inc. was in the amount of$147,959.50. (Attachment 4) 9. Authorize Public Utilities to use sole source for the purchase of a Cross Band Repeater from Healy-Ruff who provides all telementry equipment for the water and wastewater system. No other company can offer a similar repeater which will transmit the signal of the existing equipment. The cost of the new equipment is $11,100. and is an approved capital outlay expenditure in the existing 2004-05 budget. 10. Authorize payment of $300 rent per month for use of the J ohnsonville Community Building as a nutrition site serving the Johnsonville/Barbecue area. Once the Johnsonville Senior Center is rebuilt, the nutrition site will be returned to the Senior Center. The center was destroyed by the recent tornado in the area. 11. Authorize Library staff to hold a book sale of withdrawn books and return the proceeds to the library's book budget. The Friends of the Library will assist with the sale. 12. Resolution adopting a Revised Utility Allowance Schedule for Section 8 Housing (Attachment 5) 13. Special salary adjustment for Public Utilities employee: Jamie Phelps, Customer Service Representative, Grade 59 from $25,596 to $28,156 14. Resolutions to accept three state airport aid grants from North Carolina Department of Transportation. The County will provide "in kind" contribution to be used as the local match. (Attachment 6) 15. Resolution endorsing a NC DOT grant for a railspur to Brainerd Chemical Corporation (Attachment 7) 16. Authorization for the Library to accept the gift of a bust of Paul Green, Playwright and Harnett County native, from the Paul Green Foundation. 17. Resolution of support on behalf of Western Harnett Industrial Properties and its tax-exempt application with the IRS (Attachment 8) 18. Resolutions asking NC Department of Transportation to consider redesigning the intersection of Highway 210 and Ray Road and possibly 4-laning Ray Road. (Attachment 9) Marie Watson, Executive Director, Johnston-Lee-Harnett Community Action, presented a plaque of appreciation to the Board of Commissioners for the support and commitment to the agency and low-income citizens. Chairman Byrd called to order a public hearing on expenditure of Local Law Enforcement Block Grant Funds and called on Sheriff Larry Rollins. Sheriff Rollins noted that Harnett County has been awarded $27,854.00 of Local Law Enforcement Block Grant Federal Funds through the U. S. Department of Justice, Office of Justice Programs. The grant award requires a 10% match from the County or $2,785.40. Sheriff Rollins discussed proposed expenditure of the grant funds. Chairman Byrd opened the public hearing for comments from the public. No comments were offered and Chairman Byrd closed the public hearing. Commissioner Titchener moved to approve plans to purchase radios for the Sheriff s Department with the grant funds. Commissioner Hill seconded the motion and it passed unanimously. John Rouse, Health Director, announced that September is Healthy North Carolina Month and noted activities and events planned across Harnett County that promote good health. Commissioner McNeill moved to adopt a proclamation regarding Healthy North Carolina Month. Commissioner Hill seconded the motion and it passed unanimously. (Attachment 10) Departmental reports were filed with the Board from Veteran's Affairs, General Services, Animal Control, and Central Permitting. Mr. Emory reported on the following items: - There will be a voter registration drive at local high school football games. - A preliminary meeting was held to discuss Harnett County's upcoming 150th Anniversary. A Sesquicentennial Executive Committee will be appointed. - The Erwin Town Board has requested a meeting with the County to discuss Erwin's utilities issues. - Specifications for the proposed new Agriculture Building will go out for bids Sunday, September 12. - Mr. Emory attended a Base Realignment and Closure (BRAC) meeting in Pinehurst to discuss Land Use Plan and possible effects to Fort Bragg and Harnett County when other military bases close. - A special 9-11 Remembrance program is scheduled Sunday, September 12, 2004,2 p.m., at the Gen. Wm. C. Lee Airborne Museum, Dunn. Featured speaker will be Lt. Col. Teddy Byrd. There being no further business, Commissioner McNeill moved to adjourn.
