Library playground.
J. Hamett County Cooperative Extension requests permission to accept 2017-18
Adolescent Parenting Grant from the NC Department of Health and Human Services
Department in the amount of $75,000 in support of the Teen Pregnancy Prevention
Initiative. There is a local in-kind match of $25 ,000, which includes office space for
APP Coordinator, APP Library Space and Extension Director's Supervision of 5% of
salary.
K. Harnett County Department of Public Utilities (HCDPU) requests approval of the
North Hamett Waste Water Treatment Plant Upgrade Project Ordinance for
$5 ,773,752. This project consists of the construction of a sludge dewatering system
for both alum and wastewater sludge at the facility. It also consists of the addition of
rotating disc filters and aeration basin anoxic zone mixers for improved treatment
capability. These improvements are part of an increase in permitted treatment
capacity at the plant from 5.6 MGD to 7.5 MGD. This project will be funded solely
by HCDPU capital reserves.

L. Hamett County Sheriffs Office requests approval to accept the award of one Watch
Guard 4RE Digital HD Panoramic in-car camera system valued at $5,000 and one
Raptor KA Band Radar window mount radar unit valued at $1,800. These items will
be awarded to Hamett County based upon the NC Governor's Highway Traffic Safety
Grant point system.
M. Hamett County Sheriffs Office requests approval to trade in eight (8) old Pro-I 000
radar units and antennas to Tarheel Waves LLC in Greensboro NC in exchange for
repairs to a Golden Eagle radar unit. Repairs to the Golden Eagle unit are estimated
at $1,550 and the unit is valued at approximately $2,700.
N. General Services/Airport requests approval of the NC DOT/Division of Aviation
grant agreement to develop alternatives for upgrading or replacing the existing
Terminal Building at the Hamett Regional Jetport, originally constructed in the early
1980s. Hamett County will receive a 90% federally funded grant with a local match
of 10% funded by the current budget. The grant agreement also requires approval of a
resolution to appropriate the 10% of the total estimated project cost of $47,510.
0. General Services/Airport requests approval of the NC DOT/Division of Aviation
grant agreement to repair/replace the existing the primary Wind Cone at the Hamett
Regional Jetport and add a supplemental wind cone at both ends of Runway 5-23 .
Hamett County will receive a 90% federally funded grant with a local match of 10%
funded by the current budget. The grant agreement also requires approval of a
resolution to appropriate the 10% of the total estimated project cost of $27,460.
P. Hamett County Human Resources requests approval of the 2017-2018 benefits plan
for county employees recommended by the Employee Benefits Committee.

buses costing $265 ,797 and a Skyjack 4632 for auxiliary services costing $18 ,300 totaling
$284,097.

The Harnett County Board of Commissioners met in regular session on Monday, April 17, 2017,
in the Commissioners Meeting Room, County Administration Building, I 02 East Front Street,
Lillington, North Carolina.

Chairman Springle reconvened the Harnett County Board of Commissioners at 7 :00 pm. The
Board meet earlier in special session with the Harnett County Board of Education.
Chairman Springle called for additions and deletions to the published agenda. Commissioner
Elmore requested the addition of a Proclamation for 2017 Child Abuse Prevention Month. Mr.
Jeffries requested the Resolution Providing for the Issuance of Series 2017 General Obligation
School Bonds be removed from the consent agenda for discussion purposes. Last, Mr. Jeffries
announced the removal of the proposed zoning change public hearing to allow for proper notice.
Commissioner McKoy moved to approve the agenda as amended. Vice Chairman Miller
seconded the motion, which passed unanimously.

2. Tax rebates, refunds and releases (Attachment 1)
3. Hamett County Health Director requested approval to accept funding from the Susan G.
Komen Triangle to the Coast grant for $12,359 to provide access to breast cancer
education, outreach and screenings. There are no matching funds required.
4 . Human Resources requested approval of County Manager's salary adjustment effective
April 16, 2017. The increase was recommended as the result of the Springsted
compensation study that was done to bring all Hamett County positions and salaries to
market value.
5. Hamett County Legal Department requested approval of Hamett County Personal
Property Disposal Policy that allows the County to do a private sell of County property
valued under $30,000 without having to obtain Board approval through a resolution.
6 . Proclamation for 2017 Child Abuse Prevention Month
Period of up to 30 minutes for informal comments allowing 3 minutes for each presentation
Kris Nystrom of 391 Center Lane in Bunnlevel talked about Hwy 210 in Hamett County.
He also said he hoped the Board would discuss proposed revised police power ordinances
recently reviewed by the Planning Board.
Alan Longman talked about problems with mass transportation in Hamett County and
mentioned the possibility of interconnecting bus services from Cumberland County
through Hamett County to Wake County.
Elizabeth Crudup of 689 Silas Moore Road in Coats said she hopes Hamett County
would enacts the "Too Good To Fail" program that would be administered to children
through guidance counselors in the school system.
There were no appointments.
Deputy Finance Officer Allen C oats noted the Board is required to adopt a Resolution Providing
for the Issuance of Series 2017 General Obligation School Bonds in order for the County to issue
bonds for the construction of the new Benhaven School project. Mr . Coats stated in order for the
LGC to sale the bonds on May 9th the resolution needed to be adopted tonight. However, Mr.
Coats reported, the Board of Education had yet to open bids for the project and Hite Associates is
no longer sure $25.2 Million will be enough to cover the project. Mr. Coats discussed options
with the Board, which included a revised resolution that would allow the Board to approve a "not
to exceed", amount with the understanding once the bids were open they would know the exact
amount of bonds to sale. Mr. Coats suggested if the Board wishes to approve the revised
resolution that they set the amount not to exceed $30 Million. Staff will report final bid amounts
to the Board during their April 25th work session.
Vice Chairman Miller confirmed that a Y4-cent sales tax was passed to make debt payments on
this school. Mr. Coats stated the Y4 sales tax is not currently generating enough revenue to cover

this debt payment so the County will have to borrow the money up front and then pay it back
over time. Chairman Springle clarified approval of the resolution authorizes the LGC to sale no
more than $30 Million of bonds on May 9 , 2017 to fund the Benhaven School project.
Commissioner McKoy moved to adopt the revised Resolution Providing for the Issuance of
Series 2017 General Obligation School Bonds not to exceed $30 Million. Vice Chairman Miller
seconded the motion, which passed unanimously .

Commissioner Elmore moved to approve the Nonprofit Funding Committee's funding
recommendations totaling $50,500. Commissioner McKoy seconded the motion, which passed
unanimous! y.
Victoria Whitt, Executive Director of the Sandhills Center, presented a program update and FY
2017/2018 County general budget request for Harnett County in the amount of $199,679. Mrs .
Whitt noted Sandhills Center has not requested an increase in county general funding during the
past thirteen years and thanked the Board for their dedication and the continuance of funding.
She reminded the group that all of the funding received stays in Harnett County to support the
walk-in crisi s center that Sandhills Center supports. Mrs. Whitt also thanked Harnett County for
the three in-kind buildings the County provides to Sandhills Center for the use of providers.
Mrs . Whitt thanked Vice Chairman M iller for his service on the Sandhills Centers Board and
Commissioner McKoy for her past service. She also reco gnized Tonya Gray who serves on the
Sandhills Centers Board of Directors representing Hamett County.

