A Nonprofit Social Service agency serving families in Johnston, Harnett and Lee Counties
ReEntry Programs
Drug Diversion and Intervention
Pre -trial and post-conviction program for misdemeanor and felony drug offenders. This program
requires completion of fifteen (15) hours in weekly drug intervention groups, monthly case management.
random drug testing, and 50 hours of community service (felon diversion only).
Family PRIDE (Preserve, Reunite, Improve, Develop and Empower)
Parent education. substance abuse Recovery Strategies and Anger Management for Mothers are
components available to families through DSS, court, school, self and other referrals. Each component is
offered at 13-weeks and 26-weeks depending on the referral and intake results. Components can be
taken individually or combined based on the intake results .
HALT (Halting Abuse through Learning and Treatment)
A North Carolina approved domestic violence batterer's intervention program. Our primary goal is to
intercede and break the cycle of violence and control between abusers and v ictims of domestic
violence. The program helps individuals create a safe family environment and improve their quality of
life by teaching them to identify, eliminate and replace violent behavior with non-violent behavior. Our
core services include weekly group, monthly case management. and random drug testing. In order to
address the complex needs of both the misdemeanor and felony level offenders. we have a 6-month
and 12-month program. We accept referrals from civil court, criminal court, probation, DSS, and self-
referrals . We are committed to victim safety!
Healthy Choices
A 15-Week evidence based interpersonal skills building program for youth 12-17. Topics include, but are
not limited to life skills, healthy relationships, communications, drug prevention and education, and
conflict resolution. Families are referred by juvenile court. schools. parents. and others. The program
includes weekly group and case management.
TAP (Turn Around Program)
A 6-Week drug education program for youth 12-17 that offers an opportunity for students who have
been suspended from school due to drug and/or alcohol violations. Some families are ordered by the
court, school resource officer, parent, or DSS . The family participates in a group setting to encourage
family bonding, improve communications skills, and address at-risk behavior. (Johnston County ONLY)

THE BYLAWS
OF
HARNETT COUNTY AIRPORT COMMITTEE
ARTICLE I
NAME
This organization shall be known as the Harnett County Airport
Committee. It i s hereinafter referred to as the "Committee".
ARTICLE II
PURPOSES
The duties and responsibilities of the Committee shall be to
advise the Harnett County Board of Commissi o ners on matters
involving the Harnett County Airport.
ARTICLE II I
SCOPE
The scope will include matters involving Harnett
Airport Operations by request of said Commissioners,
Conunittee members.
Section 1 . Members

Membership on the Committee shall be limited to nine (9 )
members appointed by the Harnett County Board of Commissioners as
follows:
1. A member repres~nting each voting distri c t (5).

Section 2. Terms
Committee members shall serve four -year terms, or for the
remainder of the unexpired term of a member who has resigned, or
otherwise vacated his member s hip position, as appropriate . Each
term shall begin January 1, following appointment by the Board of
Commissioners.

Section J. Vacancies in Membership
Any vacancy occurring in the membership of the Cammi ttee shall
be filled by the Harnett County Board of Conunissioners. Members
may be reappointed. Any member who is absent from three ( 3)
consecutive scheduled meetings is subject to removal from
membership.
Section 4. Voting Members
All of the members designated in Section 1, above, shall be
voting members of the committee.
Section S. Quorum
A majority of all active members present shall constitute a
quorum of the committee and an affirmative vote of the majority of
the members present at a meeting of the Committee shall be required
to constitute action of the Conunittee.
ARTICLE V
OFFICERS
Section 1.
The officers shall be a Chairman, designated by the Board of
County Commissioners, Vice Chairman, and such other officers as the
Conunittee membership deem proper. Vice Chairman and all other
officers shall be elected by a majority of the Committee for a
period of two years and may be reelected for an additional two
years only . Vacancies may be filled or new officers created and
filled at any meeting by the Committee Membership. Each officer
shall hold office until his successor shall have been duly elected
and shall have qualified.
Section 2.
The duties of officers shall be such as usually apply to such
officers, except as herein specifically provided, and, in addition
thereto, such further duties as may be designated from time to time
by the Committee membership and the Harnett County Board of
Corrunissioners.
Section 3.
The Chairman shall perform other duties as necessary and
incidental to the proper administration of the of fices of the
Corrunittee, except such duties as are specifically delegated to
other officers. He shall be charged with the responsibility of
appointing the chairmen of all special and standing committees .

