Minutes of Special Meeting (Work Session)
January 31, 2003
The Harnett County Board of Commissioners met in special session on January 31,
. 2003, in the Commissioners' Meeting Room, County Administration Building, 102
East Front Street, Lillington, North Carolina.
Members present: Teddy J. Byrd, Chairman
Beatrice Bailey Hill, Vice Chairman
Dan B. Andrews
Walt Titchener
Tim McNeill
Staff present: Neil Emory, County Manager
Wm. A. (Tony) Wilder, Assistant County Manager
Dwight W. Snow, County Attorney
Vanessa W. Young, County Finance Officer
Kay S. Blanchard, Clerk to the Board
Guest: Sheriff Larry Rollins
Chairman Byrd called the meeting to order at 11 :30 a.m.
Commissioner HiUmoved for the Board to go into closed session to discuss property
acquisition. This motion is made pursuant to N.C. General Statute Section 143-
. 318.11(a)(5). Commissioner Andrews seconded the motion and it passed
unanimously.
Commissioner Hill moved for the Board to come out of closed session. Commissioner
Andrews seconded the motion and it passed unanimously.
Chairman Byrd led the invocation.
Sheriff Rollins discussed purchasing in the Sheriff's Department with the Board and
staff. He requested a county credit card and requested authorization be given to the
Sheriffs Department for purchases up to $1,000 without a purchase order or prior
approval. After discussion, the county manager and finance officer were directed to
evaluate current purchasing policies for county departments. If there is a need to
change purchasing policies, options will be brought back to the Board. Other concerns
Sheriff Rollins mentioned were needs at the law enforcement center: security, small
construction projects, jail facility andjail manpower.
Neil Emory, County Manager, led a discussion on the items listed below.
- Economic Development Incentive Program as it relates to proposed Good
Hope Hospital construction project
- Security grant for the new courthouse
.
- Restrictions on pre-1976 manufactured homes
- Abandoned mobile homes
- New courthouse access road
- Law suit/school system
Chairman Byrd shared with the Board that his Army Reserve Unit has been alerted for
mobilization.

There being no further business, Commissioner Hill moved for adjournment.
Commissioner Andrews seconded the motion and it passed unanimously. The Harnett
County Board of Commissioners' workshop, January 31,2003, adjourned at 2:00 p.m.

February 3,2003
The Harnett County Board of Commissioners met in regular session on Monday,
Febuary 3, 2003, in the Commissioners Meeting Room, County Administration
Building, 102 East Front Street, Lillington, North Carolina.
Members present: Teddy J. Byrd, Chairman
Beatrice Bailey Hill, Vice Chairman

Chairman Byrd called the meeting to order at 9:00 a.m. and Vice Chairman Hill led
the pledge of allegiance and prayer.
Commissioner Andrews moved to approve the agenda as published with the addition
of a presentation of a resolution in memory of Lloyd G. Stewart. Commissioner
McNeill seconded the motion and it passed unanimously.
Upon motion by Commissioner McNeill and seconded by Commissioner Hill, the
Board unanimously approved the following items on the consent agenda:
