Before I made the submittal I spoke with Christyn. The 8" line on the site is a firemain separated from the public water supply by rpda. That is not required to have a water permit.
The water service is a single service to a single building Chrystn said it also is not required to have a permit. So the only thing I have requested a permit for is the line connecting
to the existing water line and all of Farm Road and extending to the meter and rpda.
These lines will be owned by Harnett County schools and there will be no easements around them

We have reviewed the referenced project that includes the installation of approximately 500 feet of 8-inch PVC water main, valves, and other appurtenances to serve the New Benhaven Elementary
School. The proposed 8-inch water main will connect to the existing 12-inch water main located along Olive Farm Road near the intersection with Butler Farm Road in Sanford, NC. To
enable us to complete our review and approve the project in accordance with G.S. 130A-317 of the North Carolina Drinking Water Act and the Rules Governing Public Water Systems (15A
NCAC 18C), please provide additional or revised information in accordance with the following comments:
1. Is this plan submittal only for review of the proposed 8-inch water main depicted on Sheet C-402? There is approximately 500 feet of proposed water main on this sheet; however,
the plans include approximately 4,500 feet of other proposed water mains around the New Benhaven Elementary School.
2. Road right-of-way and/or utility easements are not depicted on the plans. Please either depict the right-of-way and/or easement lines on the plans or provide a note on the
plans stating that the proposed work is to be conducted within the appropriate right-of-way and/or easements.
3. Are the proposed water mains to be owned by the Harnett County Department of Public Utilities? At what point will ownership of the proposed lines transfer to the new school?
This comment may be addressed by including the appropriate easements on the plans per Comment #2 above.
Please revise the appropriate documents per the aforementioned comments and cite the project Serial Number 17-00565 prominently in your response. Provide one paper copy of all new/revised
documents, and also email a digital copy of these documents in PDF format for inclusion on the previously submitted CDs. If no response is received within 180 days, the project will