Mrs. Whitt said Sand.hills has been meeting with county staff including Administration, Social
Services, Health Department and law enforcement to identify areas of needs in Hamett County.
She said Sandhills has worked out a relationship with Harnett County Social Services where they
are providing funding to supplement the guardianship services. Mrs. Whitt also noted Harnett
County has two Access2Care Screening/Kiosks located in the Social Services lobby and Library.
Mrs. Whitt announced the Crisis Intervention Training, which is CIT for law enforcement
officers, will be held June 12-16, 2017. She also announced seven upcoming Mental Health First
Aid Trainings. Mrs. Whitt shared a "dashboard" highlighting Harnett County members served in
2016, most frequent behavioral health services received and highest serving behavioral health
providers in 2016 . Last, she provided the Sandhills Center's Quarterly Community Report and
Annual Community Report December 2016 for review. Commissioners thanked Mrs. Whitt for
the excellent job she does.
Clint Williams, GIS/E-911 Operations Administrator, petitioned the board for a public hearing

Chairman Springle called to order a public hearing on the matter and opened the meeting for
comments from the public. Seeing no one move, Chairman Springle closed the public hearing.
Commissioner Elmore moved to approve the changes to road names as presented. Vice Chairman
Miller seconded the motion, which passed unanimously.

There was no new business and no need for closed session.

Chairman Springle introduced the following resolution (the "Resolution"), a swnmary of which
had been provided to each Commissioner, a copy of which was available with the Clerk to the Board of
Commissioners and which was read by title:
RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE COUNTY OF HARNETT
NORTH CAROLINA PROVIDING FOR THE ISSUANCE OF GENERAL 0BLIGA TION
SCHOOL BONDS, SERIES 2017
WHEREAS, the Bond Order (as defined below) has been adopted, and it is desirable to make
provision for the issuance of the bonds authorized by the Bond Order;
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners o f the C o unty of
Harnett, North Carolina (the "Board of Commissioners") as follows:
Section I. For purposes of this Resolution, the following words will have the meanings ascribed
to them below:
"Bond Order" means the Bond Order relating to the Projects (as defined herein) which was adopted
by the Board of Commissioners on July 21 , 2014 and approved by the vote of a majority of the voters who
voted thereon at a referendum duly called and held on November 4, 20 14.
"Federal Securities" means (a) direct obligations of the United States of America for the timely
payment of which the full faith and credit of the United States of America is pledged ; (b) obligations issued
by any agency controlled or supervised by and acting as an instrumentality of the United States of America,
the timely payment of the principal of and interest on which is fully guaranteed as full faith and credit
obligations of the United States of America (including any securities described in (a) or (b) issued or held
in the name of the Trustee in book-entry form on the books of the Department of Treasury of the United
States of America), which obligations, in either case, are held in the name of a trustee and are not subject
to redemption or purchase prior to maturity at the option of anyone other than the holder; ( c) any bonds or
other obligations of the State of North Caro lina or of any agency, instrumentality or local governmental
unit of the State of North Carolina which are (1) not callable prior to maturity or (2) as to which irrevocable

instructions have been given to the trustee or escrow agent with re spect to such bonds or other obligations
by the obligor to give due notice of redemption and to call such bonds for redemption on the date or dates
specified, and which are rated by Moody's, if the 2017 Bonds are rated by Moody's, and S&P, if the 2017
Bonds are rated by S&P, within the two highest rating categories and which are secured as to principal,
redemption premium, if any, and interest by a fund consisting only of cash or bonds or other obligations of
the character described in clause (a) or (b) hereof which fund may be applied only to the payment of such
principal of and interest and redemption premium, if any, on such bonds or other obligations on the maturity
date or dates thereof or the specified redemption date or dates pursuant to such irrevocable instructions, as
appropriate; or ( d) direct evidences of ownership of proportionate interests in future interest and principal
payments on specified obligations described in (a) held by a bank or trust company as custodian, under
which the owner of the investment is the real party in interest and has the right to proceed directly and
individually against the obligor on the underlying obligations described in (a), and which underlying
obligations are not available to satisfy any claim of the custodian or any person claiming through the
custodian or to whom the custodian may be obligated.
"Finance Officer" means the County's Finance Officer, or such other officer of the County
designated as the Finance Officer.
"Moody's" means Moody's Investors Service, a corporation organized and existing under the Jaws
of the State of Delaware, its successors and their assigns and, if such corporation for any reason no longer
performs the functions of a securities rating agency, "Moody's" will be deemed to refer to any other
nationally recognized rating agency other than S&P designed by the County.
"Pricing Certificate" means the certificate of the County 's Finance Officer delivered in connection
with the issuance of the 2017 Bonds which establishes, with respect to the 2017 Bonds, the fmal maturity
amounts , the interest payment dates and the provisions for redemption .
"Projects" means providing for the construction, renovation, improvement, equipping and
furnishing of public school facilities within the County, including the acquisition ofland, rights-of-way and
easements required therefor.
"S&P" means Standard & Poor's Ratings Services, its successors and their assigns and, if such
corporation for any reason no longer performs the functions of a securities rating agency, "S&P" will be
deemed to refer to any other nationally recognized rating agency other than Moody's designed by the
County.
"201 7 Bonds" means the County's General Obligation School Bonds, Series 2017 authorized under
the Bond Order.
Section 2. The County shall issue not to exceed $30,000,000 in total aggregate principal amount
of its 2017 Bonds.
Section 3. Unless the Finance Officer provides otherwise in the Pricing Certificate, the 2017
Bonds shall be dat ed their date of issuance and pay interest semiannually on May 1 and November 1,
beginning November I, 201 7. The 2017 Bonds are being issued to provide funds ( 1) to finance the capital
costs of a portion of the Projects pursuant to and in accordance with the Bond Order and (2) to pay the costs
of issuing the 2017 Bonds.
Section 4. The Board of Commissioners has ascertained and hereby determine s that the average
period of usefulness of the capital projects being financed by the proceeds of the 2017 Bonds is not less
than 25 years computed from the date of is s uance of the 20 I 7 Bonds .