Section 4.
In the absence of the Chairman, the Vice Chairman shall
perform the duties of the Chairman and, when so acting, shall have
all the powers of and be subject to all the restrictions upon the
Chairman. The Vice Chairman shall perform such other duties as
from time to time may be assigned him by the Chairman.
Section 5.
Any officer appointed by the Committee may be removed with
cause by a majority of the Members then in office at any regular or
special meeting of the Committee. Should a vacancy occur in any
office as a result of death, resignation, removal,
disqualification, or any other cause, the Committee Membership may
delegate the powers and duties of such office to any officer or to
any Member until such time as a successor for said office has been
elected and appointed.
ARTICLE VI
MEETINGS
Section 1 . Regular Meetings
The Conunittee shall meet at least quarterly.
Section 2. Special Meetings
The Chairman may call such special meetings as may be deemed
necessary to carry out the duties of the Committee.
Section 3. Hearings
The Conunittee shall hold such hearings as it may deem
necessary and desirable at such times and places as may be
determined by a majority vote of the Conunittee in regular meeting.
Section 4. Agenda
Any member may request the Chairman to place an item on the
agenda. If the Chairman should decline to do so, a member may have
such item placed on the agenda by submitting it in writing to the
Chairman with supporting signatures of three members.
Section 5. Rules of Order
The deliberations of all meetings of the Council and
various sub-conuni ttees shall be governed by Robert• s Rules
Order, Newly Revised.

Section 6 . Notice of Meetings
Notice of the time, place, and agenda items to be
considered at each meeting shall be given in writing to all
members at least one week prior to each meeting . Any
matters not appearing on the agenda may be considered upon a
favorable vote of a majority of the members present to do
so. Notice of special meetings and intended agenda items
shall be given to all Committee members in writing or by
phone at least three days in advance of any special meeting.
ARTICLE VII
VOTING
Section 1. One Vote Each
Each Committee member, including the Chairman, shall be
entitled to one vcte.
Section 2 . Proxy Votes
No member shall vote by proxy.
Section 3. Abstentions
Members may register their abstention on any vote which
shall be reflected in the minutes, and members are
encouraged to abstain on matters which would pose for them a
conflict of interests.
Section 4. Determination of Actions
All final actions, positions, or policy recommendations
shall require the favorable vote of a majority of those
members present at a duly called meeting.
ARTICLE VII I
AMENDMENTS
The bylaws may be altered, amended, or rescinded at any
meeting by the vote of two -thirds of all the voting members
in office provided that at least two weeks written notice,
including the proposed changes, is given of the intention to
alt e r, amend, or rescind the bylaws at any such meeting.
Altered, amended, or rescinded bylaws are subject to final
approval by the Harnett County Board of Commissioners.

.RATIFICATION PROVISIONS
These bylaws are duly adopted by a majority of the
members of the Committee this 17th day of November, 1993,
meeting in Harnett County, North Carolina, and will become
effective on the date approved by the Harnett County Board

ARTICLE I
Name
Section I . Name -The name of this committee shall be the Hamett County Employee
Benefits Committee, herein referred to as "Committee".
ARTICLE II
Purpose and Powers
Section 1. Purpose -The Hamett County Board of Commissioners (herein referred to as "the
Board") has created this Committee in order to facilitate communications between county
employees and county administration within the area of healthcare and employee benefits.
This Committee is charged with making recommendations to the Board regarding health,
wellness, medical care and benefits for County of Hamett employees. The Committee has been
charged with receiving input from county employees regarding health, wellness, medical care
and benefits , and making those concerns known to the Board. The Committee may also, in
collaboration with county administration and the Board, seek alternative healthcare options that
will best serve the needs of the employees of the County.
ARTICLE III
Membership
Section 1. Membership -Membership of this Committee will consist of five ( 5) county
employees appointed by the Board. Each County Commissioner will select one (I) county
employee who lives within their district to serve on the Committee. In addition to the five Board-
appointed members, the Committee will also consist of one (I) County Commissioner, the
County Finance Director or designee, (I) retired employee and the County Manager or designee.
Section 2. Tenns -Each Committee member shall serve a one-year tenn and may not serve
more than four (4) consecutive tenns of office unless approved by the Board to serve an
additional tenn. Each Committee member's tenn of office shall begin upon the adjournment of
the board meeting at which appointed and shall end upon the adjournment of the board meeting
during which a successor is appointed.
Section 3. Vacancies -Board members may appoint a replacement member from their
district to fill a vacancy due to the expiration of a Committee member's tenn in office,
resignation, death or removal from the Committee. A replacement will be appointed to serve for
the balance of the term of the member being replaced .
Section 4. Officers -The Committee will have a secretary, chosen by the Committee from
its membership. The secretary shall have the authority and shall perfonn the duties set forth in
these Bylaws or by resolution of the Board.

