A RESOLUTION AMENDING THE
HARNETT COUNTY UNIFIED DEVELOPMENT ORDINANCE
WHEREAS, the Board of Commissioners of Harnett County adopted the UDO on October 17 ,
2011 for the purpose of promoting the health, safety, and general welfare of the county residents;
and
WHEREAS, this ordinance was adopted under authority granted by the General Assembly of the
State of North Carolina, particularly G.S . l 53A-340; and
WHEREAS, the UDO contains provisions for amending said ordinance and those provisions have
been followed; and
WHEREAS, the Harnett County Planning Board has reviewed the amendment to the article of the
UDO as listed below and recommends the adoption of the following amendment.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
HARNETT COUNTY, NORTH CAROLINA that Article VII "Development Design Guidelines",
Section 10.9 "Signs that Require a Permit" of the UDO shall be amended to read as indicated in
"Attachment".
"Attachment" is filed with the Unified Development Ordinance in the Clerk to the Board's Office.
Duly adopted this 171h day of January, 2017 and effective upon adoption.

10.9 Signs that Require a Permit
Signs shall be permitted on the premises of the business, institution, or subdivision in districts
in which the principal use is permitted and in districts in which the principal use is conditional.
AU business signs shall be subject to the following limitations:
A. Business signs shall not project more than one (1) foot from any building wall or canopy.
B. If suspended from a canopy, the sign shall be at least eight (8) feet above the sidewalk, pavement, or
ground level.

On January 3 rd , the Harnett County Planning Board voted unanimously (5 -0) to recommend approval of
application based on compatibility with existing standards within the Unified Development Ordinance.

REQUEST:
Angier & Black River Fire Department is requesting permission to purchase new vehicle
extrication equpment to replace outdated extrication equipment.
Their current 2016-2017 Budget has a line item in the "Capital Outlay" for "Hydrant
Installation" for the amount of$40,000. They would like to amend their current budget and
reallocate those funds for the purchase of new vehicle extrication equipment.
Their current Service Truck has outdated extrication equipment. This apparatus is
responsible for responding to vehicle accidents and other rescue incidents to provide
rescue/extrication equipment. The current extrication equipment from their research is over
30 years old. These pieces of equipment are not efficient or suitable for modem vehicle
extrication. They have also reached the end of their operational life cycle and are becoming
a safety concern.
They have reviewed their hydrant coverage and have found that they have adequate water
supply for the time being. They are also moving in a direction with apparatus that
accomplishes their water supply needs along with their current hydrant coverage.

Summary of Request:

Dear Joseph:
I have been approached by the Gleneagles Owners' Association, Inc . and Wellons Realty, Inc.
regarding their proposal to donate a 1.94 acre real property tract to Harnett County to be used for
recreation/park purposes.
The Gleneagles Owners ' Association, Inc. (Association) and Wellons Realty, Inc. (Wellons) are the
titled owners of that real property tract located at the northwest comer of the intersection of Ashe
A venue and North Powell A venue in the Dunn area. A portion of this 1.94 acre tract is currently
being used as a parking area for citizens who use the Rail Trail for recreation purposes. This tract is
in the vicinity of the recent Lester Phillips family land donation to Harnett County.
At its annual meeting on May 19, 2016 the Gleneagles Owners ' Association, Inc. adopted an action
directing its officers to proceed to convey by gift its portion of the real property tract (parking lot
area) to the appropriate local government entity. Wellons Realty, Inc. owns the real property
contiguous to the western boundary of the parking area and it is willing to donate this real property to
be recombined with the As sociation real property for a larger 1.94 total tract gift to Harnett County.
Enclosed you will find a survey map recorded in Map Book 2016, Pages 358-359 which shows the
proposed gift tract. If the Hamett County Commiss ioners are willing to accept this property gift
from the Association and Wellons, then their respective officers are ready to execute a general
warranty deed to the County of Harnett. The deed conveyance would be subject to easements and
rights of way of record, including a Communications System Right of Way and easement recorded in
Book 1642, Page 414, Harnett County Registry. If this conveyance should close after January 1,
2017 then the grantors would propose that Harnett County be responsible for any ad valorem taxes
for 2017 on the subject tract.