Section 5. The 2017 Bonds are payable in annual installments on May I in each year, unless the
Finance Officer establishes a different date in her Pricing Certificate. The maturities of the 2017 Bonds
will be as set forth in the Pricing Certificate.
Section 6. The 2017 Bonds are to be numbered from "R-1 " consecutively and upward. All 2017
Bonds shall bear interest from their date at a rate or rates which shall be hereafter determined on the sale
thereof computed on the basis of a 3 60-day year of twelve 3 0-day months.
Section 7. The 2017 Bonds are to be registered as to principal and interest, and the Finance
Officer is directed to maintain the registration records with respect thereto. The 2017 Bonds shall bear the
original or facsimile signatures of the Chairman of the Board of Commissioners or the County Manager
and the Clerk to the Board of Commissioners of the County. An original or facsimile of the seal of the
County is to be imprinted on each of the 2017 Bonds.
Section 8. The 2017 Bonds will initially be issued by means of a book-entry system with no
physical distribution of bond certificates made to the public. One bond certificate for each maturity will be
issued to The Depository Trust Company, New York, New York ("DTC'), and immobilized in its custody.
A book-entry system will be employed, evidencing ownership of the 2017 Bonds in principal amounts of
$5,000 or integral multiples thereof, with transfers of beneficial ownership effected on the records of DTC
and its participants pursuant to rules and procedures established by DTC. Interest on the 2017 Bonds will
be payable to DTC or its nominee as registered owner of the 2017 Bonds in immediately available funds.
The principal of and interest on the 2017 Bonds will be payable to owners of 2017 Bonds shown on the
records ofDTC at the close of business on the 15th day of the month preceding an interest payment date or
a bond payment date. The County will not be responsible or liable for maintaining, supervising or reviewing
the records maintained by DTC, its participants or persons acting through such participants.
If (a) DTC determines not to continue to act as securities depository for the 201 7 Bonds or (b) the
Finance Officer of the County determines that the continuation of the book-entry system of evidence and
transfer of ownership of the 2017 Bonds would adversely affect the interests of the beneficial owners of the
2017 Bonds, the County will discontinue the book-entry system with DTC in accordance with the rules and
procedures of DTC. If the County fails to identify another qualified securities depository to replace DTC,
the County will authenticate and deliver replacement bonds in accordance with the rules and procedures of
DTC.
Section 9. If the Pricing Certificate designates a date for the 2017 Bonds on and after which the
20 I 7 Bonds are subject to redemption, then such 2017 Bonds are subject to redemption before maturity, at
the option of the County, from any money that may be made available for such purpose, either in whole or
in part on any date on or after the date set forth in the Pricing Certificate, at the principal amount of the
2017 Bonds to be redeemed, together with interest accrued thereon to the date fixed for redemption, with
such redemption premium, if any, designated for the 201 7 Bonds in the Pricing Certificate.
If the 2017 Bonds are subject to optional redemption and if less than all the 2017 Bonds are called
for redemption, the County shall select the maturity or maturities of the 201 7 Bonds to be redeemed in such
manner as the County in its discretion may determine, and DTC and its participants shall determine which
2017 Bonds within a maturity are to be redeemed by lot; provided, however, that the portion of any 2017
Bond to be redeemed must be in principal amount of $5,000 or integral multiples thereof and that, in
selecting 2017 Bonds for redemption, each 2017 Bond is to be considered as representing that number of
2017 Bonds which is obtained by dividing the principal amount of such 2017 Bond by $5,000. When the
County elects to redeem any 2017 Bonds, notice of such redemption of such 201 7 Bonds, stating the
redemption date, redemption price and identifying the 2017 Bonds or portions thereof to be redeemed by
reference to their numbers and further stating that on such redemption date there are due and payable on

each 2017 Bond or portion thereof so to be redeemed, the principal thereof and interest accrued to the
redemption date and that from and after such date interest thereon shall cease to accrue, is to be given not
less than 30 days nor more than 60 days before the redemption date in writing to OTC or its nominee as the
registered owner of such 2017 Bonds, by prepaid certified or registered United States mail ( or by such other
means as may be permitted by DTC's rules and procedures), at the address provided to the County by OTC,
but any failure or defect in respect of such mailing will not affect the validity of the redemption. IfDTC is
not the registered owner of such 2017 Bonds, the County will give notice at the time set forth above by
prepaid first class United States mail, to the then-registered owners of such 2017 Bonds or portions thereof
to be redeemed at the last address shown on the registration books kept by the County. The County will
also mail or transmit by facsimile or electronic submission a copy of the notice of redemption within the
time set forth above (I) to the Commission and (2) to the Municipal Securities Rule Making Board (the
"MSRB") in an electronic format as prescribed by the MSRB.
Section 10. The 2017 Bonds and the provisions for the registration of the 2017 Bonds and for the
approval of the 2017 Bonds by the Secretary of the Local Government Commission are to be in substantially
the form set forth in Exhibit A hereto.
Section 11. The Finance Officer is hereby authorized to execute a non-arbitrage certificate with
respect to the 2017 Bonds in order to comply with Section 148 of the Code and the applicable Income Tax
Regulations thereunder.
Section 12. The Finance Officer is hereby directed to create and establish a special fund to be
designated "County of Hamett, North Carolina General Obligation School Bonds, Series 2017 Project
Fun<!' (the "Project Fun<!') and may establish separate accounts with the Project Fund related to each of
the Projects or otherwise track the expenditures related to each of the Projects. The Finance Officer shall
deposit the proceeds from the sale of the 201 7 Bonds in the Project Fund. The Finance Officer shall invest
and reinvest any moneys held in the Project Fund as permitted by the laws of the State of North Carolina
and the income, to the extent permitted by the Code, is to be retained in the Project Fund and applied with
the proceeds of the 2017 Bonds to pay the costs of the Projects, as directed by the Finance Officer. The
Finance Officer shall keep and maintain adequate records pertaining to the Project Fund and all
disbursements therefrom so as to satisfy the requirements of the laws of the State of North Carolina and to
assure that the County maintains its covenants with respect to the exclusion of the interest on the 2017
Bonds from gross income for purposes of federal income taxation.
Section 13. Actions taken by officials of the County to select paying and transfer agents, and a
bond registrar, or alternate or successor agents and registrars pursuant to Section l 59E-8 of the Registered
Public Obligations Act, Chapter l 59E of the General Statutes of North Carolina, are hereby authorized and
approved.
Section 14. The Local Government Commission is hereby requested to sell the 2017 Bonds
through a competitive sale to the bidder whose bid results in the lowest interest cost to the County,
determined on the basis of the true interest cost method.
Section 15. The Chairman of the Board, the County Manager, the Clerk to the Board and the
Finance Officer, individually and coJlectively, are hereby authorized and directed to cause the 2017 Bonds
to be prepared and, when they shall have been duly sold by the Local Government Commission, to execute
the 2017 Bonds and to tum the 2017 Bonds over to the registrar and transfer agent of the County for delivery
through the facilities of OTC to the purchaser or purchasers to whom they may be sold by the Local
Government Commission.