Section 5. Compensation for Service-As stated throughout these Bylaws, the individuals
who have accepted the appointment to the Committee are volunteers, and thus, will not be
compensated for carrying out their duties as members.
ARTICLE VI
Officers and Staff
Section 1. Director of Human Resources -The Human Resources Director shall lead the
committee in performing its duties and responsibilities, and shall perform all other duties
incident to the office or properly required by the Board.
Section 2. Benefits Coordinator -In the absence of the Director of Human Resources, the
Benefits Coordinator shall perform the duties of the Director. The Benefits Coordinator shall
keep or cause to be kept a book of minutes of all meetings and actions of members. The minutes
of each meeting shall state the time and place of the meeting and such other information that
shall be necessary to determine the actions taken and whether the meeting was held in
accordance with these Bylaws.
Section 3. Secretary-The secretary shall serve as the spokesperson for the committee. The
secretary shall present the committee's recommendations to the Board when warranted.
ARTICLEV
Meetings
Section 1. Regular Meetings -The Committee shall meet at times and places determined by the
members. The Committee will seek to accommodate all members' schedules to the extent
possible. Members will be notified of the meeting date by the Secretary in a timely manner.
ARTICLE VI
Manner of Acting
Section 1. Quorum -A majority of the members on the Committee immediately before a
meeting shall constitute a quorum for the transaction of business at that meeting of the
committee. No business shall be considered at any meeting at which a quorum is not present.
Section 2. Majority Vote -The act of the majority of the members present at a meeting at
which a quorum is present shall be the act of the Committee.
Section 3. Participation -Members may participate in any meeting through the use of any
means of communication by which all committee members participating may simultaneously
hear each other during the meeting, including in person, by video, or by telephone conference
call.

Miscellaneous
Section 1. Conflict of Interest -The Committee shall adopt and periodicaJly review a conflict
of interest policy to protect the Committee's interest when it is contemplating any transaction or
arrangement which may benefit any officer, member or closely associated person of the
Committee.
Section 2 . Nondiscrimination Policy -The officers, members, and persons served by this
committee shall be selected entirely on a nondiscriminatory basis with respect to age, sex, race,
religion, national origin and sexual orientation.
It is the policy of this Committee not to discriminate on the basis of race, creed, ancestry, marital
status, gender, sexual orientation, age, physical disability, veteran's status, political service or
affiliation, color, religion or national origin.
Section 3. Bylaw Amendment -These Bylaws may be amended, altered, repealed or restated
by a vote of the majority of the committee members in office at any meeting.

ARTICLE VID
CONFLICT OF INTEREST POLICY AND AGREEMENT
It is important for the Employee Benefits Committee, its officers and members to be aware that
both real and apparent conflicts of interest sometimes occur in the course of conducting the
affairs of the committee and that the appearance of the conflict can be troublesome even if there
is in fact no conflict whatsoever. Conflicts occur because the many persons associated with the
committee should be expected to have, and do in fact generally have multiple interests and
affiliations and various positions of responsibility within the community. In these situations, a
person will sometimes owe identical duties of loyalty to two or more people. The purpose of the
conflict of interest policy is to protect the committee's interest when it is contemplating entering
into a transaction or arrangement that might benefit the private interest of office or member of
the committee, or that might result in a possible excess benefit transaction. This conflict of
interest policy is intended to supplement but not replace any applicable state and federal law.
Conflicts are undesirable because they potentially place the interests of others ahead of the
committee 's obligations to its charitable purposes and to the public interest. Conflicts are also
undesirable because they often reflect adversely upon the person involved and upon the
institutions with which they are affiliated, regardless of the actual facts or motivations of the
parties. However, the long-range best interests of the corporation do not require the termination
of all association with persons who may have real of apparent conflicts which are harmless to all
individuals involved.
Each member of the committee has a duty of loyalty to the committee. The duty of loyalty
generally requires a member to prefer the interest of the committee over their individual interest
or the interests of others. In addition, members of the committee shall avoid acts of self-dealing
which may adversely affect the purpose of reputation of this committee.

