Commissioner McKoy led the Pledge of Allegiance and invocation. Chairman Burgin called for additions and deletions to the published agenda. Commissioner Elmore moved to approve the agenda as published. Commissioner McKoy seconded the motion which passed unanimously. Harnett County Public Utilities requested approval of write-offs for the 2°d quarter of 2016 in the amount of $21,822.59. All of these accounts have been delinquent for more than three years. The facilitation of these write-offs is an important step in a continuing effort to effectively manage collections and bad debt. 5. Harnett County Emergency Services requested permission to apply for the 2017 Emergency Management Performance Grant. This is a federal grant administered by the State that is available to local governments to assist in the cost of developing and maintaining a comprehensive emergency management program. These are funds that are received annually and are included as part of the operating budget. 6. Harnett County Emergency Services requested appointment of Dr. Gregory Christiansen as the new EMS Medical Director effective August 1, 2016. Resolution to Schedule a Public Hearing on a Proposal to Extend Economic Development Incentives to Dupree Farms Produce, LLC (Attachment 2) Chairman Burgin recognized Angier Mayor Lewis Weatherspoon and Harnett County Clerk of Court Marsha Johnson. Chairman Burgin opened the floor for informal comments by the public, allowing up to 3 minutes for each presentation up to 30 minutes. - Cris Nystrom of 391 Center Lane in Bunnlevel addressed the group. There were no appointments. Emergency Management Coordinator Larry Smith, on behalf of Summerville Bunnlevel Fire & Rescue, Inc., requested approval to purchase a 1991 KME Pumper Tanker from Westarea Volunteer Fire Department in Linden in the amount of $35,000. Summerville Bunnlevel Fire & Rescue, Inc., intends on using insurance proceeds they received for the damages beyond repair to Engine 1142 in February 2016 and expect to spend less than $10,000 to complete this purchase. Summerville Bunnlevel Fire & Rescue, Inc. Board of Director Chairman Leo McDonald was present. Mr. Jeffries introduced the Resolution Supporting the Display of the National Motto "In God We Trust" in a Prominent Location in Lillington, North Carolina. He noted commissioners previously discussed the issue in work session. Chairman Burgin stressed that no tax dollars would be spent on this as the US MOTTO ACTION COMMITTEE will incur the full cost of the displays. Harnett County Clerk of Court Marsha Johnson stated that she did not have any problem with this. Vice Chairman Springle moved to approve the Resolution Supporting the Display of the National Motto "In God We Trust" on the Harnett County Courthouse at 301 W. Cornelius Harnett Blvd and the Harnett County Administration Building at 102 E. Front Street, Lillington, North Carolina. Commissioner Elmore seconded the motion which passed unanimously. (Attachment 3) Mr. Jeffries presented the following reports: - Tax Administrator's sworn report showing a list of unpaid taxes, as of June 30, 2016, constituting liens on real property and a list of unpaid taxes on personal property not constituting liens on real property and make settlement for the 2015 taxes. - Department of Public Health Activities Report — June 2016 - Development Services Report - June 2016 Mr. Jeffries noted Pat Cameron with Good Hope and Victoria Whitt with Sandhills are planning an upcoming meeting to discuss the expansion of beds with Director of Medicaid Dave Richards. Mr. Jeffries sought direction from the Board regarding who would attend the meeting. It was the consensus of the Board that Commissioners McKoy and Miller attend this meeting. Chairman Burgin asked that representatives from Harnett Health also be invited. Staff will help coordinate the meeting. There was no new business. Commissioner McKoy moved that the Board go into closed session for the following purposes: 1) Consultation with the County's legal staff in order to preserve the attorney-client privilege concerning the handling of certain claims and litigation including the following cases: "Estate of John David Livingston, II, el als vs Harnett County Sheriffs Department" Harnett County File No. 16 CVS 1165; and 2) To discuss certain personnel matters; and 3) To discuss certain economic development matters. This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(3)(6)&(4). Commissioner Elmore seconded the motion which passed unanimously. Commissioner Elmore moved that the Board come out of closed session. Vice Chairman Springle seconded the motion which passed unanimously. Commissioner McKoy requested an update on the new Benhaven School. Commissioner Miller responded that the new RFPs had been sent out and should be back by the middle of August. HARNETT COUNTY BOARD OF COMMISSIONERS Marg. et Regina +� heeler Cler : o the Boar strong roots • new growth www.harnett.org ATTACHMENT 2 NORTH CAROLINA RESOLUTION HARNETT COUNTY THAT WHEREAS, Dupree Farms Produce, LLC a North Carolina Limited Liability Company (Dupree Farms Produce) located at 1308 Pearidge Road, Angier, NC 27501 was formed on January 1, 2016 to finance, construct and operate a year round sweet potato processing plant to select,clean and package whole sweet potatoes grown in the Harnett County area; and WHEREAS, Dupree Farms Produce has requested that Harnett County provide certain economic development incentives to Dupree Farms Produce which will assist said company in the establishment of that sweet potato processing plant in Harnett County which will provide a greater tax base, create jobs and increase economic activity for the benefit of the County's citizens; and WHEREAS, pursuant to the provisions of the Local Development Act, N.C. General Statutes §158-7.1, prior to awarding economic development incentives, the Harnett County Board of Commissioners shall hold a public hearing in order to obtain public comment concerning the proposed appropriation of any economic incentives to an applicant business/industry; it is the desire of the Board of Commissioners through this Resolution to direct the scheduling of said public hearing. NOW THEREFORE, BE IT RESOLVED by the Harnett County Board of Commissioners that the Harnett County staff is hereby directed to schedule a public hearing to be conducted at the next regular meeting of the Board on Monday, August 15, 2016, at 7:00 PM concerning a proposal to extend economic incentives to Dupree Farms Produce for the location and operation of a sweet potato processing plant in Harnett County. BE IT FURTHER RESOLVED that proper notice of this public hearing be forwarded to all proper parties and published pursuant to N.C. General Statutes §158-7.1. This the 1st day of August, 2016. COUNTY OF HARNETT B v: Burgin, Chai Of. n ett County Board of Commissioners ATTACHMENT 3 Harnett COUNTY NORTH CAROLINA RESOLUTION BY THE HARNETT COUNTY BOARD OF COMMISSIONERS SUPPORTING THE DISPLAY OF THE NATIONAL MOTTO "IN GOD WE TRUST" IN A PROMINENT LOCATION IN LILLINGTON, NORTH CAROLINA WHEREAS, "In God We Trust" became the United States national motto on July 30, 1956, shortly after our nation led the world through the trauma of World War II and WHEREAS, the words have been used on United States currency since 1864: and WHEREAS, the same inspiring slogan is engraved above the entrance to the Senate Chamber as well as above the Speaker's dais in the House of Representatives: and WHEREAS, in both war and peace, these words have been a profound source of strength and guidance to many generations of Americans; and WHEREAS, the County desires to display this patriotic motto in a way to solemnize public occasions and express confidence in our society. NOW, THEREFORE, BE IT RESOLVED the Harnett County Board of Commissioners does hereby resolve as follows: Section 1. That the Board of Commissioners of the County of Harnett, North Carolina, does hereby determine that the historic and patriotic words of our national motto, "In God We Trust" shall be permanently and prominently displayed on the Harnett County Courthouse at 301 W. Cornelius Harnett Blvd and the Harnett County Administration Building at 102 E. Front Street, Lillington, North Carolina. Section 2. The County Clerk shall certify to the passage and adoption of this resolution and enter it into the book of resolutions.