Section 16. The form and content of the Notice of Sale and the Preliminary Official Statement
together with the final Official Statement related to the 2017 Bonds are in all respects authorized, approved
and confirmed, and the Chairman of the Board, the County Manager, the Clerk to the Board and the Finance
Officer, individually and collectively, are authorized , empowered and directed to execute and deliver the
Official Statement in substantially the form and content presented to the Board, but with such changes,
modifications, additions or deletions therein as shall to the Chairman of the Board, the County Manager,
the Clerk to the Board and the Finance Officer seem necessary, desirable or appropriate, their execution
thereof to constitute conclusive evidence of the approval of the Board of any and all changes, modifications,
additions or deletions therein from the form and content of the Official Statement presented to the Board.
Section 17. The Chairman of the Board, the County Manager, the Clerk to the Board and the
Finance Officer, individually and collectively, are authorized and directed to execute and deliver for and
on behalf of the County any and all additional certificates, documents, opinions or other papers and perform
all other acts as may be required by the documents contemplated hereinabove or as may be deemed
necessary or appropriate in order to implement and carry out the intent and purposes of this Resolution.
Section 18. The County agrees, in accordance with Rule 15c2-12 (the "Rule") promulgated by
the Securities and Exchange Commission (the "SEC') and for the benefit of the Registered Owners and
beneficial owners of the 2017 Bonds, as follows:
( 1) by not later than seven months after the end of each Fiscal Year to the Municipal
Securities Rulemaking Board (the "MSRB") in an electronic format as prescribed by the MSRB,
the audited financial statements of the County for the preceding Fiscal Year, if available, prepared
in accordance with Section 159-34 of the General Statutes ofNorth Carolina, as it may be amended
from time to time, or any successor statute, or if such audited financial statements are not then
available, unaudited financial statements of the County for such Fiscal Year to be replaced
subsequently by audited financial statements of the County to be delivered within 15 days after
such audited financial statements become available for distribution;
(2) by not later than seven months after the end of each Fiscal Year to the MSRB, the
financial and statistical data as of a date not earlier than the end of the preceding Fiscal Year for
the type of information included under the captions "THE COUNTY-DEBT INFORMATION" and
"--TAX INFORMATION" (excluding information on underlying and overlapping units) in the
Official Statement referred to in Section 16;
(3) in a timely manner not in excess of 10 business days after the occurrence of the
event, to the MSRB, notice of any of the following events with respect to the 2017 Bonds:

Bonds or other material events affecting the tax status of the 201 7 Bonds;
(g) modification of the rights of the Beneficial Owners of the 2017 Bonds, if
material;
(h) call of any of the 2017 Bonds, if material, and tender offers;
( i) defeasance of any of the 2017 Bonds;
(j) release, substitution or sale of any property securing repayment of the
20 I 7 Bonds, if material;
(k) rating changes;
(l) bankruptcy, insolvency, receivership or similar event of the Board;
(m) the consummation of a merger, consolidation, or acquisition involving the
Board or the sale of all or substantially all of the assets of the obligated person, other than
in the ordinary course of business, the entry into a definitive agreement to undertake such
an action or the termination of a definitive agreement relating to such actions, other than
pursuant to its terms, if material; and
(n) the appointment of a successor or additional trustee , or the change in the
name of a trustee, if material; and
( 4) in a timely manner to the MSRB, notice of the failure by the County to provide the
required annual financial information described in ( 1) and (2) above on or before the date specified.
The County agrees that its undertaking under this Paragraph is intended to be for the benefit of the
registered owners and the beneficial owners of the 2017 Bonds and is enforceable by any of the registered
owners and the beneficial owners of the 2017 Bonds, including an action for specific performance of the
County's obligations under th is Paragraph, but a failure to comply will not be an event of default and will
not result in acceleration of the payment of the 2017 Bonds. An action must be instituted, had and
maintained in the manner provided in this Paragraph for the benefit of aJI of the registered owners and
beneficial owners of the 201 7 Bonds.
All documents provided to the MSRB as descri bed in this Paragraph shall be provided in an
electronic format as prescribed by the MSRB and accompanied by identifying information as prescribed by
the MSRB. The County may discharge its undertaking described above by providing such information in
a manner the SEC subsequently authorizes in lieu of the manner described above.
The County may modify from time to time, consistent with the Rule, the information provided or
the fonnat of t he presentation of such information , to the extent necessary or appropriate in the judgment
o f the County, but:
(I) any such modification may only be made in connection with a change in
circumstances that arises from a change in legal requirements, change in law or change in the
identity, nature or statu s of the County;

(2) the information to be provided, as modified, would have complied with the
requirements of the Rule as of the date of the Official Statement, after taking into account any
amendments or interpretations of the Rule as well as any changes in circumstances;
(3) any such modification does not materially impair the interest of the registered
owners or the beneficial owners, as determined by nationally recognized bond counsel or by the
approving vote of the registered owners of a majority in principal amount of the 2017 Bonds.
Any annual financial information containing modified operating data or financial information will
explain, in narrative form, the reasons for the modification and the impact of the change in the type of
operating data or financial information being provided.
The provisions of this Paragraph terminate on payment, or provision having been made for payment
in a manner consistent with the Rule, in full of the principal of and interest on the 2017 Bonds.
Section 19. Those portions of this Resolution other than Paragraph 18 may be amended or
supplemented, from time to time, without the consent of the owners of the 2017 Bonds if in the opinion of
nationally recognized bond counsel, such amendment or supplement would not adversely affect the interests
of the owners of the 2017 Bonds and would not cause the interest on the 2017 Bonds to be included in the
gross income of a recipient thereof for federal income tax purposes. This Resolution may be amended or
supplemented with the consent of the owners of a majority in aggregate principal amount of the outstanding
2017 Bonds, exclusive of 2017 Bonds, if any, owned by the County, but a modification or amendment
( 1) may not, without the express consent of any owner of 2017 Bonds, reduce the principal amount of any
201 7 Bond, reduce the interest rate payable on it, extend its maturity or the times for paying interest, change
the monetary medium in which principal and interest is payable, or reduce the percentage of consent
required for amendment or modification and (2) as to an amendment to Paragraph 18, must be limited as
described therein.
Any act done pursuant to a modification or amendment consented to by the owners of the 2017
Bonds is binding on all owners of the 2017 Bonds and will not be deemed an infringement of any of the
provisions of this Resolution, whatever the character of the act may be, and may be done and performed as
fully and freely as if expressly permitted by the terms of this Resolution, and after consent has been given,
no owner of a 2017 Bond has any right or interest to object to the action, to question its propriety or to
enjoin or restrain the County from taking any action pursuant to a modification or amendment.
If the County proposes an amendment or supplemental resolution to this Resolution requiring the
consent of the owners of the 2017 Bonds, the Registrar shall, on being satisfactorily indemnified with
respect to expenses, cause notice of the proposed amendment to be sent to each owner of the 2017 Bonds
then outstanding by first-class mail, postage prepaid, to the address of such owner as it appears on the
registration books; but the failure to receive such notice by mailing by any owner, or any defect in the
mailing thereof, will not affect the validity of any proceedings pursuant hereto. Such notice shall briefly
set forth the nature of the proposed amendment and shall state that copies thereof are on file at the principal
office of the Registrar for inspection by all owners of the 2017 Bonds. If, within 60 days or such longer
period as shall be prescribed by the County following the giving of such notice, the owners of a majority in
aggregate principal amount of 201 7 Bonds then outstanding have consented to the proposed amendment,
the amendment will be effective as of the date stated in the notice.
Section 20. Nothing in this Resolution precludes (a) the payment of the 2017 Bonds from the
proceeds of refunding bonds or (b) the payment of the 20 I 7 Bonds from any legally available funds.

