Blanchard, Clerk to the Board Chairman Byrd called the meeting to order at 9:00 a.m. and Vice Chairman Hill led the pledge of allegiance and prayer. Commissioner Andrews moved to approve the agenda as published with the following additions: - Consent agenda: agreement regarding plan of dissolution for Angier-Black River Emergency Ambulance and Rescue, Inc. - Regular agenda: presentation of certification award to Public Utilities water resources manager Gary Averitte. Commissioner Hill seconded the motion and it passed unanimously. Upon motion by Commissioner Titchener and seconded by Commissioner McNeill, the Board unanimously approved the following items on the consent agenda: 1. All these accounts have been in a delinquent status for more than three years. 7. Two change orders for Western Industrial Park project (Attachment 4) 8. Authorization for Cooperative Extension to submit application for a grant from Golden L.E.A.F. to fund a project that would allow sustainable agricultural producers to receive training, marketing , and shows for area producers of value added products. 9. Agreement that specifies Plan of Dissolution for Angier-Black River Emergency Ambulance and Rescue, Inc. and transfer of assets and services from Angier-Black River Rescue to Harnett County. The transfer includes capital assets, budget amendments and authorizing full-time employees to provide emergency medical service coverage for the Angier-Black River service area. The employee positions approved are: 3 EMT Paramedics grade 59 3 EMT Intermediates grade 54 10. Reclassification of Public Health Nurse: from PHN Director I, grade 75 to PHN Director II, grade 77 (Debbie Hobbs) 11. Talbert & Bright, Inc. Work Authorization No. 04-02. This authorization provides special assistance to provide engineering data, mapping, and coordination with the FAA for the installation of an Instrument Landing System (ILS) for Runway 5. Commissioner Titchener moved for the appointments listed below. Commissioner Hill seconded the motion and it passed unanimously. Harnett County Board of Adjustment Curtis Bullion re-appointed for a 3-year term to expire 9-1-07 Jack Canady re-appointed for a 3-year term to expire 9-1-07 Robert Doberstein re-appointed for a 3-year term to expire 9-1-07 Scott Tripp for a 3-year term to expire 9-1-07 John Wolf, Jr., alternate for a 3-year term to expire 9-1-07 all nominated by Chairman Byrd Barbara McNair, alternate (to replace Keith Finch) for a 3-year term to expire 9-1-07 nominated by Commissioner Andrews Lee-Harnett Mental Health Board Linda Cobb for a 1-year term to expire 9-1-05 nominated by Commissioner Titchener Firemen’s Local Relief Fund Board of Trustees Boyd Barefoot and Richard Hedgepeth nominated by Commissioner Hill Mid-Carolina Workforce Development Board Russell S. Hieb for a 1-year term extension to expire 9-30-05 By motion of Commissioner Andrews and seconded by Commissioner McNeill. Motion passed unanimously. Major Gary McNeill, Chief Deputy, Sheriff’s Department, reviewed and requested authorization to accept the four grants listed below. 1. Governor’s Crime Commission Grant/Special Victim’s Unit awarded funding in the amount of $37,095.83 (for 1 investigator). This grant is 75% and requires a 25% match of $12,365.00. 2. Governor’s Crime Commission Grant/Mobile Data Terminals awarded funding in the amount of $45,120.00 for the purchase of Mobile Data Terminals. This grant is 75% and requires 25% match of $15,040.00. 3. Governor’s Crime Commission Grant-Homeland Security/Mobile Data Terminals awarded funding in the amount of $159,000.00 for the purchase of Mobile Data Terminals. This grant is 100% and requires no local match. 4. North Carolina Governor’s Highway Safety Program-Highway Safety Project Contract awarding funding in the amount of $157,980.00 for personnel and equipment. This grant is 100% for personnel and 75% for equipment and requires a 25% match of $23,996.00. Commissioner Titchener moved to accept the grants contingent on local match consideration at a later date. Commissioner McNeill seconded the motion and it passed unanimously. Public Utilities water resources manager Gary Averitte and his staff were recognized for achieving level three certification in reduction of microbial contamination in the county’s water. The water department underwent a rigorous three year program and developed a comprehensive report without the help of engineers. Harnett County’s water system is the largest rural system in the state and is larger than most systems in urban areas. The level three certification award indicates that Harnett County’s water is in the cleanest 1 percent of water supplied by public utilities in the entire country. Steve Ward, Assistant Director, Public Utilities, requested authorization to use the sole source purchasing option for a credit card software module from Selectron Technologies Inc. The new software will work in conjunction with the interactive voice response system previously installed by Selectron. The cost of this capital outlay purchase is $15,000. Mr. Ward also request authorization to use sole source purchasing of the $3,500 interface for this credit card module provided by Sungard HTE, Inc., the county’s current software provider. The interface is necessary to allow the two systems to work together to apply the credit card payments. Another capital outlay software purchase requested under this sole source option is Contact Management Software from Sungard, HTE Inc. This software will allow the department to monitor customer service calls and keep records of these calls for future billing questions that arise. The cost of this software is $23,800. All items are approved capital outlay expenditures in the FY 2004-2005 budget. Commissioner Andrews moved to authorize use of the sole purchase option for the items as requested. Commissioner Titchener seconded the motion and it passed unanimously. John Rouse, Health Director, requested authorization to submit applications for the following grants: 1. Kate B. Reynolds Grant in the amount of $45,000 to assist the Healthy Harnett Task Force to obtain Healthy Carolinian certification. The grant will be used to hire a part-time coordinator through a contracting agency to work with the Task Force to conduct a county-wide assessment and to implement programs based on this assessment. The grant would require no local match. 2. Eat Smart, Move More Community Grant to be used to work with two churches to decrease obesity by improving eating habits an increasing level of physical activity. Commissioner McNeill moved to authorize submission of the grant applications. Commissioner Hill seconded the motion and it passed unanimously. Commissioner Titchener moved to schedule a public hearing at the next regular Board of Commissioners meeting, August 16, regarding proposed Airport Regulations. Commissioner Hill seconded the motion and it passed unanimously. Commissioner McNeill moved for the Board to go into closed session for the following purposes: 1) To discuss matters relating to the location of expansion of industries or other businesses in Harnett County; and 2) To discuss personnel matters. This motion is made pursuant to N.C. General Stature Section 143-318.11 (a)(4)&(6). Commissioner Hill seconded the motion and it passed unanimously. Commissioner Andrews moved for the Board to come of out of closed session. Commissioner Titchener seconded the motion and it passed unanimously. There being no further business, Commissioner McNeill moved to adjourn. Commissioner Hill seconded the motion and it passed unanimously.
