The Harnett County Board of Commissioners met in regular session on Monday, January 7,
2019, in the Commissioners Meeting Room, County Administration Building, 420 McKinney
Parkway, Lillington, North Carolina.

Chairman Springle called the meeting to order at 9:00 am. Commissioner Miller led the Pledge
of Allegiance and invocation.
Chairman Springle called for any additions or deletions to the published agenda. Commissioner
Elmore moved to approve the agenda as published. Commissioner Miller seconded the motion,
which passed unanimously.
Commissioner Elmore moved to approve items on the consent agenda. Vice Chairman Penny
seconded the motion, which passed unanimously.

and Byrd Street, and Calling a Public Hearing on the Question (Attachment 3)
6. 2019 Boards and Committees on which Commissioners Serve
7. Harnett County Sheriff's Office requested permission to accept the donation of a
Bloodhound puppy from Tammy Lynn Bybee. The puppy will be trained in tracking to
assist in locating missing persons and suspects in criminal cases.
8. Harnett County Animal Services requested approval of a new full time Animal Shelter
Attendant position, Salary grade 11, for shelter operations and an additional budget
allocation up to $7,100.
9. Sheriff Coats requested approval of a resolution to award a Glock Model 22, 40 Caliber,
Serial number SMF -324 to Deputy Sgt. Duncan Edward Jaggers upon his retirement from
the Harnett County Sheriffs Office on December 1, 2018. (Attachment 4)
10. Harnett County Department of Aging requested approval to accept a funding increase of
$48,626 in Home and Community Block Grant funding for 2018-2019.

11. Harnett County Library Director requested approval of the revised rate and fee schedule
for the Harnett County Public Library. Additions to the current schedule include a
detailed explanation for lost and damaged library materials.
12. Harnett County Library Director requested approval to accept the LSTA grant awarded
by the NC State Library for the "Computers in Libraries Conference". This is a
reimbursable grant up to $2,500 for costs of registration, lodging, and travel. There is no
match required.
13. Harnett County Engineer requested approval of the sale of 0.067 acres of Right -of -Way
and 0.160 acres of Permanent Utility Easement to NCDOT for the Marshbanks bridge
replacement. NCDOT offered a total of $1000 for the ROW and easement.
14. Harnett Regional Water requested approval of award of bid for a construction project in
the amount of $10,163,717 to State Utility Contractors Inc. of Monroe, NC. State Utility
Contractors were the lowest bidder of five listed on the certified bid tabulation provided.
This project consists of the construction of a new sludge dewatering system and building,
new treatment filters, anoxic mixers and a low lift pump station drain. This project is
necessary to build additional bio solids capacity at the plant. It will also increase the
filter treatment efficiency to help with ever increasing influent flows. This project will be
funded from HCDPU's cash reserves. (Attachment 5)
15. Harnett County Emergency Services requested approval to apply for and accept the 2019
annual Emergency Management Performance Grant and TIER II/LEPC Grant funds. The
North Carolina Department of Public Safety, Emergency Management Division,
administers the grants.
Chairman Springle opened the floor for informal comments by the public, allowing up to
3 minutes for each presentation up to 30 minutes. The following citizens addressed the
Board:

Commissioner Miller moved to approve the appointments listed below. Vice Chairman Penny
seconded the motion that passed unanimously.

Alexandria Rye was appointed to serve on this Board as an alternate member for
District 5 for a term of three years expiring January 31, 2022.

Ella Wise was appointed to serve on this Council for a term of three years expiring
January 31, 2022.
HARNETT COUNTY PARKS AND RECREATION ADVISORY COMMITTEE
The following were appointed to serve on this committee for a term of three years
expiring December 31, 2021:

HARNETT COUNTY PLANNING BOARD
Kathy Wood was reappointed to serve on this board for a term of three years expiring
December 31, 2021.
MID -CAROLINA AGING ADVISORY COMMITTEE
Joan Harmon was appointed to serve on this board for a term of three years expiring
January 31, 2022.
Angela McCauley, Harnett County Library Director, requested approval of the Memorandum of
Agreement for the Student ID Access Project allowing the Harnett County Public Library and
Harnett County Schools to work together as educational partners to provide quality electronic
resources to students, their families, and school staff in Harnett County at no cost and without
need of additional funding. Mrs. McCauley said this is an amazing opportunity. Vice Chairman
Penny moved to approve the request as presented. Commissioner Elmore seconded the motion
that passed unanimously.
Chairman Springle announced the Board was now sitting as the Governing Body of the South
Central Water and Sewer Authority.
Steve Ward, Director of Harnett Regional Water, requested approval of an increasing change
order for the South Central Water Transmission Project in the amount of $121,533 to Temple
Grading and Construction Co. Inc. Mr. Ward said this is needed to install a twelve -inch water
main on Neill Thomas Road. Mr. Ward noted the project has the current contingency funding
available to support this change.