LEVYING A SIX PERCENT (6%) ROOM OCCUPANCY TAX
WITHIN HARNETT COUNTY DISTRICT H
THAT WHEREAS, Hamett County is one of the five fastest growing counties in North
Carolina and among the top I 00 fastest growing counties in the United States; and
WHEREAS, as Hamett County continues growing, it will be beneficial to bring in revenue from
tourism so that the county's residents do not have to bear the entire burden of funding programs
and services through their tax dollars ; and
WHEREAS, the North Carolina General Assembly passed Session Law 2017-202, which
created Hamett County District H as a taxing di strict and authorized the Harnett County Board of
Commissioners to serve ex officio as the governing body of the district; and
WHEREAS, Harnett County District H consists of all of Hamett County exclusive of the
Averasboro Township; and
WHEREAS, Session Law 2017-202 authorizes the Harnett County Board of Commissioners to
levy a six percent (6%) occupancy tax within Hamett County District Hon the gross receipts
derived from th e rental of any room, lodging, or accommodation furnished by a hotel , motel , inn,
tourist camp, or similar place within the di strict that is s ubject to sales tax imposed by the State
under G.S. I 05-l 64.4(a)(3); and
WHEREAS, a public hearing was held on December 18, 2017, to consider the levying a six
percent (6%) room occupancy tax within Harnett County District H; and
WHEREAS, public notice was given of the public hearing in accordance with the Jaw at least
ten (10) days prior to the date of the hearing ; and
WHEREAS, the Hamett County Board of Commissioners does hereby find and declare that the
levying of said room occupancy tax within Harnett County District H is both des irabl e and
necessary to promote touri sm within Harnett County.
NOW THEREFORE BE IT RESOLVED that the Harnett County Board of Commissioners
enacts the following:
1. There is hereby imposed and levied within Harnett County District Ha six percent (6%)
room occupancy tax of the gross receipts derived from the rental of any room, lodging, or
accommodation furnished by a hotel, motel , inn, tourist camp, or similar place within the
district that is subject to sale tax imposed by the State under G.S. 105-164.4(a)(3)
effective May 1, 2018. This tax is in addition to any State or local sales or room
occupancy tax. This tax shall not apply to any room or rooms, lodging or
accommodations supplied to the same person for a period of ninety (90) continues days

2 . The occupancy tax is due and payable to the Harnett County Finance Office in monthly
installments on or before the I 5th day of the month following the month in which the tax
accrues. Every person, firm, corporation or association liable for the tax shall, on or
before the 15th day of each month, prepare and render a return on a form prescribed by
the Harnett County Finance Office. The return shall state the total gross receipts derived
in the preceding month from rentals upon whjch the tax is levied. A room occupancy tax
return filed with the Hamett County Finance Officer is not a public record and may not
be disclosed except in accordance with G.S. l 53A-148.l or G.S. 160A-208.l .
3. In his/her discretion , the Harnett County Tax Administration may proceed against an
operator whose occupancy tax is delinquent, employing all remedies for collection of tax
as set out in G.S. 105-367, 105-368 , 105-374, and 105-375 .
4. A person, firm , corporation, or association who fails or refuses to file a room occupancy
tax return or pay a room occupancy tax as required by law is subject to the civil and
criminal penalties set out in G.S. 105-236 for failure to pay or file a return for state sales
and use taxes. The Hamett County Board of Commissioners has the same authority to
waive the penalties for room occupancy tax that the Secretary or Revenue has to waive
the penalties for State sales and use taxes.
5. Every operator of a business or individual renting his or her own property subject to the
tax levied shall, on and after the effective date of the levy of the tax, collect the six
percent (6%) room occupancy tax.
6. Hamett County or designee may retain from the gross proceeds of the tax collected, an
amount sufficient to pay its direct costs for administrative and collection expenses. "Net
proceeds" shall mean the gross proceeds less the direct costs for administrative and
collection expenses to be set at three percent (3%) of the first $500,000 of gross proceeds
collected each year and one percent (1%) of the remaining gross proceeds collected each
year.
7. The Hamett County Board of Commissioners shall create and appoint the Harnett County
District H Tourism Development Authority, wruch shall be a public authority under the
Local Government Budget and Fiscal Control Act. The Harnett County Finance Office
shall, on a quarterly basis, remit the proceeds of the occupancy tax, less the County's
expense of administering and collecting the tax, if any , to the Harnett County District H
Tourism Authority. The Authority shall use two-thirds (2/3) of the funds remitted to it to
promote travel and tourism in Harnett County District H and use the remaining one-trurd
(1 /3) of the funds remitted to it for tourism-related expenditures in the district.

