Harnett County Boundary Line
The Harnett County IT Department, GIS/E911 Division, is requesting permission from the Harnett County
Board of Commissioners to proceed with resolving the current county boundary discrepancies with
Chatham and Wake County.
In November 2010, BOC approved that a letter of request be sent to NC Geodetic Survey (NCGS) requesting
that the Harnett Wake county line be surveyed. The survey has been completed at no cost to the county.
The NCGS contact is Ronald R. Harding, PLS, (919)733-3836, email : ron .harding@ncdps.gov
NCGS discovered the actual Chatham /Harnett/Wake County corner is 520 ' southwest of the 1961 corner
that was established for Chatham and Wake County. Harnett County was not included in the 1961 survey
and is currently using a corner approximately 1000' from the newly established corner.
NCGS has proposed an established line for Chatham, Harnett and Wake Counties to consider
Since June 2017, Chatham, Harnett and Wake have met 3 times with NCGS . Departments included in the
meetings were, GIS, County Manager, Legal , Tax, Planning, Emergency Services, Board of Elections and the
Board of Education.
All 3 counties agree with the NCGS survey results.
Wake County is requesting permission from their BOC on November 13th.
Chatham County is requesting permission from their BOC on November 21 st.
The next step is to prepare legislation to change the 1961 corner to the newly established corner. The plan
is to get the legislation submitted to Legislators by early January 2018, so that hopefully it can be approved
by the Legislators in May 2018.
All three counties have agreed to have a meeting with the affected property owners at Northwest Harnett
Fire Department, tentatively the first or second week in December.
Chatham/Harnett/Wake Board of Commissioners will need to consider a joint resolution to establish the
new county boundary lines.
NCGS will set monuments along the boundaries, record the survey with the Sec r etary of State and at each
local Register of Deeds office.
Each county will adjust their data to the new county boundaries.

Harnett County Part Time Paramedic Staffing Challenges
Summary: Harnett County currently is very proud that we are able to serve our citizens with a
response time of 8 minutes within our county. This is an awesome service that a lot of
jurisdictions would like to provide for their citizens. Since Harnett County E.M.S. has provided
county wide Paramedic coverage we have never had to shut down any 911 response trucks.
We have recently had to take 911 transport vehicles off the road and place a single paramedic
on a Quick Response Vehicle limiting our capabilities of transporting patients. With Harnett
County's growth and the need for immediate responses to 911 calls we are striving to assure
these units will stay in service.
Immediate concerns: Harnett County utilizes Part time Paramedics on average approximately
1300 hours monthly to backfill these vacancies. We cannot meet this need with our part time
paramedics so we first mandate full time overtime which is creating burn out issues for these
employees. As a last result we then try to move staffing around and utilize part time E.M.T.'s.
At this point our main concern is not compromising the level of care for our citizens.
Call Volume & Future issues: With population growth spreading throughout our county, we
are experiencing larger call volumes and the increase in the need for event coverages. We are
currently averaging 120 to 150 responses just on weekends. In consulting with Harnett
County Development Services our county is experiencing a large influx of subdivision growth.
This is contributing to the increase in responses and will only get more complex as others
develop.

RULES OF PROCEDURE
HARNETT COUNTY BOARD OF COMMISSIONERS
IV. REGULAR AND SPECIAL MEETINGS
Rule 6. Regular and Special Meetings
1) Regular Meetings : The Board shall hold regular meetings as follows:
First Monday of each Month at 9:00 a.m.
Third Monday of each Month at 7:00 p.m.
lfthe regular meeting day is a holiday on which county offices are closed, the meeting s hall be held on the next
business day or such succeeding day as may be specified in the motion adjourning the immediately preceding
regular meeting. Regular meetings are held in the County Administration Building. The Board may change or
cancel the place or time of a particular regular meeting or of all regular meetings within a specified period by
resolution adopted, posted, and noticed at least seven days before the change takes effect. Such a resolution shall be
filed with the Clerk to the Board and posted at or near the regular meeting place, and copies shall be sent to all
persons who have requested notice of special meetings of the Board.
2) Special Meetings. The Chairman or a majority of board members may at any time call a special meeting of the
Board by signing a notice stating the time and place of the meeting and the subjects to be considered. The Clerk
shall cause the notice to be posted on the bulletin board in the courthouse, on th e door of the meeting room, and
delivered to the Chairman and a ll other Board members or left at the dwelling place of each Board member at least
48 hours before the meeting. In addition , the notice shall be delivered to individual persons and news organizations
that have requested such notice.
3) Emergency Meetings. T he Chainnan or a majority of members may call an emergency meeting to deal with an
unexpected c ircumstance requiring immediate consideration. The person or persons calling the emergency meeting
shall cause notice of the meeting to be given to the other Board members and the public.
4) Work Sessions, Retreats and Committee Meetings. The Board may schedule Work Sessions, retreats, forums,
conventions, association, and committee meetings , or other information meetings of the Board or of a majority of its
members at such times and concerning such subjects as may be established by resolution or order of the Board. A
schedul e of s uch meetings held regularly shall be filed in the same place and manner as the schedule of regular
meetings. Work Sess ions and other informal official meetings not held regularly are subject to the same notice
requirements as special Board meetings.
