Minutes of Regular Meeting
April 2, 2018
The Harnett County Board of Commissioners met in regular session on Monday, April 2, 2018,
in the Commissioners Meeting Room, County Administration Building, 420 McKinney
Parkway, Lillington, North Carolina.

Chairman Springle called the meeting to order at 9:00 am. Commissioner McKoy led the Pledge
of Allegiance and invocation.
Chairman Springle called for additions or deletions to the published agenda. Commissioner
Miller moved to approve the agenda as published. Vice Chairman Penny seconded the motion,
which passed unanimously.
Vice Chairman Penny moved to approve the following items listed on the consent agenda.
Commissioner Elmore seconded the motion that passed unanimously.

4. Harnett County Finance Officer requested approval of a resolution authorizing the
County of Harnett to engage in electronic payments as defined by G.S. 159-28 or G.S.
115C-441. Due to the expanded use of paperless payment methods, the NC Department
of State Treasurer requires the approval of a resolution by the governing body, which
permits the use of these types of transactions by the Finance Officer. (Attachment 1)
5. Harnett County Cooperative Extension requested approval to accept a grant for $7,400
from the NC AgVentures Grant Program. Grant funding will be used to purchase seed
and help establish alfalfa research plots on five (5) Harnett County farms in 2018.
6. Harnett County Sheriff's Office requested approval to accept the award of equipment
from a NC Governor's Highway Safety Grant: three (3) Raptor radar units valued at
$2,500 each and one (1) ProLaser 4 MPH unit valued at $2,800. This equipment is
awarded to participating agencies, based on a point system, with no cost to the agency.
7. Harnett County Department of Public Utilities (HCDPU) requested approval of an
increasing change order in the amount of $217,000 for HCDPU utility billing software.
This software purchase was part of the recommended improvements in the HCDPU
Efficiency Study completed in 2015. The change order is needed to pay for additional
training and installation time. These funds were budgeted in this year's capital budget.
8. Harnett County Board of Education requested $50,256 additional funds for the
completion of their 2017-2018 capital projects.
Chairman Springle read aloud the proclamation proclaiming April 3, 2018 as National Service
Recognition Day in Harnett County. Chairman Springle also read aloud the proclamation
proclaiming April 2018 as Child Abuse Prevention Month in Harnett County.
Chairman Springle opened the floor for informal comments by the public, allowing up to 3
minutes for each presentation up to 30 minutes.
- Everett Blake of 352 Gardner Road in Angier addressed the Board. As a Cisco
Systems representative, Mr. Blake said he recently spoke to sophomores at our four
high schools during their Career Day, which he said was a great success.

There were no appointments.
Nonprofit Committee Chairman Bob Woolston said the committee received 27 applications for
consideration this year. He thanked Shannon Eason for compiling the information. Mr.
Woolston presented the following 2018/2019 Nonprofit Funding Committee recommendations:

Mr. Elmore moved to approve the nonprofit funding recommendations as presented.
Commissioner Miller seconded the motion that passed unanimously. Commissioners thanked
the committee for their work.
Brian Haney, Interim Assistant County Manager and Community and Government Relations
Director, reviewed proposed text for a plaque to be attached to the new Harnett County
Administration Building at 420 McKinney Parkway in Lillington. It was the consensus of Board
to move forward with the text for the plaque as presented.
Mrs. Stewart provided an update on the recent Shawtown Community Meeting. She noted the
meeting was well attended and the community voted to go along with what the County is
proposing for the campus, including demolishing the 1949 building. Mrs. Stewart said the
community is looking forward to us revitalizing the campus and moving people there. She said
this was the first of many meetings they will have to talk about the things we are going to do
there. Mrs. Stewart said they would have to figure out how to renovate the gym following
renovations and the demolition. Commissioners Penny and McKoy, who also attended the
meeting, commented.
Mrs. Stewart reviewed upcoming meetings and invitations.

Chairman Springle called for any new business. Commissioner Miller said he would like the
Board to make panhandling illegal in Harnett County. He said he has talked with the Sheriff
about this. Staff will research this for discussion during an upcoming work session.
Commissioners recognized Marty Clayton with Duke Energy.
Commissioner McKoy moved that the Board go into closed session for the following purposes:
1) To construct with the County's legal staff in order to preserve the attorney-client
privilege concerning the handling of a certain claim; and
2) To instruct the County staff concerning the position to be taken by the County in
negotiating a contract for the acquisition of real property, and
3) To discuss certain personnel matters, and
4) To assist in the formulation of plans by the Harnett County Board of Education
relating to the emergency response to incidents of school violence.
This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(3)(5)(6)&(8).
Commissioner Miller seconded the motion, which passed unanimously.
Commissioner Miller moved that the Board come out of closed session. Vice Chairman Penny
seconded the motion that passed unanimously.
Commissioners planted pinwheels in front of the County Administration Building in recognition
of April as Child Abuse Prevention Month.
Commissioner Elmore moved to adjourn the meeting at 10:52 am. Commissioner Miller
seconded the motion, which passed unanimously.

Resolution authorizing County of Harnett to engage in electronic payments as defined by G.S.
159-28 or G.S. 115C-441
WHEREAS, it is the desire of the Board of Commissioners that the County of Harnett is
authorized to engage in electronic payments as defined by G.S. 159-28 or G.S. 115C-441
WHEREAS, it is the responsibility of the Finance Officer, who is appointed by and serves at the
pleasure of the Board of Commissioner, to adopt a written policy outlining procedures for pre -
auditing obligations that will be incurred by electronic payments as required by NC
Administrative Code 20 NCAC 03 .0409;
WHEREAS, it is the responsibility of the Finance Officer, who is appointed by and serves at the
pleasure of the Board of Commissioners, to adopt a written policy outlining procedures for
disbursing public funds by electronic transaction as required by NC Administrative Code 20
NCAC 03 .0410;
NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of the County of Harnett
Section 1. Authorizes the County of Harnett to engage in electronic payments as defined by G.S.
159-28 or G.S. 115C-441;
Section 2. Authorizes the Finance Officer to adopt a written policy outlining procedures for pre -
auditing obligations that will be incurred by electronic payments as required by NC
Administrative Code 20 NCAC 03 .0409; (This section is optional and should be used only if the
Board chooses to grant this authority to the Finance Officer. If the Board does not exercise this
option, the Board is responsible for adopting the written policy.)
Section 3. Authorizes the Finance Officer to adopt a written policy outlining procedures for
disbursing public funds by electronic transaction as required by NC Administrative Code 20
NCAC 03 .0410; and
Section 4. This resolution shall take effect immediately upon its passage. Upon motion of