If the County causes to be paid, or has made provisions to pay, on maturity or on redemption before
maturity, to the owners of the 2017 Bonds the principal of the 2017 Bonds (including interest to become
due thereon), through setting aside trust funds or setting apart in a reserve fund or special trust account
created pursuant to this Resolution or otherwise, or through the irrevocable segregation for that purpose in
some sinking fund or other fund or trust account with an escrow agent or otherwise, moneys sufficient
therefor, including, but not limited to, interest earned or to be earned on Federal Securities, the County shall
so notify each rating agency then rating the 2017 Bonds, and then such 2017 Bonds shall be considered to
have been discharged and satisfied, and the principal of the 2017 Bonds (including and interest thereon)
shall no longer be deemed to be outstanding and unpaid ; provided , however, that nothing in this Resolution
requires the deposit of more than such Federal Securities as may be sufficient, taking into account both the
principal amount of such Federal Securities and the interest to become due thereon, to implement any such
defeasance.
If such a defeasance occurs and after the County receives an opinion of a nationally recognized
verification agent that the segregated moneys or Federal Securities together with interest earnings thereon
are sufficient to effect a defeasance, the County shall execute and deliver all such instruments as may be
necessary to effect such a defeasance and desirable to evidence such release, discharge and satisfaction.
The County shall make provisions for the mailing of a notice to the owners of the 2017 Bonds that such
moneys are so available for such payment.
Section 21. If any one or more of the agreements or provisions herein contained is held contrary
to any express provision of law or contrary to the policy of express law, though not expressly prohibi ted ,
or against public policy, or for any reason whatsoever is held invalid, then such covenants, agreements or
provisions are null and void and separable from the remaining agreements and provi sions and will in no
way affect the validity of any of the o ther agreements and provisions hereo f or of the 2017 Bonds authorized
hereunder.
Section 22. All resolutions or parts thereof of the Board of Commissioners in conflict with the
provisions herein contained are, to the extent of such conflict, hereby superseded and repealed.
Section 23. Thi s Bond Reso lution is effective on its adoption .

improvement, equipping and furnishing of public school facilities within the County, including the
acquisition of land, rights-of-way and easements required therefor and to pay the costs of issuing the 2017

The 2017 Bonds maturing on or before May l, 2027 will not be subject to redemption prior to
maturity. The 2017 Bonds maturing on and after May 1, 2028 will be subject to redemption prior to
maturity, at the option of the County, from any moneys that may be made available for such purpose, either
in whole or in part on any date on or after May 1, 2027. 2017 Bonds called for redemption will be redeemed
at the redemption price of the principal amount of 2017 Bonds to be so redeemed, plus accrued interest to
the redemption date.
If less than all of the 2017 Bonds are called for redemption, the County shall select the maturity or
maturities of the 201 7 Bonds to be redeemed in such manner as the County in its discretion may determine
and DTC and its participants shall determine which of the 2017 Bonds within a maturity are to be redeemed

A RESOLUTION TO CANCEL THE
MAY 9, 2017 WORK SESSION OF THE
HARNETT COUNTY BOARD OF COMMISSIONERS
THAT WHEREAS, the Harnett County Board of Commissioners adopted on September
19, 1994 certain Rules of Procedure by which the Board would conduct its meetings; and
WHEREAS, Rule 6 of the Rules of Procedure concerning "Regular and Special
Meetings" states that the Board may cancel the place or time of a particular regular meeting by
resolution: that the Board has determined that it will not meet at its work session scheduled
morning meetings of Tuesday, May 9, 2017.
NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of Harnett
County that its work session scheduled for Tuesday, May 9, 2017 is hereby canceled; that this
Resolution shall be filed with the Clerk to the Board, posed at the regular meeting place and
forwarded to all parties on the County's Sunshine List.

PROCLAMATION
WHEREAS, emergency medical services is a vital public service; and
WHEREAS, the members of Harnett County 's emergency medical services team is ready to
provide lifesaving care to those in need 24 hours a day, seven days a week; and

WHEREAS, access to quality emergency care dramatically improves the survival and recovery
rate of those who experience sudden illness or injury; and
WHEREAS, the Hamett County emergency medical services team consists of physicians,
emergency medical technicians, paramedics, firefighters, police officers, educators,
administrators and emergency medical telecommunicators; and
WHEREAS, the members of Hamett County's emergency medical services team, whether
career or volunteer, engage in thousands of hours of specialized training and continuing
education to enhance their education and ability to perform lifesaving skills; and
WHEREAS, the members of Hamett County emergency medical services strive to train those
within the County with a desire to serve; and
WHEREAS , it is appropriate to recognize the value and the accomplishments of Harnett
County's emergency medical services team by designating Emergency Medical Services Week;
NOW THEREFORE, we, the Hamett County Board of Commissioners, do hereby proclaim the
week of May 21 -27, 2017 as Harnett County's EMERGENCY MEDICAL SERVICES

League) program.
Deputy Mark Hornsby is the director of the Hamett United PAL program . Jimmy Riddle has
spoken with Mark Hornsby and Paula Stewart regarding this request.
If approved, the Hamett United PAL program will title the vehicle in their organizational
name and take full respon sibility for all needed maintenance , repairs, title charges and
insurance requirements .

WHERAS , County of Harnett (the "County") owns the following motor vehicle, utilized
by the Hamett County Emergency Services Department:

WHEREAS , said vehicle have little of any, value on the open and public market;

County, could utilize such vehicle for the transportation of their members, which are the Hamett
County School's youth.
WHEREAS, the transfer of s uch vehicle to HUP AL would provide for and promote the
safety and welfare for the youth of the Hamett County Schools.
NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF
COMMISSIONERS, that the Harnett County Emergency Services shal l be and is hereby
authorized and directed to take any such actions as might be necessary and advisable to transfer
the above-referenced vehicle to Hamett United Police Athletic League, without consideration,
pursuant to the provisions of North Carolina General Statute 153-176.

Veterans Services requests the acceptance of the Veterans Park Storage Building bid
recommendation. Six contractors submitted bid proposals, however, four bids were over
budget and the lowest bid was not accepted due to the bid containing a brick fayade. The bid
calls for an all brick storage building. The most desirable bid is from The Spruill
Construction Corporation and the bid is for $38,000.00.
This company is a member of the Harnett Builders Association and is minority owned
business.

Parks and Recreation requests the acceptance of the Boone Trail Community Center and
Library Playground bids recommendation, Three playground contractors submitted bid
proposals with the lowest bid and most desirable design by Barrs Recreation for $52 ,041.00.
The playground will include a large play structure for 2-12 year olds and a large web
climber.
Barrs Recreation was able to provide more equipment than the other two bidders due to a
grant through the playground manufacturer, Burke. The grant is worth $25,484.00 in
additional equipment.

