HARNETT COUNTY BOARD OF COMMISSIONERS
Minutes of Regular Meeting
July 19, 2004
The Harnett County Board of Commissioners met in regular session on Monday, July
19, 2004, in Courtroom 6, Harnett County Courthouse, 301 West Cornelius Harnett
Boulevard, Lillington, North Carolina.

Chairman Byrd called the meeting to order at 7:00 p.m. and Commissioner Andrews
led the pledge of allegiance and prayer.
Commissioner Titchener moved to approve the agenda as published. Commissioner
Andrews seconded the motion and it passed unanimously.
Upon motion by Vice Chairman Hill and seconded by Commissioner McNeill, the
Board unanimously approved the following items on the consent agenda:

8. Authorized Library to apply for a grant from the Wal-Mart Corporation in the
amount of $1,000 to be used to purchase reading incentives to support the
September 2004, statewide Library Card Sign-Up program. The Library would
like to present a child with a book if they bring their parents to the library to get a
library card.
9. Work Authorization for Old Stage Road Relocation project (Attachment 6)
In the informal comments portion of the meeting, Wilton Lee, 132 Rose Bud Street,
Spring Lake, asked about status of removing abandoned mobile homes and status of
the proposed sewer line project in his neighborhood.
Commissioner Titchener moved for the appointments listed below. Commissioner
Andrews seconded the motion and it passed unanimously.

Chairman Byrd called to order a public hearing on a zoning change request for I.T.
Enterprises Limited Partnership, 1.94 acres, Barbecue Township, Hwy. 87, from RA-
20R to Commercial. Mark Locklear, Planner, presented and reviewed the zoning
change request and staff findings with the Board. The Planning Board recommended
approval. Chairman Byrd opened the meeting for comments from the public.
Comments were received from Bill Batten, 29 Traceway, Sanford, representing the
applicant. There being no further comments, Chairman Byrd closed the public
hearing. Commissioner McNeill moved to approve the zoning change request as
presented. Commissioner Hill seconded the motion and it passed unanimously.
Chairman Byrd called to order a public hearing on a proposed text amendment to the
Zoning Ordinance and called on Chief Planner Joseph Jeffries. Mr. Jeffries presented
and reviewed the proposed text amendment regarding site plan requirements.
Chairman Byrd opened the meeting for comments from the public. Comments were
received from Wilton Lee, 132 Rose Bud Street, Spring Lake, who recommended the
proposed amendment and wished it could be made retroactive. There being no further
comments, Chairman Byrd closed the public hearing. Commissioner Titchener moved
to adopt the Zoning Ordinance text amendment as presented. Commissioner McNeill
seconded the motion and it passed unanimously. (Attachment 7)
Mr. Emory noted that the County has been awarded funding in the amount of $85,246
from the NC Department of Correction for the Criminal Justice Partnership Program.
Commissioner McNeill moved to accept the grant and authorize signing of the
contract and related documents. Commissioner Andrews seconded the motion and it
passed unanimously.
Mr. Emory and Major Gary McNeill, Sheriff’s Department, briefed the Board on
proposed emergency communications improvements. Grant funds in the amount of
$1,184,000 has been allocated for the project from the FY 2004 State Homeland
Security Law Enforcement Terrorism Prevention Program (LETPP). If approved by
the Board, the North Carolina Highway Patrol will purchase the equipment on behalf
of the County for the project of Communication Tower in Harnett County.
Commissioner Hill moved to accept the grant and authorize execution of a
memorandum of agreement with the State of North Carolina. Commissioner
Titchener seconded the motion and it passed unanimously.
Departmental reports were filed with the Board from General Services, Economic
Development, Health Department and Emergency Medical Service.
Mr. Emory reported on the following items:
1. Letter of Agreement with Benhaven Emergency Services and Spout Springs
regarding emergency services for light vehicle extrication program.
2. Request from Mike Ray for time deferment regarding fees for water taps.
3. Jail Committee has been productive, however the process will take time.
4. A meeting with Sandhills Center and Lee-Harnett Mental Health to discuss merger
of the Lee-Harnett Area Authority into the Sandhills Center was very positive.
5. Harnett Production Enterprises is up and running with director Phyllis Clayton.
6. The Program for citizens with disabilities at the Shawtown facility is also running
smoothly.
Commissioner Hill moved that the Board go into closed session to hear a personnel
matter pursuant to N.C. General Statute Section 143-318.11(a)(6). Commissioner
McNeill seconded the motion and it passed 4 to 1 with Commissioner Titchener
casting the dissenting vote.
Commissioner Titchener moved for the Board to come out of closed session.
Commissioner Hill seconded the motion and it passed unanimously.
There being no further business, Commissioner McNeill moved to adjourn.
Commissioner Andrews seconded the motion and it passed unanimously. The Harnett
County Board of Commissioners regular meeting July 19, 2004, adjourned at 8:30
p.m.