8. The Harnett County Board of Commissioners may by resolution amend or repeal the levy
of the room occupancy tax, but no repeal or amendment shall become effective until the
end of the fiscal year in which the resolution was adopted. Repeal or amendment of a
room occupancy tax does not effect a liability for a tax that was attached before the
effective date of the repeal or amendment, nor does it effect a right to a refund of a tax
that accrued before the effective date of the repeal or amendment.

TOURISM DEVELOPMENT AUTHORITY
THAT WHEREAS , the North Carolina General Assembly passed Session Law 2017-202,
which created Harnett County District H as a taxing district and authorized the Harnett County
Board of Commissioners to levy a six percent (6%) occupancy tax within Harnett County
District H on the gross receipts derived from the rental of any room, lodging, or accommodation
furnished by a hotel , motel, inn , tourist camp, or similar place within the district that is subject to
sales tax imposed by the State under G.S. 105-164.4(a)(3); and
WHEREAS, Session Law 2017-202 requires that when the Hamett County Board of
Commissioners adopts a resolution levying a room occupancy tax, it shall also adopt a resolution
creating the Harnett County District H Tourism Development Authority, which sha11 be a public
authority under the Local Government Budget and Fiscal Control Act; and
WHEREAS, the Harnett County Board of Commissioners desires to create the Harnett County
District H Tourism Development Authority to expend the net proceeds of the room occupancy
tax to promote travel and tourism in the district and make tourism-related expenditures in the
di strict.
NOW THEREFORE BE IT RESOLVED that the Harnett County Board of Commissioners
does hereby do the following:
I. Establishes the Harnett County District H Tourism Development Authority, which shall
be a public authority under the Local Government Budget and Fiscal Control Act. The
Authority shall expend the net proceeds of the Harnett County District H occupancy tax
for the purposes provided in Session Law 2017-202. The Authority shall promote travel
and tourism in the district a nd make tourism-related expenditures in the district.
2. Establishes the following procedures for the appointment of membership: The Harnett
County Board of Commissioners shall appoint five (5) members to the Harnett County
Di strict H Tourism Development Authority, selected as follows:
a. Lodging -Two (2) appointees
Two (2) members shall be individual s who are affiliated with businesses that
collect the occupancy tax in the district. ( one-third)
b. Business/Tourism Related -Three (3) appointees
Three (3) members sha11 be individual s who are currently active in the promotion

The Harnett County Finance Officer shall be a non-votin g ex officio member and
serve as F inance Officer of the Harnett County Di strict H Tourism Development
Authority. The Harnett County Manager, or hi s/her designee , sh a ll be a non-
voting ex officio member.
Upon appointment of the initial fiv e members of the Harnett County District H Tourism
Development Authority, the Hamett Co unty Board of Commi ssioners shall also adopt
bylaws for the Authority.

3. Establishes the following terms of appointment:
a . The initial terms of the Authority shall be as follows :
One (1) Lodging and one (1) Business/Tourism Related member shall be
appointed for a three-year term.
One (1) Lodging and one (1) Business/Tourism Related member shall be
appointed for a two-year term.
One (1) Business/Tourism Related member shall be appointed for a one-year
term.
Thereafter, all terms shall be for three (3) years.
b. Members serve until their successors are appointed and qualified.
c. Members may be replaced and removed at any time at the discretion of the
Harnett County Board of Commissioners.
4. Establishes the following procedures for filling vacancies: A vacancy occurring in any
category of membership shall be filled within that category by an appointment for the
remainder of the unexpired term by the Harnett County Board of Commissioners.
5. Establishes the following compensation: Members of the Authority shall serve without
compensation, but may be reimbursed for expenses actually incurred in connection with
the performance of their duties in accordance with such rules as the Authority may from
time to time adopt.
6. Establishes the following procedures for appointing officers: the Chairperson of the
Authority shall be designated by the Harnett County Board of Commiss ioners on an
annual basis. The Authority shall elect from its membership, on an annual basis, a Vice
Chairperson to serve in the absence of the Chairperson. The Harnett County Manager, or
designee, shall be ex officio Secretary to the Authority, and the Harnett County Finance
Officer shall be the ex officio Finance Office of the Authority.
7. Establishes the following requirements for reporting: The Authority shall report quarterly
and at the close of the fiscal year to the Harnett County Board of Commissioners on its
receipts and expenditures for the preceding quarter and for the year in such detail as the
board may require.
