HARNETT COUNTY BOARD OF COMMISSIONERS
Minutes of Regular Meeting
July 6, 2004
The Harnett County Board of Commissioners met in regular session on Tuesday, July
6, 2004, in Courtroom 6, Harnett County Courthouse, 301 West Cornelius Harnett
Boulevard, Lillington, North Carolina.
Members present: Teddy J. Byrd, Chairman

Chairman Byrd called the meeting to order at 9:00 a.m. and Commissioner McNeill
led the pledge of allegiance and prayer.
Commissioner Titchener moved to approve the agenda as published with the following
additions:
-presentation by Mac Campbell, Department of Transportation Board Member
-request by Angier-Black River Rescue to address the Board
-lease with Johnston County Industries (to consent agenda)
Commissioner Andrews seconded the motion and it passed unanimously.
Upon motion by Commissioner McNeill and seconded by Commissioner Hill, the
Board unanimously approved the following items on the consent agenda:

4. Resolution recognizing McLean Chapel Church on its 140 Anniversary
(Attachment 2)
5. Reclassification of Health Director and DSS Director positions in order to comply
with Office of State Personnel rules.
DSS Director: 5% reclassification increase
Health Director: 5% reclassification increase
6. Increase Transportation Department part-time drivers’ annual hourly pay from 5
cents to 15 cents.
7. Resolution to add roads to State system for maintenance (Attachment 3)
- Kinnis Creek Subdivision: Kinnis Creek Drive (ext) and Gary Drive
8. Authorized Emergency Management to apply for a FY 2004 Homeland Security
Grant in the amount of $184,670.
9. Change order No. 1 - Barnhill Contracting Company regarding Airport Road
Relocation project (Attachment 4)
10. Lease agreement between the County of Harnett (Lessor) and Johnston County
Industries, Inc. (Lessee) for lease of the Harnett Production Enterprises facility as
a part of an agreement for the management and operation of Harnett County’s
sheltered workshop program by Johnston County Industries.
Mac Campbell, North Carolina Board of Transportation member, presented a framed
print of NC Highways’ Wildflowers to Chairman Teddy Byrd in appreciation for his
military service in Iraq.
Commissioner Hill moved for the appointments listed below. Commissioner Andrews
seconded the motion and it passed unanimously.
Harnett County Board of Adjustment
LeAnn B. Blackmon for a 3-year term to expire 7/31/07
nominated by Commissioner Andrews
Dangerous Dog Committee
Dr. Janet Batker for a 3-year term to expire 7/31/07
nominated by Commissioner McNeill
Mid-Carolina Workforce Development Board
Gerry Sutton for a 2-year term to expire 7/31/06
nominated by Chairman Byrd
Research Triangle Regional Partnership
Steve Wicker for a 2-year term to expire 6/30/06
nominated by Commissioner Andrews
Schel Gardner, representing members of the Angier-Black River Rescue Squad in
attendance, expressed concerns with the recent decision by its Board of Directors to
discontinue services of the rescue squad.
Gary Pierce, Horticulture Agent, Cooperative Extension, reported on Agritourism in
Harnett County, giving examples of Agritourism activities and interactions with
Harnett County Departments.
Neil Emory, County Manager, reported on the following items:
-Johnston County Industries, Inc. is operating the former Harnett Production
Enterprises program.
-Staff met with Sandhills Center and Lee-Harnett Mental Health to discuss
merger of the Lee-Harnett Area Authority into the Sandhills Center.
-A meeting has been scheduled this week to begin planning for the County’s

150 Anniversary celebration.
-Proposed sale of excess County real property
Commissioner McNeill moved that the Board go into closed session for the following
purposes:
1) To instruct the County staff in negotiating the terms on a proposed contract
for the acquisition of real property; and
2) To discuss a personnel matter.
This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(5)&(6).
Commissioner Andrews seconded the motion and it passed unanimously.
Commissioner Titchener moved for the Board to come out of closed session.
Commissioner Hill seconded the motion and it passed unanimously.
Chairman Byrd stated that the Board of Commissioners supports the decision of the
Angier-Black River Rescue Board of Directors to discontinue service of the rescue
squad.
There being no further business, Commissioner Titchener moved to adjourn.
Commissioner Andrews seconded the motion and it passed unanimously. The Harnett
County Board of Commissioners regular meeting, July 6, 2004, adjourned at 11:20
a.m.
