HomeMy WebLinkAbout011519wsmHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Work Session January 15, 2019 The Harnett County Board of Commissioners met in work session on Tuesday, January 15, 2019, in Conference Room A, County Administration Building, 420 McKinney Parkway, Lillington, North Carolina. Members present: Gordon Springle, Chairman Howard Penny, Vice Chairman Barbara McKoy, Commissioner Joe Miller, Commissioner Member absent: Abe Elmore, Commissioner Staff present: Paula Stewart, County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Margaret Regina Wheeler, Clerk Coley Price, Assistant County Manager Brian Haney, Assistant County Manager Allen Coats, Deputy Finance Officer Heather Pollard, Human Resources Director Chairman Springle called the meeting to order at 9:00 am and led the Pledge of Allegiance and invocation. The following agenda was before the Board: ➢ Research Triangle Regional Partnership Update ➢ Personnel Ordinance Update ➢ Discuss Sheriff's Office CALEA request and funding ➢ Reconsideration of FY 2019 Budget Requests • County Manager's Report: - January 22, 2019 Regular Meeting Agenda Review - Invitations and upcoming meetings ➢ Closed session • Adjourn Ryan Combs, Executive Director of Research Triangle Regional Partnership (RTRP), updated the board on recent RTRP activities and responded to questions. Mr. Haney reviewed proposed revisions to the Harnett County Personnel Ordinance. Mr. Haney noted the proposed revisions, which were identified as necessary following Hurricane Florence, are intended to clarify expectations for County employees during activation of the County's January 15, 2019 Work Session Minutes Harnett County Board of Commissioners Page 1 of 3 Emergency Operations Center (EOC), as well as during Adverse Weather Events. Portions of the Personnel Ordinance which are being revised include: 1) Adding a definition for "Work Week" under Article I, Section 3 (Definitions); 2) Article III, Section 18 (Emergency Operations Compensation); 3) Article V, Section 11 (Emergency Operations); and 4) Article VI, Section 13 (Adverse Weather Policy). Harnett County Sheriff Wayne Coats introduced Cumberland County Sheriff's Office In -House Council Ronnie Mitchell and CALEA Accreditation Manager Nicole Poveromo who addressed the group. Cumberland County became CALEA accredited in 1998 and is one of five in North Carolina. Consultant Michael D. Robertson also spoke. Sheriff Coats previously requested approval of a Consulting Services Agreement and an additional administrative assistant position to begin the process of receiving accreditation from CALEA. The Sheriff also noted an additional cost of $14,000 per year for software/training module. Staff estimates this will cost the County approximately $150,000 annually starting July 1, 2019. Once accredited. in approximately three years, a full-time Captain position and the administrative assistant will oversee this program. Mrs. Stewart requested additional time to develop a plan and calculate total cost. It was consensus of the Board that this is a good idea conceptually. The Board directed staff to come back with a total cost per year in February. Mrs. Stewart presented the following FY 2019 budget requests for consideration: 1) Approval of the creation of new position within Veteran Services - Veterans Services Officer Position - Pay Grade 20 - 47,556 plus benefits. Mrs. Stewart said the additional funding for this position would be minimal as they will close a current positon within Veteran Services to offset the cost. 2) Approval of an additional building inspector in Development Services - Code Enforcement Officer I — grade 22 - $43,692 plus benefits. Mrs. Stewart said the additional position is needed due to the growth in the county. 3) Approval of a program manager in Department of Social Services - Child Support Enforcement Program Manager — grade 28 - $58,552 plus benefits. This position was previously contracted out and monies are available to fund this position for the remaining FY 2019. Mrs. Stewart said there are contingency funds available to cover these additional costs if needed. Mrs. Stewart sought direction regarding Dunn Emergency Services' request for funds to help purchase four ZOLL heart monitors. The total cost is $131,266. Staff believes it would be beneficial for them to use the same ZOLL monitors as the County. Mrs. Honeycutt suggested reviewing Dunn Emergency Services audit first to see how much cash they have on -hand. Mrs. Stewart believes they will need approximately $32,000 but will confirm and follow-up with the Board during a future work session. Mrs. Stewart reviewed the proposed January 22, 2019 regular meeting agenda. She also reviewed invitations and upcoming meetings. January 15, 2019 Work Session Minutes Harnett County Board of Commissioners Page 2 of 3 Commissioner Miller moved that the Board go into closed session to discuss the following purposes: 1) To assist in the formulation of plans by the Harnett County Board of Education relating to the emergency response to incidents of school violence; and 2) Consultation with the County's legal staff in order to preserve the attorney-client privilege concerning the handling of certain claims. This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(8)&(3). Vice Chairman Penny second the motion that passed unanimously. Vice Chairman Penny moved that the Board come out of closed session. Commissioner Miller second the motion, which passed unanimously. Vice Chairman Penny moved to adjourn the meeting at 11:18 am.
