HomeMy WebLinkAbout10072002HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting October 7, 2002 The Harnett County Board of Commissioners met in regular session on Monday, October 7, 2002, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. • Members present: Teddy J. Byrd, Chairman Beatrice Bailey Hill, Vice Chairman Dan B. Andrews Walt Titchener Tim McNeill Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Chairman Byrd called the meeting to order at 9:00 a.m. and Commissioner McNeill led the pledge of allegiance and prayer. Commissioner Hill moved to approve the agenda as published with the additions listed below to the consent agenda. Commissioner Andrews seconded the motion and it passed unanimously. Authorized $3,250 appropriation to recently organized North Harnett Seniors Club 11. Agreement regarding conveyance of approximately 29.15 acres of land off SR 1201 (Ponderosa Road) from the N.C. Department of Transportation to the County in exchange for waiver of tipping fees on materials disposed of by the Department of Transportation in the County construction/demolition landfill and in the sanitary landfill that are associated with litter control and roadside cleanup. This waiver will extend for a period of 25 years. The waiver will not be applicable to other materials disposed of in the sanitary landfill which are not associated with litter control or roadside cleanup. 12. Authorization for MIS Department to apply for a Rural Internet Access Grant 13. Final subdivision plats: A. Ballard Woods Subdivision, phase I, owner: Wilshire, LLC, 38 lots, SR 1437 (Ballard Rd.), Hector's Creek Township, RA-30 Zoning District, 26.84 acres B. Overhills Creek, Section IV, Part IV, owner: W.S. Wellons Corp., 40 lots, SR 1120 (Overhills Rd.), Anderson Creek Township, RA-20M Zoning • District, 17.43 acres C. Overhills Creek, Section IV, Part V, owner: W.S. Wellons Corp., 12 lots, SR 1120 (Overhills Rd.), Anderson Creek Township, RA-20M Zoning District, 5.56 acres 14. Lease agreement with Odell F. Hardee and wife, Ruby Powell Hardee, for Buckhom mini -site property. Term of this lease shall be two years beginning October 7, 2002 and extending through October 6, 2004. Rental for the two-year period is $3,000. Informal comments were made by Wilton Lee, Rolling Springs Subdivision. Mr. Lee thanked the Sheriff's Department for work in his neighborhood. Commissioner Hill moved for the appointments listed below. Commissioner Andrews seconded the motion and it passed unanimously. Mid -Carolina Workforce Development Board • Lewis Harris for a 2-year term to expire 10/31/04 nominated by Commissioner Byrd Economic Development Commission Lewis Hates for a 3-year term to expire 10/31/05 nominated by Commissioner Andrews Harnett County Board of Adjustment Tom Taylor to fill the unexpired term of Donnie Olds Term will expire 05/31/05 nominated by Commissioner Byrd Juvenile Crime Prevention Council Caron Stewart for a 2-year term to expire 09/30/04 nominated by Commissioner Titchener Boyd Beasley, Tax Department, presented the proposed Schedule of Values to the Board. Commissioner Andrews moved to schedule a public hearing regarding the proposed Schedule of Values for November 4, 2002, at 9:00 a.m. Commissioner McNeill seconded the motion and it passed unanimously. Steve Ward, Assistant Director, Public Utilities, presented the discussion of bids • regarding a construction contract for the Coats Wastewater Extension Project. Commissioner Byrd moved to award the contract to Wellons Construction Company of Dunn, NC in the amount of $396,367. Commissioner Andrews seconded the motion and it passed unanimously. (Attachment 7) Wm. A. (Tony Wilder), Assistant County Manager, and Paula Stewart, MIS Director, briefed the Board on the new AVVID telephone system to be installed at the new Tax and Deeds facility. Wm. A. (Tony) Wilder, Assistant County Manger, discussed bids received for moving services for the Clerk of Court, District Attorney, Guardian Ad-Litem, Register Deeds and Tax offices to the new Courthouse. Mr. Wilder recommended C.W. Warthen Company, Lynchburg, Virgina, and West's Durham Transfer & Storage, Durham, NC, who proposed to work together on this project. Commissioner Andrews moved to approve the recommendation of Mr. Wilder and award the contract to these two moving companies, on approval of the County Attorney. Commissioner McNeill seconded the motion and it passed unanimously. Departmental reports were filed with the Board from Emergency Medical Services, Veteran's Affairs, Animal Control, Soil & Water Conservation, and the Sheriff's Department. • Neil Emory, County Manager, noted that a public meeting will be held Thursday, October 10, to discuss the historic resources survey of Harnett County currently in process. Commissioner McNeill moved to approve a Memorandum of Agreement between North Carolina Rail -Trails, Inc. and the County of Harnett, upon review by the County Attorney. Commissioner Hill seconded the motion and it passed unanimously. The agreement will allow public access to the Dunn Erwin Trail for visitation and maintenance purposes. (Attachment 8) Commissioner Hill moved that the Board go into closed session for the following purposes: (1) To consult with the County Attorney concerning the handling of a certain judicial action, namely, "Porter, et al vs Stewart, et al" U.S. District Court File No. 89-950-CIV-5; and (2) To discuss matters relating to the location or expansion of industries or other businesses in Harnett County. This motion is made pursuant to N.C. General Statute Section 143-318.11 (a)(3)&(4). • Commissioner McNeill seconded the motion and it passed unanimously. Commissioner McNeill moved to come out of closed session. Commissioner Titchener seconded the motion and it passed unanimously. There being no further business, Commissioner McNeill moved to adjourn. DISCUSSION OF BIDS Buies Creek -Coats W&S District M&M Project 22009 Delma Grimes Road September 11, 2002 Contract No. 1-Wastewater Lines, Wastewater Pump Station & Forcemain GENERAL Formal bids were received and read aloud at 3:00 p.m., August 29, 2002 in the water plant meeting room in Lillington, North Carolina. The project was advertised according to State Statutes in a Newspaper having statewide circulation at least seven days prior to the bid opening. The project was also advertised in bulletins of the Associated General Contractors of America and The F. W. Dodge Corporation at various offices in North Carolina. This project involved construction of about 6,950 If of 8-inch gravity sewer line and about 3,800 If of 4" PVC forcemain including all appurtenances. One (1) wetwell mounted, vacuum primed pump station with a capacity of 80 gpm including all site work, yard piping, electrical and appurtenances. This project will provide wastewater service to Delma Grimes Road residents in the Town of Coats. No Alternates were requested and contract 1 was based upon unit prices for the line work quantities as estimated in the Proposal Forms. PROPOSALS The project required one (1) construction contract and the following number of bid documents were requested by contractors with the indicated responses: Contract Contract No. 1 Plans Requested 21 Bids Submitted 15 • One addendum was issued for this work and all contractor's submitting a bid indicated that they had received the Addendum. A copy of the Certified Tabulation of Bids received is appended to this Discussion of Bids. This Discussion along with the Tabulation should remain in the permanent files of this project. The low proposal for Contract No. 1 was submitted by Wellons Construction Company of Dunn, NC for a total unit price amount of $396,367.00. The second low proposal was submitted by EBG, Incorporated of Clayton, NC for a total unit price amount of $439,695.50.
