THE BYLAWS
OF

HARNETT COUNTY AIRPORT COMMITTEE
ARTICLE I
NAME
This organization shall be known as the Harnett County Airport
Committee. It is hereinafter referred to as the "Committee".
ARTICLE II
PURPOSES
The duties and responsibilities of the Committee shall be to
advise the Harnett County Board of Commissioners on matters
involving the Harnett County Airport .
ARTICLE III
SCOPE
The scope will include matters involving Harnett
Airport Operations by request of said Commissioners,
Coaunittee members.
Section 1. Members
ARTICLE IV
MEMBERSHIP
County's

Membership on the Committee shall be limited to nine ( 9)
members appointed by the Harnett County Board of Commissioners as
follows:
1. A member representing each voting district (5).
2. Two (2) At Large Members.
3. Harnett County Manager or his Designee.
4. Harnett County Commissioner
Section 2. Terms
Commit tee members shall serve four-year terms, or for the
remainder of the unexpired term of a member who has resigned, or
otherwise vacated his membership position, as appropriate. Each
term shall begin January 1, following appointment by the Board of
Commissioners.

Section 3. Vacancies in Membership
Any vacancy occurring in the membership of the Committee shall
be filled by the Harnett County Board of Commissioners. Members
may be reappointed. Any member who is absent from three { 3)
consecutive scheduled meetings is subject to removal from
membership.
Section 4. Voting Members
All of the members designated in Section 1, above, shall be
voting members of the committee.
Section 5. Quorum
A majority of all active members present shall constitute a
quorum of the committee and an affirmative vote of the majority of
the members present at a meeting of the Committee shall be required
to constitute action of the Committee.
Section 1.
ARTICLE V
OFFICERS
The officers shall be a Chairman, designated by the Board of
County Commissioners, Vice Chairman, and such other officers as the
Commit tee membership deem proper. Vice Chairman and all other
officers shall be elected by a majority of the Committee for a
period of two years and may be reelected for an additional two
years only. Vacancies may be filled or new officers created and
filled at any meeting by the Committee Membership . Each officer
shall hold office until his successor shall have been duly elected
and shall have qualified.
Section 2.
The duties of officers shall be such as usually apply to such
officers, except as herein specifically provided, and, in addition
thereto, such further duties as may be designated from time to time
by the Cammi ttee membership and the Harnett County Board of
Commissioners.
Section 3.
The Chairman shall perform other duties as necessary and
incidental to the proper administration of the off ices of the
Cammi ttee, except such duties as are specifically delegated to
other officers. He shall be charged with the responsibility of
appointing the chairmen of all special and standing committees.

Section 4.
In the absence of the Chairman, the Vice Chairman shall
perform the duties of the Chairman and, when so acting, shall have
all the powers of and be subject to all the restrictions upon the
Chairman. The Vice Chairman shall perform such other duties as
from time to time may be assigned him by the Chairman.
Section 5.
Any officer appointed by the Committee may be removed with
cause by a majority of the Members then in office at any regular or
special meeting of the Committee. Should a vacancy occur in any
office as a result of death, resignation, removal,
disqualification, or any other cause, the Committee Membership may
delegate the powers and duties of such office to any officer or to
any Member until such time as a successor for said office has been
elected and appointed.
ARTICLE VI
MEETINGS
Section 1. Regular Meetings
The Committee shall meet at least quarterly.
Section 2. Special Meetings
The Chairman may call such special meetings as may be deemed
necessary to carry out the duties of the Committee.
Section 3. Hearings
The Committee shall hold such hearings as it may deem
necessary and desirable at such times and places as may be
determined by a majority vote of the Committee in regular meeting.
Section 4. Agenda
Any member may request the Chairman to place an item on the
agenda. If the Chairman should decline to do so, a member may have
such item placed on the agenda by submitting it in writing to the
Chairman with supporting signatures of three members.
Section 5. Rules of Order
The deliberations of all meetings of the Council and its
vari ous sub-committees shall be governed by Robert• s Rules of
Order, Newly Revised.

Section 6. Notice of Meetings
Notice of the time, place, and agenda items to be
considered at each meeting shall be given in writing to all
members at least one week prior to each meeting. Any
matters not appearing on the agenda may be considered upon a
favorable vote of a majority of the members present to do
so. Notice of special meetings and intended agenda items
shall be given to all Committee members in writing or by
phone at least three days in advance of any special meeting.
ARTICLE VII
VOTING
Section 1. One Vote Each
Each Committee member, including the Chairman, shall be
entitled to one vote.
Section 2. Proxy Votes
No member shall vote by proxy .
Section 3. Abstentions
Members may register their abstention on any vote which
shall be reflected in the minutes, and members are
encouraged to abstain on matters which would pose for them a
conflict of interests.
Section 4. Determination of Actions
All final actions, positions, or policy recommendations
shall require the favorable vote of a majority of those
members present at a duly called meeting.
ARTICLE VIII
AMENDMENTS
The bylaws may be altered, amended, or rescinded at any
meeting by the vote of two-thirds of all the voting members
in office provided that at least two weeks written notice,
including the proposed changes, is given of the intention to
alter, amend, or rescind the bylaws at any such meeting.
Altered, amended, or rescinded bylaws are subject to final
approval by the Harnett County Board of Commissioners.

RATIFICATION PROVISIONS
These bylaws are duly adopted by a majority of the
members of the Committee this 17th day of November, 1993,
meeting in Harnett County, North Carolina, and will become
effective on the date approved by the Harnett County Board
of Commissioners.

Vendor selected is VFIS. Cost $70,500 ($58 ,000 plus travel expenses not to exceed
$12 ,500).
VFIS was selected based on the ir experience in Emergency Services and history for the
quality of work they provide.

Introduction & Executive Summary
1. Description of the proposing firm including line(s) of business:
VFIS-ETC, once a concept, became a reality in 1976, when there were several claims reported to
VFIS, related to driver training. Our Loss Control Department took these claims seriously. VFIS
researched these claims and decided to start a training program to reduce the losses taking place.
The Education and Training Services (ETS) Department was established and we continue to grow
through the years in knowledge and experience, as VFIS-ETC. Our home is in York, Pennsylvania
on the campus of The Glatfelter Insurance Group. Our full-time Education, Training and
Consulting Staff have over 300 years of combined emergency service experience.
Since 1969, Arthur J. Glatfelter, the founder ofVFIS, recognized the emergency services (of that
time) were grossly underinsured. Art did not realize how far underinsured fire departments were
unti l a firefighter in his early thirties died in the line of duty and Art had to deliver a check to the
wife of this deceased firefighter. To Art's embarrassment, the check was for only$ I 0 ,000. To his
dismay, when he hand delivered the check to the young widow, she answered the door with a
young child at her feet and expecting another child. To only give a widow $10,000 for the life of
her husband who volunteered his time and energy as a firefighter just did not make sense. To
eliminate further embarrassment, Art worked day and night to develop some of the best coverages
in the indu stry, and his ingenuity has built VFIS to be as reputable as it is today in the emergency
service market. Our training, education, and consulting services are an extension of this
commitment and philosophy.
Today, competition is stronger than ever. As VFIS continues their commitment and upholds their
life-long reputation, they remain the number one provider of emergency service coverages. To
add, VFIS clients who decided to try our competitors are finding their way back home to VFIS
because of our state-of-the-art programs and we cannot forget ... SERVICE. VFIS is the front-
runner and continues to gain speed.
In the I 990 's consulting services became a consistent client need. Today, VFIS-ETC offers over
600 programs and trains some 20,000 emergency responders annually; while conducting
customized consulting services on a regular basis. Our staff consults with clients daily in the area
of fire service management expertise and operations.