GENERAL CONTRACT COVER
This contract is hereby entered into by and between the North Carolina Department of Health and
Human Services, Division of Public Health (the "Division") and County of Hamett, Hamett County
Cooperative Extension (the "Contractor") (referred to collectively as the "Parties").

These documents constitute the entire agreement between the Parties and supersede all prior
oral or written statements or agreements.
2. Precedence Among Contract Documents:
In the event of a conflict between or among the terms of the Contract Documents, the tenns in the
Contract Document with the highest relative precedence shall prevail. The order of precedence
shall be the order of documents as listed in the contract document section, with the first-listed
document having the highest precedence and the last-listed document having the lowest
precedence. If there are multiple contract amendments, the most recent amendment shall have
the highest precedence and the oldest amendment shall have the lowest precedence.
3. Effective Period:
This contract shall be effective on 6/1/2017 and shall terminate on 5/31/2018, with the option to
extend , if mutually agreed upon, through a written amendment as provided for in the General
Terms and Conditions.
4. Contractor's Duties:
The Contractor shall provide the services as described in the scope of work and in accordance
with the approved budget.
5. Division's Duties:
The Division shall pay the Contractor in the manner and in the amounts specified in the contract
documents. The total amount paid by the Division to the Contractor under this contract shall not
exceed $75,000. This amount consists of $0 in State funds, $0 in Local funds, $0 in Other funds
and $75,000 in Federal funds.
The Contractor's matching requirement is $25,000.
The contributions from the Contractor shall be sourced from non-federal funds .

The total contract amount is $100,000.
6. Conflict of Interest Policy:
The division has determined that this contract is not subject to N .C.G.S. 143C-6-22 & 23.
7. Reversion of Unexpended Funds:
Any unexpended grant funds shall revert to the Division upon termination of this contract.
8. Grants:
The Contractor/Grantee has the responsibility to ensure that all sub-grantees, if any, provide all
information necessary to permit the Contractor/Grantee to comply with the standards set forth in
this contract.
9 . Reporting Requirements:
The Division has determined that this is a contract for financial assistance with a Public Entity.
Local governmental agencies are subject to N.C.G .S . § 159-34, annual independent audit, rules
and regulations, 0MB Circular A-133 , Audits of States, Local Governments, and Non-Profit
Organizations, and N .C .G .S. § 143C-6-22, use of state funds by non state entities. If subgranting
is allowable, a nongovernmental subgrantee is subject to the reporting requirements described on
the Notice of Certain Reporting and Audit Requirements. Regulations and Reporting
Requirements of N.C. General Statute 143C-6.23 can be found at ncgrants.gov.
10. Payment Provisions:
Upon execution of this contract, the Contractor shall submit to the Division Contract
Administrator, a monthly reimbursement request for services rendered the previous month by the
10th of each month and, upon approval by the Division , receive payment within 30 days. Monthly
payment shall be made based on actual expenditures made in accordance with the approved
budget on file with both parties and reported on the monthly expenditure report submitted by the
Contractor. If this contract is terminated, the Contractor shall complete a final accounting report
and return any unearned funds to the Division within 30 days of the contract termination date. The
Division shall have no obligation for payments based on expenditure reports submitted later than
30 days after tennination or expiration of the contract period. All payments are contingent upon
fund availability.
11. Contract Administrators:
All notices permitted or required to be given by one Party to the other and all questions about the
contract from one Party to the other shall be addressed and delivered to the other Party's contract
administrator. The name, post office address, street address, telephone number, fax number, and
email address of the Parties' respective initial contract administrators are set out below. Either
Party may change the name, post office address, street address, telephone number, fax number,
or email address of its contract administrator by giving timely written notice to the other Party.

12. Supplementation of Expenditure of Public Funds:
The Contractor assures that funds received pursuant to this contract shall be used only to
supplement, not to supplant, the total amount of federal, state and local public funds that the
Contractor otherwise expends for contract services and related programs . Funds received under
this contract shall be used to provide additional publ ic funding for such services; the funds shall
not be used to reduce the Contractor's total expenditure of other public funds for such services.
13. Disbursements:
As a condition of this contract, the Contractor acknowledges and agrees to make disbursements
in accordance with the following requirements:
(a) Implement adequate internal controls over disbursements;
(b) Pre-audit all vouchers presented for payment to determine:
• Validity and accuracy of payment
• Payment due date
• Adequacy of documentation supporting payment
• Legality of disbursement
(c) Assure adequate control of signature stamps/plates;
(d) Assure adequate control of negotiable instruments; and
(e) Implement procedures to insure that account balance is solvent and reconcile the account
monthly.
14. Outsourcing to Other Countries:
The Contractor certifies that it has identified to the Division all jobs related to the contract that
have been outsourced to other countries , if any. The Contractor further agrees that it will not
outsource any such jobs during the term of this contract without providing notice to the Division.

REQUEST:
This is a formal request for the Board to approve the North Hamett Waste Water Treatment
Plant Upgrade Project Ordinance. This project consists of the construction of a sludge
dewatering system for both alum and waste water sludge at the facility. It also consists of the
addition of rotating disc filters and aeration basin anoxic zone mixers for improved treatment
capability. These improvements are part of an increase in permitted treatment capacity at the
plant from 5.6 MGD to 7.5 MGD. This project will be funded solely by HCDPU capital
reserves. The project ordinance and construction cost estimate is enclosed for your review.

POINT AND ONLINE CAMPAIGN REPORTING SYSTEMS INSTRUCTIONS
Revised
The Governor's Highway Safety Program 's Point System encourages participation at GHSP-
sponsored events and highway safety initiatives. AII Agencies (Hosting and Participating) must
submit their activities/events on point forms in the Point System for points (report only your
agency's officers, citations. etc.). Some activities/events require only the Host agency to submit
Point System forms (see Point System Activities, Initiatives, Events and Def'mitions below),
and all forms must meet the minimum criteria. All submissions are subject to review by GHSP
before points are awarded.
The Point System and Online Campaign Reporting System are located on the GHSP website:
https://www.ncghsp.org/points/index.cfi:n. Agency users must enter their agency's GHSP-issued
username and case-sensitive password to access the systems presently. All agency personnel
(users) needing access to the systems must also have a valid North Carolina Identity
Management (NCID) usemame and password and provide the NCID usemame to GHSP
(dtoler@ncdot.gov), along with their contact information. to be registered to use the Systems.
Agency Users may submit their CJLEADS or NCA WARE NCID usemame.
The Point System year runs from October 1 to September 30 annually. Any activities/events
entered must have occurred during the current Point System year and must only be entered after
they occur. All activities must be entered before September 30 to count in the current Point
System year. as GHSP must manually approve all submissions before points are awarded.
Further instructions will be provided by GHSP annually for activity submissions at the end of the
Point System year so that agencies may have submissions approved before the deadline.
Points may be earned by submitting Point System activities/events forms after they occur.
Activities/events and minimum criteria are listed below under Point System Activities,
Initiatives, Events and Definitions. Hosting and participating agencies should submit the
night-or day-time activity/event on the pertinent Point System form . Forms should be submitted
for activities (night-and day-time hours), including those conducted during campaign weeks.
Please make sure to enter all required minimum criteria on the form when submitting activities.
Once a form is submitted, it cannot be edited . Please contact GHSP if a submission needs to
be corrected or deleted. GHSP will review the submission form and accept it for points, or
decline it and provide a reason in the Remarks block. If minimum or corrected infonnation can
be provided, agencies may re-submit the form for points.
Points may also be earned by completing the Online Campaign Reporting System Report
Form during GHSP campaigns ("Click It or Ticket", "Booze It and Lose It", etc.). GHSP
campaigns are designated weeks during the year where specific traffic safety offenses are
targeted. GHSP requests that during these weeks agencies target these offenses and increase
their enforcement. Agencies who conduct activities each week during GHSP campaigns may
compile and submit a report of their total citations for the week by the reporting deadline for
points. Agencies that have no activity during the week (all zeros) will not receive credit for
participating, and no report should be submitted. The GHSP Planning Calendar on the GHSP
website has a list of alI campaigns and reporting deadlines. Agencies should also submit

