Minutes of Special Meeting (Work Session)
November 14, 2002
The Harnett County Board of Commissioners met in special session on Thursday, November
14, 2002, in the Commissioners Meeting Room, County Administration Building, 102 East
Front Street, Lillington, North Carolina.

Staff present: Neil Emory, County Manager
Kay S. Blanchard, Clerk to the Board
Jerry Hartgrove, Economic Development Director
Guest: Johnson Tilghman, Chairman, Harnett Forward Together Committee
Chairman Byrd called the work session to order at 2:25 p.m. and called on Johnson Tilghman
for presentation of a recommendation from the Harnett Forward Together Committee
regarding sale of alcoholic beverages in Harnett County.
The Harnett Forward Together Committee, from a strictly economic prospective, in order to
provide commercial consumer service to the citizens of the County, has developed a
recommendation regarding the sale of alcoholic beverages in townships that do not have a
municipality. The committee believes in order to attract commercial interests there is a need
to permit the sale of alcohol in those outlying areas. Therefore, its recommendation is for
Harnett County to request its legislators to introduce action which would change the General •
Statute regarding this issue so that citizens in any township in Harnett County that does not
have a municipality located within it, be permitted to vote on whether the sale of alcoholic
beverages in that certain township be allowed. The Board of Commissioners will consider
this recommendation at a future Board meeting.