3. A general description of the firm's relevant experience:
In 1979, VFIS, America's leading emergency service insurance provider, crested its first
educational program. The new venture was designed to help clients better understand how to
operate emergency vehicles, prevent accidents and reduce loss. The program was well received and
over the next two decades an array of training and education offerings were added, and VFIS
Education, Training & Consulting was born.
Many emergency service organizations across the country began contacting VFIS for help in
solving management and risk control problems they faced. Recognizing the need for support in this
area, a team was brought on board to provide consulting in planning, evaluation and training for
public entities (fire, EMS, and law enforcement). We call this team -VFIS Education, Training &
Consulting.
Our combined staff provides advice and counsel to over 200 public safety organizations each year,
across the U.S. and abroad. Our programs, concepts and philosophies are state of the art and
designed to help clients implement real world and proven solutions.
Consulting Services
VFIS Education, Training & Consulting services are nationally recognized for their quality and
real-life applicability. All programs are designed to keep pace with the latest issues, newest
equipment and best practices.
Management Consulting
Mergers, acquisitions, capital improvements and coping with rapid growth are all current topics.
Like any business, emergency service organizations (ESOs) regularly face management issues that
may seem overwhelming. The highly respected VFIS staff can help with state of the art approaches
to problem solving that have been used by national organizations and small ESOs alike.
Department Evaluation
Assess a department's capabilities and limitations in terms of delivering services. Assist in
preparation for ISO and accreditation evaluations, capital improvements, station location and more.

Planning, facilitating and communication are all components of a merger/consolidation. There are
many obstacles to be negotiated, much to be communicated and economical, operational and

4. A written description of your general understanding of the project:
VFIS understands this project is to conduct a comprehensive county-wide fire service evaluation
involving staffing (today and future needs), operations (today and in the futureO and reserve
deployment (today and in the future) after establishing baselines. Recommendations will be
developed for future service delivery benchmarks, considering future growth over the next 10 to I 5
years. This will include the evaluation of current county-wide standards, insurance rating data and
future county-wide standards and benchmarks.

VFIS will assemble a team of nationally recognized subject matter experts to conduct the

In addition, VFIS ETC utilizes the services of FireStats to provide data analysis. FireStats is a leading
provider of fire department data management services. Principal Paul Rottenburg routinely conducts
such training for the Commission on Fire Service Accreditation. Should the services be needed, a Fire
Protection Engineer is also on staff to assist, Mr. Greg Jakubowski, P.E., CFPS.
The expertise in analytical approach, knowledge of the discipline, knowledge of the region, and in
establishing benchmarks is the hallmark of the team assigned to this project that would assure success.
The opportunity for Moore County Fire Services representatives to learn from this team 's vast
experience is enormous. Most importantly they all work and understand the combination emergency

Donald L. Cox -MS, CFO, EFO, Education Specialist -VFIS, Project Manager
Don Cox is an Education Specialist for VFIS, responsible for education, training and consulting
services to insured 's and clients with the VFIS Education and Training. Don is retired Fire Chief of the
West Des Moines Fire Department in West Des Moines, Iowa. Prior to his appointment to Chief in
West Des Moines, he was Fire Chief of the Town of Menasha Fire Department in Neenah, Wisconsin.
Don was responsible for successful accreditation by the CF AI in both departments that he led and was
one of the first chiefs to receive the CFO designation from CPSE. He later achieved hi s CTO
designation from the CPSE. He attained hi s Executive Fire Officer from the National Fire Academy in
1990 and hold s his Master's degree in Education with an emphasis on Organizational Management and
Human R esources from Iowa State University. He is also a graduate of the Harvard Uni versity,
Program for Senior Executives in State and Local Government. Don was a contract National Fire
Academy Instructor for over 25 years and continues to evaluate research papers completed by students
in the Executive Fire Officer program at the NF A. He is committed to improving fire service
management techniques by enhancing human resource development among a ll members of the public
safety work force .
William F. Jenaway, Ph.D., CFO, CFPS, Principal Consultant.
Dr. William F. Jenaway, CFO, CFPS will serve as Project Manager for thi s engagement. Dr. Jenaway
is the CEO of VFIS -ETC responsible for training, education and consulting services provided to client
of VFIS and VFIS-ETC. His organization provides training to over 20,000 fire/EMS personnel
annually and provides technical guidance and consultation to over 200 agencies annua ll y. He has
served as Chief and Fire Marshal of the East Bethlehem Township, Pennsylvania Volunteer Fire
Department; and as Chief and President of the King of Prussia, Pennsylvania; Vo lunteer Fire
Company, as well as being Chairman of the municipality 's Fire and Rescue Services Board. Under
Chief Jenaway 's leaders hip, the department became the first all volunteer Accredited Fire Service
Agency in the US. Fire Chief Magazine named him the "Volunteer Fire Chief of the Year" in 200 I .
Bill 's background inc ludes 30-plus years of volunteer fire and EMS experien ce.
In 2004 he was named to C hair the Pennsylvania Senate Resolution 60 Commission to evaluate and
provide recommendations to the Pennsyl vania legislature and fire service on strategic approaches to
the state 's fire and EMS delivery system.
Over the years, Bill has authored over 200 articles, seven texts a nd prov ided over 100 speeches on fire
and life safety issues. He holds Certified Fire Protection Specialist and Certified Fire Officer
designations as well. In 1999 he was named to the Presidential/Congressional Commission known as
the "Advi sory Panel to Assess preparedness for Terrori stic Acts Involving Weapons of Mass
Destruction " (a/k/a Gilmore Commission). Dr. Jenaway also serves as Pre s ident of the Congressional
Fire Services Institute and is Past President of the Pennsylvania Fire Services Institute. He serves on
the National Fire Protection Association Committees of Emergency Services Risk Management;
Providing Emergency Services to the Publi c; Fire Department Apparatu s, and Fire Service Training.

Richard Trexler, Consultant, Project Member, Team Leader.
Richard retired as fire chief of Colfax Fire Department in Guilford County, NC after twenty years of
service. He has worked on many projects with VFIS-ETC as a consultant. Richard worked with New
Hanover County NC and Brunswick County NC, on an evaluation of the fire departments in those
counties. He was project manager in Davie County, NC on an evaluation of fire and rescue services.
He assisted with projects in Brenham, Texas; Port Washington, NY; Okeechobee, FL; Estero, Fl ; and
Johnstown, PA, among other. He was instrumental with the growth study in Winston Salem, NC and
has worked with the cities of Greensboro and High Point in NC on consolidation/merger studies and
the development of Strategic Planning eff011s. Richard has been a presenter at the Fire Department
Instructors Conference and at regional and state conferences. He worked with Guilford County in NC
in the development of a Strategic Plan involving twenty seven fire departments. Richard has extensive
experience working with LEPC groups and in the delivery of training programs for industrial groups
In addition to his 20 years as Fire Chief of the Colfax Fire Department, he has a total of 39 years
volunteer and career experience with volunteer and combination departments; is a member of the
NPF A 1720 Committee "Standard on Fire Department Operations in Volunteer and Combination Fire
Departments" (including EMS and rescue) and has served on boards of fire departments and rescue
squads. Additional affiliations include Chai1man , North Carolina Fire and Rescue Commission;

