Disposal of Personal Property Policy
as of April 11, 2017
Purpose
To adopt an official policy establishing regulations prescribing procedures for disposing of
personal property belonging to Harnett County valued at less than $30,000.00 for any one item
or group of similar items that is no longer necessary for the conduct of public business.
Coverage
This policy, upon adoption by the Harnett County Board of Commissioners, shall be applicable
to the disposal of any personal property belonging to the County that is valued at less than
$30,000.00 for any one item or group of similar items until such time as this policy is altered,
modified, or rescinded by the Board of Commissioners.
Policy
Pursuant to G.S. §153A-176 and G.S. §160A-266, The Harnett County Board of Commissioners
hereby establishes the following procedures:
1. The County Manager or designee may declare surplus any one item or group of
similar items of personal property reported to him/her in writing as surplus by a
department head and which is valued at less than $30,000.00 by the County Manager
or designee.
2. The County Manager or designee may set the fair market value of each item and
convey title to the property.
3. Notification of such declaration of surplus property may be sent to the County
Manager, all department heads, and any other appropriate staff members for possible
re -utilization before disposition is made.
4. Property covered by this policy may be disposed through:

a. Private negotiation and sale;
b. Advertisement for sealed bids;
c. Negotiated offer, advertisement, and upset bid;
d. Public auction; or
e. Exchange.
5. The County Manager or designee shall choose or recommend the method of disposal
that is designed to obtain a fair market value for the property in the most efficient and
economical manner possible and is in the best interest of the County, as determined
by the County Manager or designee. Public notices of such disposition are not
required.
6. The County Manager or designee shall ensure that any confidential, proprietary or
other identifying information is removed from the personal property prior to
disposition.
7. The disposal of any equipment or other personal property through solid waste
services must be done in a manner consistent with environmental or other relevant
rules and regulations.
8. The County Manager or designee shall submit in writing to the Board of
Commissioners annual reports detailing transactions of property valued at less than
$30,000.00. The report must include:
a. A general description of the property sold or exchanged;
b. The name of the person(s) to whom the property was sold or with whom it
was exchanged; and
c. The amount of money or other consideration received for each sale or
exchange.
9. The County Manager or designee may discard any personal property that:
a. Is determined to have no value;
b. Remains unsold or unclaimed after the County has exhausted all efforts to sell
the property using the procedures available under G.S. §160A-266; or
c. Poses a potential threat to the public health or safety.
