HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting February 3,2003 The Harnett County Board of Commissioners met in regular session on Monday, Febuary 3, 2003, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Blanchard, Clerk to the Board Chairman Byrd called the meeting to order at 9:00 a.m. and Vice Chairman Hill led the pledge of allegiance and prayer. Commissioner Andrews moved to approve the agenda as published with the addition of a presentation of a resolution in memory of Lloyd G. Stewart. Commissioner McNeill seconded the motion and it passed unanimously. Carnell Robinson appointed for a 3-year term to expire 2/28/06 nominated by Commissioner Hill A presentation on "Sustainable Fort Bragg" was presented by representatives of Colonel Addison D. Davis, IV, U.S. Army Garrison Commander. Sustainable Fort Bragg Phase I, is Fort Bragg's Integrated Strategic Sustainability Plan (SSP), a "quest for sustaining the mission and our environment for the next 25 years." Rick Heicksen and Maurizia Chapman, Transportation Advisory Committee representatives, provided an overview ofthe Metropolitan Planning Organization (MPO)'s activities regarding transportation planning for the communities that make up the MPO. Commissioner McNeill moved to adopt a resolution to approve a Memorandum of Understanding between these communities and direct the execution of the Memorandum of Understanding. Commissioner Andrews seconded the motion and it passed unanimously. (Attachment 3) Eric Laber, Plant Manager of Charter Communications, briefed the Board on cable service accessibility for Harnett County schools. A monthly report was filed with the Board from the Harnett County Housing section. . Commissioner Hill moved for the Board to go into closed session for the following purposes: (1) To discuss personnel matters; and (2) To instruct the county staff concerning the position to be taken by the County in the procurement of real property for regional wastewater system. (3) To consult with the County Attorney concerning the handling of a potential claim. This motion is made pursuant to N.C. General Statute Section 143-318.11 (a) (6), (5) & (3). Commissioner McNeill seconded the motion and it passed unanimously. Commissioner McNeill moved for the Board to come out of closed session. Commissioner Andrews seconded the motion and it passed with a unanimously vote. The being no further business, Commissioner Hill moved for adjournment. Resolution Passed by The Board of Commissioners of the County of Hamett, North Carolina TiiefofIoWlng resolution was offered by and seconded by 'Uld upon being put to a vote was carried unanimously on the day of ,2003: THAT WHEREAS, it is recognized that the proper movement of travel within and through the Fayetteville urban area is a highly desirable element of a comprehensive plan for the orderly growth and development of the area; and WHEREAS, there are a number of governmental jurisdictions within the Fayetteville Metropolitan Planning Area which have been authorized implementation and regulatory responsibilities of transportation by North Carolina General Statutes; and WHEREAS, it is desirable that a coordinated, comprehensive, and cooperative transportation planning process be maintained in the Fayetteville Metropolitan Planning Area to insure that the transportation system is maintained on an efficient and economical basis commensurate with the public health, safety, and welfare; and WHEREAS, a revised Memorandum of Understanding between the City of Fayetteville, town of Hope Mills, Town of Spring Lake, Fort Bragg MHitary Reservation, Pope Air Force Base, County of Cumberland, County ofHamett, County of Hoke, and North Carolina Department of Transportation has been prepared that sets forth the responsibilities . and working arrangements for maintaining a continuing, comprehensive, and cooperative transportation planning process; and NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE COUNTY OF HARNElT, NORTH CAROLINA.