Daniel B.C . Gardiner, M.S., CFPS, Consultant.
Daniel B.C. Gardiner retired as the Chief of the Department of Fire-Rescue Services, in Fairfield,
Connecticut, serving there for 31 years. Fairfield is a combination ( career and volunteer) fire/EMS
department. Prior to his appointment as Chief, he was the department's Budget Control Officer, in
charge of a budget of over eight million dollars. Chief Gardiner holds a Bachelor's Degree in Fire
Science and holds two Masters Degrees, one in Public Administration and one in Fire Science
Technology, from the University of New Haven, Connecticut. He serves on the NFPA 1021
Committee (Fire Officer Standard). Chief Gardiner has been extensively involved in fire department
consulting projects as well as managing and conducting assessment center activities for various
positions throughout the Northeast. He has also provided testimony before numerous fire
commissions, boards of inquiry and study panels, in addition to serving on a number of review boards

as well. An author of a number of fire service texts and articles, Chief Gardiner edited the book,
Managing Fire Department Operations, and co-authored the best selling text, Fire Protection in the 2r1 Century. Now serving his fifth te1m as a Director of the Certified Fire Protection Specialist Board,
Chief Gardiner speaks nationally on fire protection, and fire service finance. He is a past president of
the International Society of Fire Service Instructors and a past president of the Fire Department Safety
Officers Association.
Dennis Rubin
Chief Dennis L. Rubin's experience in fire and rescue service spans more than 35 years. He has served
as a fire fighter, company officer; command level officer; and fire chief in several major cities
including Dothan, Alabama, Norfolk, Virginia, Atlanta, Georgia and Washington, DC. In 1994, Rubin
served as the President of the State Fire Chiefs Association of Virginia. Rubin was the host Fire Chief
for the 1999 Southeastern Fire Chiefs Association conference held in Dothan, Alabama. He served on
several committees with the International Association of Fire Chiefs, including a two-year term as the
Health and Safety Committee Chair. Chief Rubin was the host Fire Chief for the "Wingspread IV and
V " conferences held in 1996 and 2006. Chief Rubin's educational accomplishments include a
Bachelor of Science Degree in Fire Administration from the University of Maryland and Associates in
Applied Science Degree in Fire Science Management from the Northern Virginia Community
College.
Chief Rubin is a graduate of the National Fire Academy's Executive Fire Officers Program
(EFOP). Rubin is a Certified Emergency Manager (CEM); and a certified Incident Safety Officer as
well has obtained the Chief Fire Officer Designation (CFOD) and Chief Medical Officer Designation
(CMO) presented by the Center for Public Safety Excellence.
Rubin's teaching crede ntials are· significant. They include a field instructorship with the University of
Maryland Fire & Rescue Institute and Associate Instructorships with the Virginia Commonwealth
University in Richmond, Virginia and Rio Salado Community College in Mesa, Arizona. Rubin has
been an adjunct faculty member of the National Fire Academy since 1983. At the National Fire
Academy he instructed, as well as developed, many courses. Rubin is a popular speaker and lecturer at
the local, state, national and international levels. Rubin is the author of several non-fiction books,
Rube's Rules for Survival, Rube's Rules for Leadership and DC Fire. Rubin contributes to several fire-
rescue service publications and has written more than 160 technical articles related to fire department
operations, administration, training, and safety.
Robert Drennen, M.S. CFPS, Consultant.
Robert Drennen is the Director of the St. Joseph's University Public Safety and Environmental
Protection Master's Degree Program. Within this program Mr. Drennen directs the students '
development and the course program. Research papers of the students serve to broaden the perspective
of Mr. Drennen and his team in the development of new techniques and procedures for fire service.
Under the direction of Mr. Drennen, St. Joseph 's worked with Dr. Jenaway in the development of an
efficient and effective model for businesses to utilize in the preparation, prevention, response and
recovery to emergencies as well as projects for the National Volunteer Fire Council involving

projects, many of which involve speciali zed evaluations of their local emergency service organization.
This provides him with a unique insight and understanding of current trends in volunteer and
combination fire service operations in the Mid-Atlantic states. Mr. Drennen holds a Masters Degree, is
a Certified Fire Protection Specialist and is a retired Chief Officer of the Philadelphia Fire Department,
and served as Safety Officer of the Willow Grove, PA, Fire Company. Currently he is the Director Of
Emergency Services in Upper Moreland Township, Pennsylvania.
Greg Grayson
Gregory H. Grayson serves as a consultant to VFIS in North Carolina. Greg has a wealth of knowledge
in both the fire service and North Carolina. Greg holds A.S., B.S., and M.S. degrees and a variety of
professional certifications including the CFO (Chief Fire Officer) designation for the Commission on
Public Safety Excellence and is a credentialed professional with the Institution of Fire Engineers. In
addition he has received a number of lo cal and state fire service awards and recognitions over the
years.
Mr. Grayson's career in the fire service spans over 30 years including a firefighter in Cary, North
Carolina and Cleveland County, North Carolina. He later was a Wake County Fire Marshal and
Fire/Rescue Director for 8 years, followed by terms as Chief of the City of Burlington (NC) Fire
Department; Chief of the City of Asheville (NC) Fire Department; and the City of Greensboro (NC)
Fire Department. Mr. Grayson served as Assistant Director for the North Carolina State Fire Marshal's
office, where he was responsible for the Local Government Technical Services Program.
Ryan Pietzsch, Project Member
Ryan is an Education and Training Specialist for VFIS, a subsidiary of the Glatfelter Insurance Group.
His responsibilities include: National coordination and delivery of education and training programs,
cmTiculum development, information analysis, and consulting for VFIS. He is a member of the Safety
Team for Glatfelter Insurance Group, and is a member of the NFPA 1500 and I 000 series Technical
Committees.
Ryan retired as a Career Fire Lieutenant in 2011 after 18 years of service with the West Des Moines
Fire Department, in West Des Moines, Iowa. He started his career in 1990 as a fire explorer, became a
firefighter, a fire service instructor, a Total Quality Management instructor and Emergency Medical
Technician. Ryan has held the ranks of Volunteer Firefighter, Career Firefighter and Career Fire
Lieutenant. Ryan brings a unique and fresh view to VFIS. He has extensive knowledge and experience
in the fire and EMS services and strives to provide emergency service personnel with education
through training and consulting. He was also been a Real Estate professional in Iowa and brings unique
background as an entrepreneur. He is currently an active Firefighter/ EMT with Silver Springs
Community Fire Company in Mechanicsburg, Pennsylvania.
Ryan is a 1998 graduate of Grand View College in Des Moines, Iowa where he received a Bachelor of
Arts Degree in Liberal Arts. He graduated from the Des Moines Fire Academy in 1999 and received
his Fire Science Certificate from Des Moines Area Community College in 2002 . He continues to
conduct training and consulting projects on various emergency service related topics across the United
States.