Mr. Ward also requested approval of an increasing amendment in the amount of $18,800 for the
engineering contract of McGill & Associates out of Pinehurst, NC. This is for additional design,
survey and contract administration work associated with the South Central Water Transmission
Main Project. Commissioner Miller moved to approve both requests as presented. Vice
Chairman Penny seconded the motion, which passed unanimously.
Chairman Springle announced the Board was once again sitting as the Harnett County Board of
Commissioners.
Harnett County Sheriff Wayne Coats requested approval of a Consulting Services Agreement
with Michael D. Robertson in the amount of $64,800 per year to consult on the update of policy
and procedures and to begin the process of receiving Accreditation from the Commission on
Accreditation for Law Enforcement Agencies, Inc. (CALEA). Sheriff Coats also requested an
additional Administrative Assistant position, Pay Grade 17 $34,234 plus benefits, to assist in the
management of the CALEA accreditation process. He said the contract and new position would
not require additional funds this fiscal year.
Sheriff Coats said it is a hard process that will take approximately three years to complete. He
noted only six agencies in the state are CALEA certified. Sheriff Coats said once accredited, a
full-time Captain position, along with the administrative assistant position, would oversee the
program. Discussions continued. Commissioners asked staff to determine the total budget for
this project. The Board will discuss the requests and funding during their upcoming work
session.
Ira Hall, Director of Harnett County Information Technology, requested approval of a new
Applications Analyst position, Pay Grade 25 $60,695.00, and an additional budget allocation of
approximately $12,000 to partially fund this position. Lapse salaries in the GIS budget will
cover additional funding for this position this fiscal year. Mr. Hall said to continue to take
advantage of all the possible efficiencies with the implementation of new software packages, the
IT department is requesting a new position that includes a software integration skill set.
Commissioner Elmore moved to approve the position and funding as presented. Vice Chairman
Penny seconded the motion, which passed unanimously.
Lisa Hinson, Harnett County DSS Child Protective Services Program Manager, presented DHHS
Fatality Reviews including Intensive Fatality Review and 7 Day Reviews of Foster Care or In -
Home Services Fatalities.

Mrs. Stewart announced Tim Mathews was recently hired as the new Director of Harnett County
Cooperative Extension. Mr. Mathews was previously with Pender County Cooperative
Extension and will start in Harnett County on February 1, 2019.
Mrs. Stewart also distributed a copy of the Average Private Sector Wages calculated by the NC
Department of Commerce, Labor and Economic Analysis Division. Harnett County remains a
Tier Two County.
Chairman Springle called for any new business. It was the consensus of the Board that
Chairman Springle work with Moore County and Cumberland County to correct our shared
boundary lines with the assistance of Harnett County's GIS/E911 Division and the N.C.
Geodetic Survey.
Commissioner McKoy moved that the Board go into closed session to discuss certain personnel
matters. This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(6). Vice
Chairman Penny second the motion that passed unanimously.
Commissioner Elmore moved that the Board come out of closed session. Vice Chairman Penny
second the motion, which passed unanimously.
Commissioner Elmore moved to adjourn the meeting at 10:36 am. Vice Chairman Penny second
the motion that passed unanimously.

A RESOLUTION OF THE HARNETT COUNTY BOARD OF COMMISSIONERS
DECLARING ITS INTENT TO CLOSE CERTAIN PORTIONS OF THE
UNMAINTAINED RIGHTS-OF-WAY OF SENTER STREET, BETTS STREET, AND
BYRD STREET, AND CALLING A PUBLIC HEARING ON THE QUESTION
WHEREAS, Harnett County received a request for the closure of certain portions of the
following unmaintained rights-of-way: (i) Senter Street between the Northern and Southern
Railroad right-of-way and U.S. Highway 401; (ii) Betts Street between the Northern and Southern
Railroad right-of-way and U.S. Highway 401; and (iii) Byrd Street between the northern line of
the Betts Street right-of-way and the southern line of the Senter Street right-of-way; and
WHEREAS, the portions of the unmaintained rights-of-way to be closed are the areas within
the diagonal lines shown on Exhibit A attached hereto and incorporated herein; and
WHEREAS, the Harnett County Board of Commissioners (hereinafter referred to as the
"Board") is advised that all abutting properties have existing access to and from public streets and
closure of the right-of-way sections in question would not deprive any property owner of
reasonable means of ingress and egress.
WHEREAS, the provisions of North Carolina General Statute § 153A-241 require that a
resolution be adopted by the Board declaring the intent of the Board to close such right-of-way
and to call a public hearing to hear all interested persons who appear with respect to whether the
closure would be detrimental to the public interest or to any individual property rights.
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of Commissioners
that the Board hereby declares its intent to consider closing certain portions of the following
unmaintained rights-of-way: (i) Senter Street between the Northern and Southern Railroad right-
of-way and U.S. Highway 401; (ii) Betts Street between the Northern and Southern Railroad right-
of-way and U.S. Highway 401; and (iii) Byrd Street between the northern line of the Betts Street
right-of-way and the southern line of the Senter Street right-of-way.
BE IT FURTHER RESOLVED that the Board calls a Public Hearing at 6:00 pm on Tuesday,
January 22, 2019 in the County Administration Building at 420 McKinney Parkway, Lillington,
North Carolina 27546 to hear all interested persons who appear with respect to whether the closure
of said rights-of-way would be detrimental to the public interest or to any individual property
rights, and hereby authorizes the Harnett County Manager, at the expense of the applicant, to
arrange publication, posting, and mailing of notices of the Public Hearing as required by law.
This resolution shall be effective upon adoption.

THAT, WHEREAS, Duncan Edward Jaggers, began his Harnett County
Law Enforcement career on March 26, 2012; and
WHEREAS, after 19.9 years of distinguished service to Harnett
County, Duncan Edward Jaggers will retire; and
WHEREAS, according to North Carolina General Statute 14-402
and 14-409.1, proper permits have been obtained (as attached) in
order to receive the side arm.
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of
Commissioners that Duncan Edward Jaggers be awarded the following
service side arm for one dollar ($1.00). Glock Model 22 Serial
Number SMF324.
