HomeMy WebLinkAbout06262002HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Meeting June 26, 2002 The Harnett County Board of Commissioners met in special session on Wednesday, June 26, 2002, in the County Manager's Office, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Beatrice B. Hill, Vice Chairman Dan B. Andrews Walt Titchener Tim McNeill joined the group via telephone. Chairman Teddy J. Byrd was absent due to being out of town for Airforce Reserves obligations. Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Vice Chairman called the meeting to order at 11:30 a.m. Commissioner Titchener moved to approve budget amendments listed below. Commissioner Titchener seconded the motion and it passed unanimously. (Attachment 1) Commissioner Andrews moved to approve a lease agreement with Ed Bain for parking lot space on East Front Street. Commissioner Titchener seconded the motion and it passed unanimously. (Attachment 2) Neil Emory, County Manager, led a discussion on the items listed below in a work session format. 1. Local Option Sales Tax 2. A meeting is scheduled July 17, 2002, with Fort Bragg officials regarding military schools 3. The annual conference of NC Association of County Commissioners is scheduled August 22-25, 2002 in Winston Salem. There being no further business, Commissioner Andrews moved for adjournment. Memorandum of Understanding for Administration and Food Service Delivery of the Elderly Nutrition Program In Harnett County Mid -Carolina Council of Governments and the County of Harnett C.%1llt►l�X��Iltlll Whereas, it is in the best interest of the Elderly Nutrition Program that the Elderly Nutrition Program become a county based program which will be more manageable; and Whereas, Harnett County has agreed to administer the Elderly Nutrition Program; and Whereas, Mid -Carolina Council of Governments will continue to hold the food service contract with Bateman, Inc.; and Whereas, it is agreed that joint management of the Elderly Nutrition Program with the two parties being Mid -Carolina Council of Governments and the County of Harnett then the following memorandum of understanding is made. Section 1. It is agreed that the best interests of the Elderly Nutrition Program will be served by the Administration of this service being established in the offices of the Harnett County Department of Aging, whose responsibilities are outlined as follows: I. Adhering to Elderly Nutrition Program Standards for Congregate and Home Delivered meals as set forth by the North Carolina Division of Aging. 2. Providing oversight of the nutrition sites and managers in Harnett County. 3. Providing technical assistance to the nutrition site managers. 4. Ordering of meals for Harnett County clients directly from Bateman Division of Compass Group USA, Inc. 5. Maintaining all paperwork necessary to track number of meals, clients, and temperatures required for reimbursement under the Standards as provided by the North Carolina Division of Aging and to track number of meals in order to maintain expected number of meals to be served under the current food service contract. 6. Reconciling number of meals served and number of meals ordered for the purpose of reimbursement. 7. Insuring that 10% local matching funds are provided for the Federal and State funds requested for reimbursement. Section 2. It is agreed that Mid -Carolina Council of Governments will continue to hold the food service contract with Bateman, Inc. through June 30, 2002. The responsibilities of Mid -Carolina Council of Governments are outlined as follows: 1. Submitting reimbursement requests for the Elderly Nutrition Program to the North Carolina Division of Aging. 2. Reimbursing the County of Harnett through the Harnett County Department of Aging for the Administration of the Elderly Nutrition Program based on the number of meals served after food service provider has been reimbursed. The cost sharing funds will remain with the County of Harnett as collected for the purpose of supporting the Elderly Nutrition Program. 3. NORTH CAROLINA • HARNETT COUNTY AMENDMENT TO PARKING LEASE AGREEMENT THIS AMENDMENT made and entered into this the day of June, 2002 • EXTENDS PARKING LEASE AGREEMENT entered into on the I" day of October, 2001 and terminating on the thirtieth of June, 2002, by and between EDGAR R. BAIN of P. O. Box 99, Lillington, N.C. 27546, "LESSOR" and THE COUNTY OF BARNETT, "LESSEE" for four additional months terminating on the thirtieth of October, 2002. The LESSEE of LESSOR may terminate this Lease upon thirty (30) days written notice to the other party at any time during the leasehold term. IN WITNESS WHEREOF, the LESSOR has hereunto set his hand and seal and the LESSEE has caused this Lease to be signed by the Chairman of the Board of Commissioners and attested by its Clerk, all by authority of its Board of Commissioners as of the day and year first above written.