Greg Jakubowski, M.S., P.E., CFPS, Consultant.
Greg is a principal founding partner responsible for project management and technical oversight for
Fire Planning Associates , a Bucks County company that provides pre-emergency planning, ISO review
and submittals, and fire protection engineering to municipal and private clients. Recent assignments
include conducting NFPA 1500/1710 audit for 5-station county fire department, leading preplanning
effort for a $ l 40MM pharma plant in Asia, a 13 building, 2.5MM square foot research/office campus,
and a major finance company headquarters for 4000+ employees.
He is an experienced firefighter/command officer for over 30 years and has responded to more than
9,000 emergency incidents. He currently serves as Chief of the Lingohocken Fire Co. in Central Bucks
County, PA where he has led an effo11 to reduce the ISO rating in I community from a 9 to a 7 with no
public water supply, resulting in community savings estimated at $50,000-75,000 annually. He has
been responsible for managing fire department budgets exceeding $200,000 annually, and has led
numerous successful federal and state grant efforts approaching $500,000. He has also led efforts to
transition all-volunteer departments to combination departments , and has served in some of the largest
combination departments in the US.
Greg has a B.S. in Fire Protection Engineering from the University of Maryland, and a M.S. in Public
Safety from St. Joseph's University. He is a licensed fire protection engineer in Pennsylvania and New
Jersey, a certified safety professional (CSP) and nationally recognized author and instructor. He has
over 20 years experience in leading and improving safety and fire prevention from a Fortune 100 site
and corporate perspective, including large capital projects valued at more than $3BB. Greg is an
experienced manager of major projects that include safety, fire protection and environmental
engineering design, employee training , system evaluation, hazards analysis, preplanning and fire
control methodologies. He has developed and taught classes in several Philadelphia-area fire science
and safety college curriculums, teaches for the National Fire Academy, and has instructed emergency
response programs to thousands of students in 9 states, Puerto Rico , Brazil, Costa Rica, France,
Singapore, Ireland, China, Korea , Canada, and South Africa. He has served on committees to
expand/update the physical plant for the Lower Moreland Township (Montgomery County) School
District, and currently serves on the Buckingham Township (Bucks County) Technical Code Review
of Appeals Board. Greg was nominated by his peers as a Fellow in the Society of Fire Protection
Engineers.
Paul Rottenberg, Company Principal and FireStats Instructor
Paul Rottenberg is the president of FireStats, LLC, and has been performing sta tistical analyses for municipal
fire departments since 1999. Mr. Rottenberg has been working for over 20 years as a consultant to business and
government, providing analysis and public policy support to cities, special districts, and public contractors
throughout the United States. In addition to FireStats' work in the Fire Service, Paul has been involved in a large
variety of e nvironmental and public works projects over the course of hi s career --including several years of
work as the principle economist on a $500 million, internationally-funded environmental project in East Asia
involving mechanical , chemical, hydraulic and civil engineering, gas to energy, waste water treatment, maritime

Paul has broad experience in managing data-related projects, including data migration, database development
and implementation of reporting systems. He brings that experience to the Fire Service along with a strong
understanding of local government procedures, public policy and the reality of how fire departments actually
work.
Paul earned his MBA from the University of San Francisco and studied economics as an undergraduate at
Georgetown University in Washington, D.C. He received his Bachelors degree from San Francisco State
University, and took additional undergraduate studies at the University of California, Berkeley. He is a
designated subject matter expert in deployment analysis at the National Fire Academy in Emmitsburg, MD, and
works regularly for the Center for Public Safety Excellence.
Paul spent ten years as a paid-call firefighter/apparatus operator/EMT with small municipal combination fire
department in the Northern California Sierra foothills and keeps his certifications current including Firefighter I,
Class B CDL, EMT, and certifications in Hazmat, et.al.
Each of these individuals has extensive experience in the management, operations, and professional
development of fire-rescue personnel in communities similar to Moore County, North Carolina
The expertise in analytical approach, knowledge of the discipline, knowledge of the region, and in

Statement of Work
This proposal provides for VFIS to analyze and assess the fire service delivery system for a changing
Hamett County, North Carolina and make recommendations as appropriate, regarding the key
performance areas that will address those changes and subsequently serve to provide an integrated fire
service delivery system for proposed use.
In general , the County desires to review the demands related to fire services, first responder and EMS
operations and the resulting impact on staffing and prevention agencies. The County is expecting the
study to take into consideration various demographics such as the effects of population aging in
addition to density as it relates to the expected population growth within our area.
VFIS-ETC shall include site issues, challenges, fiscal analysis and areas for improvement within the
study. In addition , the firm shall make recommendations to correct the issues and challenges within
Hamett County and discuss ideas and strategies to ensure adequate resources and capital assets for
future delivery.
VFIS-ETC will conduct site visits in each department for the purpose of conducting interviews with
and gathering information from key personnel. At least one (1) public meeting shall be conducted in
order to obtain input from various Non-Fire/EMS service stakeholders within Hamett County.
VFIS would propose to use its typical customized approach to this project. The main focus points as
presented by the RFP are included in the proposed statement of work which follows:
PHASE I -Initiate Project
• Upon award of contract, a joint planning discussion will occur with representative of the Moore
County and VFIS leadership teams to develop a project plan. This will result in a plan that
defines:
I. Primary tasks to be performed
2. Person(s) responsib le for each task
3. Timetable for each task to be completed
4. Method of evaluating results
5. Resources to be utilized
6. Possible obstacles or problem areas associated with the accomplishment of each task. This
plan will be completed within 14 days of the awarding of the project to the consultant. This
plan will list actions of proposed interviewees.
7. Data requirements will be presented to the Moore County Leadership Team.

Each of the primary responding agencies will be asked to complete a self-assessment
questionnaire (based on current industry best practices and a propriety analytical tool developed
by VFIS), which will then be correlated and validated by the consultants working on this project.
From these interviews, the consultants will obtain an additional perspective on operational,
staffing, economics, and policy issues facing the fire service. In addition the consultant will leam
more about availability of data necessary to meet projected goals.
PHASE IIA -Site Visits and Meetings
• VFIS will conduct a series of site visits and meetings in Hamett County at the convenience of
the staff and volunteers, to assure the project team meets with those individuals/groups
indicated in Phase I.
These visits will enable VFIS to acquire physical observations and assessments, enable
interviews with various individuals and community members.
• This effort will include the Fire Services function, staffing, level of impact/effectiveness, and
options to enhance community fire safety.
• Upon completion of all visits and data gathering the consulting team will validate/redefine
assumptions, recommendations, and re-query as needed.
• A comparison will be made to national and regional benclunarks.
NOTE: It is anticipated that Hamett County will provide an individual who will play a key role in
coordinating meetings.
The main focus of the study shall include, but is not limited to the following:

a) In observing the Harnett County Fire & E.M.S. departments, is there enough of
equipment to meet the needs of our citizens and is this equipment strategically located?
b) Do the county departments provide duplicate Fire & E.M.S. equipment that needs to be
consolidated?
c) What departmental replacement standards or pl ans are in place for Fire & E.M.S.

b) Within the Fire & E.M.S. departments provide an opinion for levels of span of control in
relationship to position titles within these agencies.
c) Provide salary study for Fulltime / Part time and volunteer compensated employees as it
relates to county departments and our nearby surrounding counties.
d) Provide a comparison of benefits (healthcare, retirement, etc.) for all Fire & E.M.S.
departments within our county. Give an opinion as to how ours compares to our nearby
counties. Also give comparison on streamlining contracted departments salaries and
benefits under the county salary and benefits umbrella or departments merging together for
better salaries and benefits.
3. Districts I Stations: Review, answer and make recommendations in these areas.
a) Are there an appropriate number of Fire & E.M.S. stations for coverage within Hamett
County?
b) Considering district size and population are the Fire & E.M.S. stations properly located for
response, insurance rates and proportionate to the district sizes?
c) Fire Protection coverage is sometimes provided via departments ( contracted) outside of
Harnett County responding to a designated district within the county. Do these
departments meet the needs of these districts from an insurance, tax and ease of
accessibility?
d) E.M.S. districts often exceed the fire insurance district lines. With these larger districts and
in observing the locations of strategically placed E.M.S. units does the coverage across
Harnett County appear evenly distributed?
4. Response: Review, answer and make recommendations in these areas.
a) Review procedures of Fire & E.M.S. integration with A.V.L. and advise ifthere are any
other benefits that are not currently being utilized.
b) Response run cards are prearranged for Fire incidents and mutual aid protocols I
predetermines are set up for E.M.S. incidents. Often these cards / protocols are not
effective due to excessive duplication of units not needed on certain types of incidents.
Observing the run cards / protocols or predetermines advise on ineffective or duplication
of effort.
c) Study R.I.T. & Mayday policies in effect and comment on these responses and if the
appropriate federal and state mandates are met.