individual activities held during campaigns in the Point System for points. Agencies may contact
the County Coordinator, Regional LEL or the GHSP office for information about campaigns.
Campaign reports must be submitted by 5:00 p.m. on the designated reporting date for
each week of a campaign. Please report any issues submitting your report promptly by
calling GHSP before 3:00 p.m. of the reporting deadline so that GHSP will have time to
assist you before 5:00 p.m. A Confirmation Report must be received upon submission of
the report to verify your report was received. Reports may be submitted prior to the reporting
deadline date if all activities have been completed for the report. Filing reports may take more
time on the reporting deadline date, as many agencies logging in will cause the computer servers
to be slow. Reports are not accepted after the reporting deadline date.
To report for the campaign week, select Add/Edit Campaign Report and the campaign
and week number for the current campaign from the drop-down menus at the top of the
form. If a week is not available, the deadline for reporting has passed and you may not
enter a report. Enter your agency's contact information, the first and last name of the
person reporting and a telephone number. Report only your agency's citations and
officers for the weekly activities. Section numbers will total automatically in total
blocks.
Submit your campaign report by clicking on the SUBMIT REPORT TO GHSP button
at the bottom of the screen. You should receive a Confirmation Report showing the
information you submitted. If not, your report was not received, and your agency
will not receive points. The report should not show all zeros. Resubmit the report
until you receive your Confirmation Report with the information and citations you
entered. This Confirmation Report is proof of your submission, and you should
print it or save it for your agency f"Iles (see sample report in Online Campaign
Reporting section below).
The dots (see below) on the report screen are for information only, so please enter your
report and make sure to get your Confirmation.
Green means that your agency has reported for that campaign week. You may edit the
report up to 5:00 p.m. on reporting day.
Yellow means that your agency has not reported, but the campaign week has not yet
passed . Your agency can report for this week.
Red means that your agency has not reported, and the campaign week report date has
passed. Your agency will not be able to report for this week.
If you make an error, click the CANCEL REPORT button at the bottom oftbe screen.
You will need to re-enter numbers for your agency and click SUBMIT. After you
complete your report, please log out of the system. Reports may be edited (re-submitted)
until the end of the reporting deadline.
If you are a County Coordinator: To view campaign numbers reported from agencies
within your county, click the SEARCH link. Select from the Campaign, Week and
Agency drop-down menus based on the information you wish to see. If you want to see

all reports, select all counties and all agencies and click SEARCH. To report numbers
for your agency or an agency in your county, go back to the main reporting page and
select the campaign, week and agency from the drop-down menus. If you notice that an
agency in your county is missing from the reporting list, please notify that agency and
inquire about their numbers.
All grant-funded agencies are required to meet the minimum requirements of their contracts.
Grant-funded agencies will only receive points for those activities submitted beyond those set
forth in their contracts, but all activities should be submitted for points. A separate point
deduction will be made for all grant-funded agencies at the end of each Point System year.
Point adjustments will be made to point totals by GHSP before the Point System year ends
(September). Bonus points will be added for awards, 100% online campaign reporting, etc.
Points will be deducted if submissions exceed monthly maximum allowances (i .e., daytime
activities). Points will also be deducted for equipment received from redemption of points
earned in the previous Point System year.
Accumulated points in the Point System will rollover from year to year. Points can only be
redeemed for equipment once per year at a time designated by GHSP after the Point
System year ends (Oct/Nov). All agencies must review their submissions and points totals for
possible errors during the Point System year and notify GHSP prior to September 30 if there
are discrepancies. Agencies will be provided with a list of available equipment and the
procedure for point redemption after the Point System year ends.

Points form in the Point System.

violations . Generally spotters and extra lighting are used, and the only
vehicles stopped are those violating the NC passenger restraint law. These

Task Force Activities (Night-or Day-time Checking Stations)
GHSP must be formally notified and a1mrove of Traffic Safety 1-24 submissions (if

should not be submitted in the Point System. The TSEI Task Force
Reporting form ( dated 10/13) can be found on the GHSP website.
Task Force Leaders complete the form (Word document), save it as a
pdf file and email the Qdf to dtoler@ncdot.gov as they occur and Qrior to
September 30 in the current point year.
Minimum criteria:
• Must be Multi-agency (Host and 2 or more Participating
agencies).
• Minimum of 3 law enforcement officers .
• Minimum of 4 hours (including briefing) .
• May occur during night-or day-time hours .
• Must include a briefing meeting .
• Zero citations reflect no evidence of activity and will not be
accepted for QOints.
• Task Force Leaders must submit a minimum of 12 Multi-agency
checking stations per fiscal year ( or a minimum number of
checking stations equal to the number of months left in the fiscal
year that the Task Force started) on TSEI Task Force Reporting
Forms.

"Click It or Ticket, Securing Your Future" Initiative High School
Enrollment Event
This Initiative recruits NC high schools to encourage teenage drivers to use
seat belts. The enrollment form is located on the GHSP website
(Initiatives). Initiative materials will be provided to the high school contact
for use in promoting the Initiative. An LE agency must complete the
enrollment form and submit it to GHSP for enrolling the high school and for
points to be awarded . GHSP will award points after receiving violation
reports. Points will only be awarded one time per new enrollment of a high
school.
Minimum criteria:
• Enrolling LE agency must be actively involved in recruiting the high
school.
• High School must submit violation reports as required by GHSP.
• High School must be enrolled and participate for one school year
• Schools must submit request to GHSP to be removed from this
program.
Hosted/Participated in Child Passenger Safety (CPS) Clinic or Child Seat

CPS Clinics and checking stations are events to inform the public of NC child
restraint laws and proper safety seat installation. List Agency Names section

Online Campaign Reporting
All agencies must complete a campaign report form for each week of a
designated GHSP campaign by the reporting deadline. Campaign dates and
reporting deadlines are posted on the GHSP website and yearly calendar
planner. No reports are allowed past the campaign week reporting deadline
date.
Minimum criteria:
• Campaign report must be submitted by the weekly deadline date for
points.
• Reports with zero (0) citations should not be filed, and no points will
be awarded.
• Reports should contain your agency's total citations from that week 's
activities that are pertinent to the GHSP campaign.
• A Confirmation Report (see sample below) must be received
showing citations after submission of a weekly campaign report or
the agency will not receive points. If no Confirmation Report is
received, resubmit the report until you receive the Confirmation
Report showing all citations, etc. submitted. Keep a copy of this
report for your :file .

