SUBJECT: Revision of vacation rollover Ordinance

REQUEST:
Background: The current Personnel Ordinance (Article VI, Section 7) states "Annual
leave may be accumulated without any applicable maximum until December 31' of each
calendar year. On December 31 ', any employee with more than 240 hours of accumulated
leave shall have the excess accumulation transferred to sick leave (only 240 hours are carried
forward to January 1 SI of the next calendar year.)
Proposed Solution: First, change the rollover date from yearend to fiscal yearend. To
phase-in this change would require the rollover to be delayed from December 31, 2015 to
June 15,2016 and would allow employees five-and-a-half additional months to use their leave
before rollover.
Second, we would also like to ask that employees who retiree (and wish to do so) be allowed
to roll all accrued vacation in excess of 240 hours into sick leave on their last day of
employment, regardless of the month in which they retire. This will avoid unnecessary
interruptions in departmental operations by employees trying to use vacation time to avoid
losing it.