d) There are numerous types of Fire and E.M.S. incidents daily and questions often arise as to
if the departments are responding with the appropriate number of responders to these
incidents according to recognized standards. Randomly selecting data across Harnett
County utilizing different incident types give an opinion as to if the appropriate numbers
of responders are uti lized.
e) Response times for Fire & E.M.S. units vary across Hamett County. Provide a comparison
between our departments to others with regards to state and nationally recognized
standards. Please provide Fire & E.M.S. separately.
f) Hamett County currently has two fire departments participating in the Medical First
Responder Program. Describe any positives or negatives of implementing a countywide
program to serve the citizens.
g) In observing both Fire & E.M.S. responses within the county provide an opinion as in
regards to the effectiveness of the unit responses to the scenes emergency versus non-
emergency. To clarify this statement are we responding appropriately for the call types
dispatched.
h) Our Communications Department utilizes Emergency Fire Dispatch incident cards to assist
with categorizing incident types and responses needed. Once the information is applied to
the appropriate card the voice communicated to the departments for dispatch doesn't state
the nationally recognized number of the card just the incident type ( ex: structure fire).
Provide an opinion if the dispatch procedures are meeting all standards.
5. Future Population Growth: In studying the trend of population growth within Harnett
County several areas of i nterest are very important to emergency services. Please give an
opinion or any ideas as to how these topics may be affected both positive / negative.
a) Population growth: Anticipation of growth increases over the next 5/10/20 years.
b) Departmental merge options: Possible needs for departments to study merging to
overcome issues such as manpower and budget issues.
c) Districts: Fire & E.M.S. district sizes and any needs to add / increase or decrease mileages.
d) A.V.L.: Are there any future projections with this program for response benefits?
e) Staffing Needs: Provide projections for future increases / decreases & costs.
f) Station Needs: Provide projections for future increases / decreases & costs.
g) Equipment Needs: Provide projections for future increases / decreases & costs.

d) S .O.G.'s & Standardization: In observing the communications center's S.O.G.'s, dispatch
protocols and operating policies provide an opinion as to how effective Hamett County is
operating and any improvement statements.
e) Responsibility: In observing the communications center's dynamics, layout of center,
interaction between tele-communicators and the flow of information provide an opinion as
to how effective Hamett County is operating and any improvement statements.
t) Create a survey on a simple 1 to 10 scale and allow tele-communicators and Fire / E.M.S.
Chiefs to rate the effectiveness of our Communications Center. Please allow explanation
for all topics.
g) In observing counties in N.C. or across the nation with similar land size, population and
call volume give an overall opinion as to how effective Hamett County Communications
Center rates.
8. Training: Review, answer and make recommendations in these areas.
a) Within Hamett County compare the departmental training requirements and performance
abilities upon completion for the following positions:

• Emergency Medical Technician

d) In observing the county Fire I E.M.S. I High School program training site needs, would a
centrally located fixed emergency services training site be recommended.
e) In regards to the rapid growth of our county staffing issues are of concern now as well as
in the future. Fire and E.M.S. are trying to be creative to combat this concern. Provide any
ideas or concepts for recruitment and retention. Also indicate any advantages of local or
internal academies versus community college course completions.

9. Budgets/Tax Districts/Funding Mechanisms: Review, answer and make recommendations
in these areas.
a) Budget Process: Upon observation of Fire & E.M.S. budget process provide an opinion of
this process and any improvement concepts. This process shall include the initial delivery
to the departments, Emergency Services review and the final process for approval.
b) Capital Improvement Plans: Identify current and future needs relative to the capital
improvement items including but not limited to Fire & E.M.S. Stations, Training Sites,
apparatus, protective equipment, communications equipment and methods of unifying the
financing of these needs.
c) Single Tax Options for Fire Districts: Provide positives and negatives of this option. If
single tax method was implemented provide concepts of budgeting and options as to
reallocating the revenues back out to the appropriate departments. Identify any other
financial funding models.
d) E.M.S. Funding options: Upon observing the current funding mechanism, provide
alternative ideas and concepts for other financial funding models.
e) E.M.S. System: Provide opinion as to Hamett County providing E.M.S. coverage solely in
comparison to current assistance from contracted squads. Please look at cost comparison as
well as operational efficiency, medical control, training, report documentation and any
other issues.
f) First Responder: At this time there are no funding options for first responder fire
departments. Provide funding ideas and concepts for these departments.
10. Public Utilities: Review, answer and make recommendations in these areas.
a) Water plant assessment: Provide an analysis for firefighting capabilities for the available
water that Hamett County may provide.
b) Hydrant Distribution: In observing each fire district, provide an analysis of needed hydrant
distribution for firefighting capabilities.
c) Water line assessment: Are there any areas within the county where lines would be
recommended to be replaced due to age or possible deterioration. Are there areas where
water line installations or loops would be recommended?
d) In observing the water storage supply and elevated water storage tanks within our county
indicate if any others would be needed for fire flow purposes according to state standards.
11. Other: Review, answer and make recommendations in these areas.
a) Provide an assessment as to the effectiveness of our county specialty teams from a
financial, operational and logistical standpoint. (Dive Team, Search & Rescue Team,
Special Tactics & Rescue Team)
b) Support Agencies: Fire Marshal 's Office, Emergency Medical Services and Emergency
Management provide support to all county contracted emergency services as well as
municipalities and other county agencies. Create a survey on a simple I to 10 scale and
allow Fire / E.M.S. Chiefs as well as municipalities to rate the effectiveness of these
Emergency Services divisions. Please allow explanation for all topics.
c) Critical Facilities: In observing the critical facilities provided per county G.I.S. Mapping;
Does Hamett County emergency services and our responding departments meet the needs
of these facilities from an equipment and response standpoint.

d) State I.S.O. Ratings: Provide an opinion of the Hamett County fire department ratings with
regards to equipment, staffing, district specifics and infrastructure.
e) Software: Hamett County utilizes two separate software programs for reporting Fire &
E.M.S. incidents. Provide an overview as to if these programs are meeting the needs of the
various agencies and include any recommendations for future growth.
t) Supplemental I.S.O. information: Fire departments are awarded supplemental points from
0 to 5.5 in regards to Community Risk Analysis . The Fire departments are responsible for
the fire education portion and the Harnett County Fire Marshal's office is required to meet
the needs of fire inspections & investigations throughout the county. These topics
contribute to these point accumulations. Provide an assessment of the County Fire
Marshal's office separately as well as the individual departments in regards to these topics
being met to ensure maximum points are obtained.
g) Observing Hamett County Emergency Services please evaluate personnel , rank structure,
compensation, benefits, equipment and facilities . Provide an opinion of the effectiveness
of this department in serving the needs of our citizens.
h) With the current pace of county growth is current Emergency Management Staffing
sufficient to keep pace with the following:
• Community Growth
• Federal Program mandates i.e. School Safety Initiative, Fixed Nuclear Facility
(FNF) mission etc.
i) With the population surge on the western portion of the county will the current shelter
operation support the community in the event of a major disaster?
• Would the current plan to utilize the schools meet the needs of current population?
• Will equipment inventories support the operation?
j) With the growth in the Northwestern portion of the county and the additional Fixed
Nuclear Facility requirements, would the addition of a FNF Planner to the
Emergency Management Staff be warranted?
k) With the current demand on the Shelter Management Program / FNF and School
Safety Initiative logistics requirements would the addition of an Emergency
Management Logistics Officer position be warranted?