Hosted Educational Event
An educational event is a presentation, workshop, etc. conducted at local

We are asking that the Pro-I 000 radars listed below be
traded out for repair work on Three Golden Eagle Radar Units.
The Pro-I 000 radars will no longer be allowed to be used in
North Carolina in February 2017 which is less than a month
away. The Pro-I 000 radars are over 15yrs old and would be
hard for us to sale being they are no longer useful in North
Carolina. The original value was around $900.00 and are now
worth around $150.00 one-bay.
Tarheel Waves the company we currently use to certify and
repair our radars has offered to buy the radars for $200.00 a
piece for the two antenna units and $150.00 for the single
antenna unit. To repair the Golden Eagle units and get the
cables for the radars the costs will offset each other as shown in
the attached invoice.

Requesting approval of the recommendations presented to the Board of Commissioners
during their April 25, 2017 work session for the 2017-18 benefits plan for county employees.
The attached information was compiled by the staff of Independent Benefit Advisors and
John Gasiorowski.
The Benefits Committee recommends that the County remain with the following:
Health insurance -BCBS of NC
Dental insurance -Delta Dental
Vision insurance -Superior Vision
Flexible Spending Account administration -P&A Group.
Additionally, the committee recommends changing from Reliance Standard to Unum Life
Insurance Co. to provide our Basic Life & AD&D, Short Term Disability, and Voluntary
Life and AD&D. This change in vendors is to avoid a drastically high increase with Reliance
due to a larger than normal number of life insurance claims during this benefit year.

We have comp l eted our analysi s of Harnett County Government's FY 2018 employee
benefits renewals for a July 1, 2017 effective date. To follow are summaries of each
benefit plan renewal.
HEALTH PLAN
Based on the most recent 12 months of claims experience and the fi xed cost for the
coming plan year, the projected renewal for the County's self-fu nded health plan is an
18.6% increase in cost. The good news is that after the first 3 months of FY 2017
having triple digit claims loss ratios averagi ng 120%, the l ast 4 months through January
2017 had double d igit claims loss ratios averaging 86%.

DENTAL PLAN
Effective July 1, 2014 , the County changed dental plan fundi n g to se lf-funded and
contracted with Delta Dental for admin i stration. Delta has the l argest dental provider
network in North Carolina and the nation and industry l eading provider discounts t hat
help reduce claims cost for the self-funded dental plan. On behalf of the County, IBA
had negotiated a multiple year rate guarantee through June 30 , 2019 for fixed cost.
Based on the most recent 12 months of claims experi ence and the fi x ed cost for the
coming plan year, the projected renewal for the County's self-funded dental plan i s a
3 .3% i ncrease in cost. The decision the County made to pay 100% of the employee
only cost will help stabilize the financial integrity of the dental plan.

VISION PLAN
Effective July 1, 2016, the County changed vision plan carriers from BCBSNC to
Superior Vision . Superior Vision has enhanced benefits and very competitive rates.
IBA negotiated a 4-year rate guarantee for the County through June 30, 2020. There
are no changes to benefits or rates for FY 2018 .

BASIC LIFE and AD&D, VOLUNTARY LIFE and AD&D, and VOLUNTARY SHORT
TERM DISABILITY
The current rate guarantees for Reliance Standard Basic Life and AD&D, Voluntary Life
and AD&D, and STD expire June 30, 2017. The County's loss ratios for all three benefit
plans, but especially for Basic Life and AD&D, are significantly high. Reliance is
seeking significant renewal increases effective July 1, 2017:

IBA is currently in negotiations with RSLI and other carriers in an effort to secure the
most comprehensive benefits with the most competitive pricing for the County and
employees . We will keep you informed of developments. Currently, Unum has

For 2017, the IRS has increased the maximum Medical FSA contribution to $2,600.

COBRA ADMINISTRATION
Effective July 1, 2014 the County contracted with P&A Group for COBRA
administration. P&A's service helps ensure compliance and reduce the administrative
burden on Human Resources. Additionally, P&A's rate structure is especially beneficial
to an employer, such as the County, with low turnover rates.

WORKSITE BENEFITS
Effective July 1, 2015 the County switched from USAble to Transamerica for voluntary
Accident, Cancer, Critical Illness, and Hospital Indemnity policies. Effective July 1,
2016 Transamerica added Whole Life policies to the offering . Transamerica is very
competitive in the worksite benefit market and provides enhanced benefits and lower
rates for employees.
Additionally, should the County change from Reliance Standard to another carrier, the
enrollers will be an important part of the transition .

FOREST RESOURCES & ECONOMIC
Forest management and reforestation activities added over 2.5 million dollars
to the Hamett County economy during 2016.
These efforts also provided seasonal work for site preparation contractors,
logging crews, planting crews and pre-commercial thinning crews.
Continued management of reforested areas should result in estimated future
economic benefits of over 3 million dollars.

FOREST
In 2016, 341 landowners were assisted by the N.C. Forest Service and 244 Forest
Management Plans were prepared, placing an additional 9,286 acres under active
forest management.
Forest Management Plans include a field visit by a Service Forester and County
Forest Service representative. During the field visit an examination of the land is
made and written recommendations are made.
Recommendations concerning timber harvesting, timber stand improvement and
reforestation are given, considering both the goals of the landowner and sound
management practices that protect and enhance wildfire and water quality.
Based on Forest Service recommendations, 1,154 acres were planted with trees

October 2016 Hurricane Matthew Response
• Provided assistance and support to county residents and other county
agencies during Hurricane Mathew recovery efforts.
November 2016 Western NC Wildifre Response
• Hamett County employees provided support to Western NC Counties due to
the large number and size of active wildfires.

At this time, there are no major forestry insect or disease problems in Harnett
County. If informed of Southern pine beetle activity, County Forest Service
personnel undertake the following activities :

3. NCDFR personnel assist landowner with marking infected trees and
coordinating harvest of same.

REQUEST:
Request that the Hamett County Board of Commissioners approve a capital request from the
Hamett County Board of Education.
The Board of Education has requested that the 2016 -2017 Capital Needs Assessment that
was submitted as part of the budget process be revised to include additional capital needs .
Thes e additional ne eds include the purchase of 3 yellow buses ($2 65,7 97) as-discussed at the
Hamett County Board work session on April 25, 2017 .
In addition to thi s request, the Board of Education would also like to include a Skyjac k 4632
Scissor Lift for $18 ,300 for auxiliary services.
