Minutes of Regular Meeting
November 4, 2002
The Harnett County Board of Commissioners met in regular session on Monday,
November 4, 2002, in the Commissioners Meeting Room, County Administration
Building, 102 East Front Street, Lillington, North Carolina.

Chairman Byrd called the meeting to order at 9:00 a.m. and Commissioner Titchener led
the pledge of allegiance and prayer.
Commissioner McNeill moved to approve the agenda as published. Commissioner
Andrews seconded the motion and it passed unanimously.
Upon motion by Commissioner Hill and seconded by Commissioner Titchener, the Board
unanimously approved the following items on the consent agenda:

3. Tax refunds and releases (Attachment 1)

4. Awarded cleaning services contract for the new courthouse and tax and deeds facility
to Jefferson's Cleaning Service. The contract begins November 15, 2002 and ends
June 30, 2003, at the rate of $11,084.00 per month with an option to renew for one
year. (Attachment 2).
5. Awarded contract for auctioneer services for the County Surplus Sale, November 23,
2002, to William F. Holder, Broadway, for 8.75% on gross sales. One other
proposal was considered: Ben Ammons, Ammons Auctions, Linden, for 10% on
gross sales.
6. Work First Plan for 2003-2005, which was prepared by Department of Social
Services staff and the Work First Planning Committee. The Plan was approved by
the DSS Board on October 29, 2002.
7. Write-off of delinquent Health Department fees for a three year period, 1997, 1998,
and 1999. Total amount of the write-off is $56,791.91.
8. Resolution honoring memory of Mr. Lloyd G. Stewart (Attachment 3)
Commissioner Andrews moved for the appointments listed below. Commissioner
McNeill seconded the motion and it passed unanimously.

Chairman Byrd called to order a public hearing on Community Transportation Program
funding and called on Ralph Thurman, Transportation Manager. Mr. Thurman stated that
on October 7, 2002, the Board adopted a resolution to apply for state and federal grant
funds for the FY 2003-2004 Community Transportation Program. As required by state
and federal regulations, a public hearing must be held to allow citizens an opportunity to
provide input on the grant application. Chairman Byrd opened the meeting for comments
from the public. No comments were offered and Chairman Byrd closed the public
hearing.
Chairman Byrd called to order a public hearing on the proposed Schedule of Values and
called on Boyd Beasley, Tax Revaluation Coordinator. Mr. Beasley stated that the
proposed Schedule of Values was presented to the Board of Commissioners on October
7, 2002, and at that time the Board called for a public hearing on November 4, 2002. A
notice of the public hearing was published as required by N.C. General Statutes.
Chairman Byrd opened the meeting for comments from the public. No comments were
offered and Chairman Byrd closed the public hearing. The 2003 Schedule of Values will
be considered for adoption by the Board of Commissioners at its regular meeting on
November 18, 2002.
Wm. A. (Tony) Wilder, Assistant County Manager, introduced Jack Ozminkowski,
General Manager, Charter Communications. Mr. Ozminkowski reviewed plans for 2003
regarding potential cablevision build areas. Other planned improvements discussed
included better phone service for customers, switch -out of modems at no charge to
customers for high speed internet services, and to provide basic cable service to certain
schools. Mr. Ozminkowski will report to the Board again in one month.
John Mewborn, County Ranger, reported to the Board on 2001 activities of the North
Carolina Forest Service in Harnett County. Commissioner Andrews moved to enter into
an agreement with the North Carolina Forest Service which outlines the financial
responsibility of each unit of government. Commissioner Hill seconded the motion and it
passed unanimously. This year the Board allocated $80,508.00 for this program which
meets the County's 40% funding requirement.

Veterans' Service monthly report was filed with the. Board.
There being no further business, Commissioner Titchener moved for adjournment.
Commissioner McNeill seconded the motion and it passed unanimously. The Harnett
County Board of Commissioners' regular meeting, November 4, 2002, adjourned at 9:40
a.m.

A steering committee consisting of Kim Hargrove, Diane Hatley, Paula Stewart, Marshall
Woodall, L.C. O'Quinn, Danny Brown, and myself interviewed the lowest four (4) proposals.
The committee unanimously recommends Jefferson's Cleaning Service to provide cleaning
services.

• RESOLUTION
Mr. Lloyd G. Stewart
WHEREAS, Mr. Lloyd G. Stewart devoted his life to serving his fellowman through his
service to his community, his church and to his county; and
WHEREAS, this dedication to service is evident when one notes his years of service to a
variety of organizations in a variety of capacities that included: Chairman of the Boone Trail
School Advisory Board, Past President and long-time member of the Boone Trail Ruritan Club,
Spring Hill United Methodist Church Sunday School Superintendent and Sunday School Teacher
as well as youth baseball coach in his community; and
WHEREAS, Mr. Stewart served Harnett County and its citizens as a County
Commissioner from October 2, 1975 to December 7, 1992, and as Chairman of the Board of
Commissioners from December 1, 1986 to December 7, 1992; and
WHEREAS, during his eighteen years of service on the Board, Mr. Stewart proved
himself to be an able, imaginative, and innovative leader who was instrumental in bringing
public improvements to the citizens of our County, and
WHEREAS, these improvements include the construction of public school facilities
throughout the County, the creation of a countywide public utility system, the recruitment of new
industry and business to the County, as well as a variety of improvements to overall County
services.
NOW, THEREFORE, BE IT RESOLVED that the Harnett County Board of
Commissioners does hereby honor the life and memory of Mr. Lloyd G. Stewart for his
• dedication and devotion to Harnett County and its citizens and does hereby express its gratitude
and appreciation for his many years of service.