PHASE IV -Prepare Final Report
Adhering to the parameters as established by the County, VFIS will prepare and present an oral and
written report, in a meeting environment, focused for stakeholders in the process and local elected
officials (as well as the public). In addition to the number of requested hard copies of the report (TBD),
VFIS will also provide an electronic/PDF version of the final report suitable for posting and
distribution on a public access website. The report will detail the data and information acquired during
the e ngagement and the consultant's ana lysis an d recommendations; including recommen ded

Donald L. Cox -MS, CFO, EFO, Education Specialist -VFIS, Project Manager
Don Cox is an Education Specialist for VFIS , responsible for education, training and consulting
services to insured 's and clients with the VFIS Education and Training. Don is retired Fire Chief of the
West Des Moines Fire Department in West Des Moines , Iowa. Prior to his appointment to Chief in
West Des Moines, he was Fire Chief of the Town of Menasha Fire Department in Neenah, Wisconsin.
Don was responsible for successful accredi tat ion by the CF AI in both departments that he led and was
one of the first chiefs to receive the CFO designation from CPSE. He later achieved his CTO
designation from the CPSE. He attained his Executive Fire Officer from the National Fire Academy in
1990 and holds his Master's degree in Education with an emphasis on Organizational Management and
Human Resources from Iowa State University. He is also a graduate of the Harvard University,
Program for Senior Executives in State and Local Government. Don was a contract National Fire
Academy Instructor for over 25 years and continues to eval uate research papers completed by students
in the Executive Fire Officer program at the NF A . He is committed to improving fire service
management techniques by enhancing human resource development among all members of the public
safety work force.
William F . Jenaway, Ph .D., CFO, CFPS, Principal Consultant.
Dr. William F . Jenaway, CFO, CFPS will serve as Project Manager for thi s engagement. Dr. Jenaway
is the CEO ofVFIS-ETC responsible for training, education and consulting services provided to client
of VFIS and VFIS-ETC. His organization provides training to over 20,000 fire /EMS personnel
annually and provides t echnical guidance and consultation to over 200 agencies annually. He has
served as Chief and Fire Marshal of the East Bethlehem Township, Pennsylvania Volunteer Fire
Department; and as Chief and President of the King of Prussia, Pennsylvania; Volunteer Fire
Company, as well as being Chairman of the municipality 's Fire and Rescue Services Board. U nd er
Chief Jenaway's leadership , the department became the first all volunteer Accredited Fire Service
Agency in the US. Fire Chief Magazine named him the "Volunteer Fire Chief of the Year" in 200 I.
Bill 's background includes 30-plus years of volunteer fire and EMS experience.
In 2004 he was named to Chair the Pennsylvania Senate Resolution 60 Commission to evaluate and
provide recommendations to the Pennsylvania legislature and fire service on strategic approaches to
the state 's fire and EMS delivery system.
Over the years, Bill has authored over 200 articl es, seven texts and provided over 100 speeches on fire
and li fe safety issues. He holds Certified Fire Protection Specialist and Certifi ed Fire Officer
designations as wel l. In 1999 he was named to the Presidential/Congressiona l Commi ssion known as
the "Advi sory Panel to Assess preparedness for Terroristic Acts Involving Weapons of Mass
Destructi o n" (a/k/a Gilmore Commission). Dr. Jenaway also serves as President of th e Congressional
Fire Services Institute and is Past President of the Pennsylvania Fire Services Institut e. He serves on
the National Fire Protection Association Committees of Emergency Services Ri sk Management;
Providing Emergency Services to the Public; Fire Depmtment Apparatus, and Fire Service Training.

Richard Trexler, Consultant, Project Member, Team Leader.
Richard retired as fire chief of Colfax Fire Department in Guilford County, NC after twenty years of
service. He has worked on many projects with VFIS-ETC as a consultant. Richard worked with New
Hanover County NC and Brunswick County NC, on an evaluation of the fire departments in those
counties. He was project manager in Davie County, NC on an evaluation of fire and rescue services.
He assisted with projects in Brenham, Texas; Port Washington, NY; Okeechobee, FL; Estero, Fl; and
Johnstown, PA, among other. He was instrumental with the growth study in Winston Salem, NC and
has worked with the cities of Greensboro and High Point in NC on consolidation/merger studies and
the development of Strategic Planning efforts. Richard has been a presenter at the Fire Department
Instructors Conference and at regional and state conferences. He worked with Guilford County in NC
in the development of a Strategic Plan involving twenty seven fire departments. Richard has extensive
experience working with LEPC groups and in the delivery of training programs for industrial groups
In addition to his 20 years as Fire Chief of the Colfax Fire Department, he has a total of 39 years
volunteer and career experience with volunteer and combination departments; is a member of the
NPFA 1720 Committee "Standard on Fire Department Operations in Volunteer and Combination Fire
Departments" (including EMS and rescue) and has served on boards of fire departments and rescue
squads. Additional affiliations include Chairman, North Carolina Fire and Rescue Commission;
President, North Carolina Fire Chiefs Association, and Chairman, Training Committee of Guilford
County LEPC
Daniel B.C. Gardiner, M.S., CFPS, Consultant.
Daniel B.C. Gardiner retired as the Chief of the Department of Fire-Rescue Services, in Fairfield,
Connecticut, serving there for 31 years. Fairfield is a combination (career and volunteer) fire/EMS
department. Prior to his appointment as Chief, he was the department's Budget Control Officer, in
charge of a budget of over eight million dollars. Chief Gardiner holds a Bachelor's Degree in Fire
Science and holds two Masters Degrees, one in Public Administration and one in Fire Science
Technology, from the University of New Haven, Connecticut. He serves on the NFPA 1021
Committee (Fire Officer Standard). Chief Gardiner has been extensively involved in fire department
consulting projects as well as managing and conducting assessment center activities for various
positions throughout the Northeast. He has also provided testimony before numerous fire
commissions, boards of inquiry and study panels, in addition to serving on a number of review boards

as well. An author of a number of fire service texts and articles, Chief Gardiner edited the book,
Managing Fire Department Operations, and co-authored the best selling text, Fire Protection in the
2 l s' Century. Now serving his fifth term as a Director of the Certified Fire Protection Specialist Board,
Chief Gardiner speaks nationally on fire protection, and fire service finance. He is a past president of
the International Society of Fire Service Instructors and a past president of the Fire Department Safety
Officers Association.
Dennis Rubin
Chief Dennis L. Rubin 's experience in fire and rescue service spans more than 35 years . He has served
as a fire fighter, company officer; command level officer; and fire chief in several major cities
including Dothan, Alabama, Norfolk, Virginia, Atlanta, Georgia and Washington, DC. In 1994, Rubin
served as the President of the State Fire Chiefs Association of Virginia. Rubin was the host Fire Chief
for the 1999 Southeastern Fire Chiefs Association conference held in Dothan, Alabama. He served on
several committees with the International Association of Fire Chiefs, including a two-year term as the
Health and Safety Committee Chair. Chief Rubin was the host Fire Chief for the "Wingspread IV and
V" conferences held in 1996 and 2006. Chief Rubin 's educational accomplishments include a
Bachelor of Science Degree in Fire Administration from the University of Maryland and Associates in
Applied Science Degree in Fire Science Management from the Northern Virginia Community
College.
Chief Rubin is a graduate of the National Fire Academy's Executive Fire Officers Program
(EFOP). Rubin is a Certified Emergency Manager (CEM); and a certified Incident Safety Officer as
well has obtained the Chief Fire Officer Designation (CFOD) and Chief Medical Officer Designation
(CMO) presented by the Center for Public Safety Excellence.
Rubin 's teaching credentials are significant. They include a field instructorship with the University of
Maryland Fire & Rescue Institute and Associate Instructorships with the Virginia Commonwealth
University in Richmond, Virginia and Rio Salado Community College in Mesa, Arizona. Rubin has
been an adjunct faculty member of the National Fire Academy since 1983. At the National Fire
Academy he instructed, as well as developed, many courses. Rubin is a popular speaker and lecturer at
the local, state, national and international levels. Rubin is the author of several non-fiction books,
Rube 's Rules for Survival , Rube 's Rules for Leadership and DC Fire. Rubin contributes to sev eral fire-
rescue service publications and has written more than 160 technical articles related to fire department
operations, administration, training, and safety.
Robert Drennen, M.S. CFPS, Consultant.
Robert Drennen is the Director of the St. Joseph 's University Public Safety and Environmental
Protection Master's Degree Program . Within this program Mr. Drennen directs the students '
development and the course program. Research papers of the students serve to broaden th e perspective
of Mr. Drennen and his team in the development of new techniques and procedures for fire service.
Under the direction of Mr. Drennen, St. Joseph 's worked with Dr. Jena way in the development of an
efficient and effective model for businesses to utili ze in the preparation, prevention, response and
recovery to emergencies as well as projects for the National Volunteer Fire Council involving

volunteer recruitment, retention and cost savings. Mr. Drennen is responsible for student research
projects, many of which involve specialized evaluations of their local emergency service organization.
This provides him with a unique insight and understanding of current trends in volunteer and
combination fire service operations in the Mid-Atlantic states. Mr. Drennen holds a Masters Degree, is
a Certified Fire Protection Specialist and is a retired Chief Officer of the Philadelphia Fire Department,
and served as Safety Officer of the Willow Grove, PA, Fire Company. Currently he is the Director Of
Emergency Services in Upper Moreland Township, Pennsylvania.
Greg Grayson
Gre gory H. Grayson serves as a consultant to VFIS in North Carolina. Greg has a wealth of knowledge
in both the fue service and North Carolina. Greg holds A.S., B.S., and M.S. degrees and a variety of
professional certifications including the CFO (Chief Fire Officer) designation for the Commission on
Public Safety Excellence and is a credentialed professional with the Institution of Fire Engineers. In
addition he has received a number of local and state fire service awards and recognitions over the
years.
Mr. Grayson's career in the fire service spans over 30 years including a firefighter in Cary, North
Carolina and Cleveland County, North Carolina . He later was a Wake County Fire Marshal and
Fire/Rescue Director for 8 years, followed by terms as Chief of the City of Burlington (NC) Fire
Department; Chief of the City of Asheville (NC) Fire Department; and the City of Greensboro (NC)
Fire Department. Mr. Grayson served as Assistant Director for the North Carolina State Fire Marshal's
office, where he was responsible for the Local Government Technical Services Program.
Ryan Pietzsch, Project Member
Ryan is an Education and Training Specialist for VFIS, a subsidiary of the G latfelter Insurance Group.
His responsibilities include: National coordination and delivery of education and training programs,
curriculum development, information analysis, and consulting for VFIS. He is a member of the Safety
Team for Glatfelter Insurance Group, and is a member of the NFPA 1500 and 1000 series Technical
Committees.
Ryan retired as a Career Fire Lieutenant in 2011 after 18 years of service with the West Des Moines
Fire Department, in West Des Moines, Iowa. He started his career in 1990 as a fire explorer, became a
firefighter, a fire service instructor, a Total Quality Management instructor and Emergency Medical
Technician. Ryan has held the ranks of Volunteer Firefighter, Career Firefighter and Career Fire
Lieutenant. Ryan brings a unique and fresh view to VFIS. He has extensive knowledge and experience
in the fire and EMS services and strives to provide emergency service personnel with education
through training and consulting. He was a lso been a Real Estate professional in Iowa and brings unique
background as an entrepreneur. He is currently an active Firefighter/ EMT with Silver Springs
Community Fire Company in Mechanicsburg, Pennsylvania.
Ryan is a 1998 graduate of Grand View College in Des Moines, Iowa where he received a Bachelor of
Arts Degree in Liberal Arts. He graduated from the Des Moines Fire Academy in 1999 and received
his Fire Science Certificate from Des Moines Area Community College in 2002. He continues to
conduct training and consulting projects on various emergency service related topics across the United
States.

Greg Jakubowski, M.S., P.E., CFPS, Consultant.
Greg is a principal founding partner responsible for project management and technical oversight for
Fire Planning Associates, a Bucks County company that provides pre-emergency planning, ISO review
and submittals, and fire protection engineering to municipal and private clients. Recent assignments
include conducting NFPA 1500/1710 audit for 5-station county fire department , leading preplanning
effort for a $ l 40MM pharma plant in Asia, a 13 building, 2.5MM square foot research/office campus,
and a major finance company headquarters for 4000+ employees.
He is an experienced firefighter/command officer for over 30 years and has responded to more than
9,000 emergency incidents. He currently serves as Chief of the Lingohocken Fire Co. in Central Bucks
County, PA where he has led an effort to reduce the ISO rating in 1 community from a 9 to a 7 with no
public water supply, resulting in community savings estimated at $50,000-75 ,000 annually. He has
been responsible for managing fire department budgets exceeding $200,000 annually, and has led
numerous successful federal and state grant efforts approaching $500,000. He has also led efforts to
transition all-volunteer departments to combination departments, and has served in some of the largest
combination departments in the US.
Greg has a B .S. in Fire Protection Engineering from the University of Maryland, and a M.S. in Public
Safety from St. Joseph 's University. He is a licensed fire protection engineer in Pennsylvania and New
Jersey, a certified safety professional (CSP) and nationally recognized author and instructor. He has
over 20 years experience in leading and improving safety and fire prevention from a Fortune 100 site
and corporate perspective, including large capital projects valued at more than $3BB. Greg is an
experienced manager of major projects that include safety, fire protection and environmental
engineering design, employee training, system evaluation, hazards analysis, preplanning and fire
control methodologies. He has developed and taught classes in several Philadelphia-area fire science
and safety college curriculums, teaches for the National Fire Academy, and has instructed emergency
response programs to thousands of students in 9 states, Puerto Rico, Brazil , Costa Rica, France,
Singapore, Ireland , China, Korea, Canada, and South Africa. He has served on committees to
expand/update the physical plant for the Lower Moreland Township (Montgomery County) School
District, and currently serves on the Buckingham Township (Bucks County) Technical Code Review
of Appeals Board. Greg was nominated by hi s peers as a Fellow in the Society of Fire Protection
Engineers.
Paul Rottenberg, Company Principal and FireStats Instructor
Paul Rottenberg is the president of FireStats, LLC, and has been perfonning statistical analyses for municipal
fire departments s ince 1999. Mr. Rottenberg has been working for over 20 years as a consultant to business and
government, providing analysis and public policy support to cities, special di stri cts, and public contractors
throughout the United States. In addition to FireStats' work in the Fire Service, Paul has been involved in a large
va riety of environmental and public works projects over the course of his career --including several years of
work as the principle economist on a $500 million, internationally-funded environmental project in East As ia
involving mechanical, chemical, hydraulic and civil engineering, gas to energy, waste water treatment, maritime
services, exchange rate modeling, and funding from di s parate sources such as the US Export/Import Bank, the
United Nations, US Department of State and the World Bank.

Paul has broad experience in managing data-related projects, including data migration, database development
and implementation of reporting systems. He brings that experience to the Fire Service along with a strong
understanding oflocal government procedures, public policy and the reality of how fire departments actually
work.
Paul earned his MBA from the University of San Francisco and studied economics as an undergraduate at
Georgetown University in Washington, D.C. He received his Bachelors degree from San Francisco State
University, and took additional undergraduate studies at the University of California, Berkeley. He is a
designated subject matter expert in deployment analysis at the National Fire Academy in Emmitsburg, MD, and
works regularly for the Center for Public Safety Excellence.
Paul spent ten years as a paid-call firefighter/apparatus operator/EMT with small municipal combination fire
department in the Northern California Sierra foothills and keeps his certifications current including Firefighter I,
Class B CDL, EMT, and certifications in Hazmat, et.al.
Each of these individuals has extensive experience in the management, operations, and professional
development of fire-rescue personnel in communities similar to Moore County, North Carolina
The expertise in analytical approach, knowledge of the discipline, knowledge of the region, and in

This Statement of Work ("SOW1 is made by and between Brady Integrated Security , Inc., ("BIS") and Hamett County Schools
, (HCS") for the provision of certain professional services, ("Services ") as more fully described herein . In consideration of the mutual promises and
covenants contained herein , the parties agree as follows:
EXEC UTIVE SUMMARY
This proposal indudes the delivery, installation, connection, software and programming of an access control and video surveillance system that
consists of the equipment listed in the Bill of Materials included herein . The systems and services quoted in this proposal are base d on the
requirements and specifications provided by your office, dated 11/7/2017 . Brady Integrated Security is confident that this sol ution will satisfy the
requ irem ents as stated.

PROJECT MANAGEMENT
BIS will provide project control and oversight for the project duration , keeping customer informed throughout the project with pe riodic project
updates . The project management activities may include:
1. The PM along with customer will develop schedule for installation and configuration tasks, discussing potential planned downtime windows
and planning for proper change control procedures to be engaged .
2. Will ma nage schedu ling and hold project meetings throug hout project, including pre-and post-installation.
3. Will work with Customer to develop success criteria for the project
BIS RES PONSIB ILITIES
1. Staff this effort with appropriate ly skilled manages and technicians .
2. Promptly notify Customer of any unsafe condition about which BIS has knowledge.
3. Document each task necessary to complete the Services and send a final report to Customer when such tasks are completed .
CUSTOME R RESPONSIB ILIT IES
1. Customer agrees that the acceptance criteria for this project will be met when all deliverables have been completed and accepted .

2. Customer will be responsible for data migration unless specified in the scope of services.
3. Prior to BIS coming on-site for services, provide resource contact information ; names , phone numbers , email addresses and location .
4. Provide BIS with known scheduled outages, resource unavailability and project specific information for the development of a cohesive
project schedule.
5. Provide BIS with access to Customer's facilities and appropriate resources.
6. Promptly notify BIS of any unsafe condition about which Customer has knowledge and to which BIS resources could be exposed .
7. Promptly notify BIS of any accidents or injuries involving BIS employees or subcontractors assigned to customer.
8. Promptly inspect and accept Services and/or Deliverables upon completion by BIS.
DELIVERABLES
This SOW will produce the following specific deliverables and/or objectives ("Deliverables"). Costs contained in this SOW were created based
on these Deliverables and objectives only. Tasks , deliverables and responsibilities not explicitly addressed within this SOW are beyond its
scope and can only be provided pursuant to the change process described herein or pursuant to a separate SOW as mutually agreed to by both
parties. Except as explicitly set forth
in this SOW , BIS shall have no obligation to provide maintenance or support services for Deliverables or to modify or remediate Deliverables in
any manner following Customer's acceptance thereof.

MAINTENANCE SERVICE PLAN (MSP)
• Covers all equipment, cabling , software and labor furnished by Brady Integrated Security, Inc.
• Annual system inspection included on all Brady Integrated Security provided equipment.
• One (1) ANNUAL training on software/system.
• Licensed software version upgrades.
• Software service releases.
• Camera cleaning service included on video surveillance service plan .
• Remote assistance via webex for immediate support issues.
• A qualified technician will be on-site to assess malfunction within one normal work days' time .
• All components that fail under normal usage will be repaired or replaced on a priority basis using fastest procurement and shipping available.
• Starts immediately after initial warranty period expires.
• Service call must be made by authorized personnel only.
• Service does not cover malfunctions caused by operator error, vandalism , fire , flooding , force majeure or any consequence not caused by
normal wear, manufacturer defect or installation defect.
• Can be renewed every one (1), three (3) or five (5) years.
• Each renewal will include a system assessment by Brady Integrated Security.
• Changes in site conditions or system configuration may cause a change in the price of this service
• Service calls must be initiated by e-mail to securityservices@bradyservices .com

SEI will furnish and install two new EST3 Fire Alarm Control Panels (as replacement for the
existing FACP's which are no longer supported or available parts). SEI will program the new
panels, re -label all the initiating devices for their new logical address and test 100% all devices
and functions of the system. This Scope does not include any painting, sheet-rock, cosmetic or
other structural modification. There are no bonds or permits included in this price. If these are
required there will be an additional charge. (Based upon our experience, it is reasonably
expected that the replacement of FACP will not require permit(s).) Work will be performed
during SEl's standard workweek which is Monday through Thursday 7:00Am to 6:00 PM . This
proposal is valid for 30 days at which time a revision may be necessary due to price
fluctuations on parts , cable, and/or labor costs. .Any additional requirement or changes to this
scope will require an amendment to this Agreement and may affect installation charges
indicated on this proposal. At the time of completion, SEI will offer a proposal to provide the
central station monitoring for an additional $300 annually.

Terms and Conditions
Acceptance
If this proposal is not accepted in writing within thirty days of date of submission subject to all
scope of work terms herein with an executed bilateral contract agreement acceptable to the
Offeror, in its sole discretion , then this offer to contract by Bidder shall be deemed rejected and
withdrawn by Bidder without further writing. Bidder may withdraw this offer to contract at any
time after submission in writing, and that withdrawal shall be deemed to have occurred upon
sending the notice of withdrawal by Bidder by any means to Offeree. Offeree shall have no
recourse against Bidder for any withdrawn or expired offer to contract. This Offer to contract is
made at Knightdale, North Carolina. Any alteration or extension of this offer must be in writing
and signed by Bidder.
Payment
Payment to be made as follows:
Equipment will be invoiced as stored on site or in Systems Electronics, Inc. insured warehouse
located at 4432 K Held Road Knightdale , NC. Equipment will be ordered as soon as practical
after receipt of signed contract or purchase order to avoid lead times with equipment. Receipt
of signed contract or purchase order releases equipment for order unless otherwise noted.
Labor will be invoiced progressively as installed. Invoice due upon receipt. All freight is FOB
origin.
No Hire Of Employees
During the period of performance of this agreement and for one year after completion or
termination of this agreement, neither the contractor nor the subcontractor shall without the
prior written consent of the other party solicit for hire or knowingly allow its employees to solicit
for hire any of those employees of the other party or its affiliates who are associated with the
performance of this agreement
General liability endorsements CG2037 and CG2010 are not included in this price . If these or
any other endorsements are required there will be an additional cost. Contact us for a quote on
these endorsements.
