Members present: Staff present: Jim Burgin, Chairman Gordon Springle, Vice Chairman Abe Elmore, Commissioner Barbara McKoy, Commissioner Joe Miller, Commissioner Joseph Jeffries, County Manager Paula Stewart, Deputy County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Margaret Regina Wheeler, Clerk Chairman Burgin called the meeting to order at 9:00 am. Commissioner McKoy led the pledge of allegiance and invocation. Chairman Burgin called for additions and deletions to the published agenda. Staff requested the addition of the 2015 Adoption Awareness Month and Day Proclamation for consideration. Vice Chairman Springle moved to approve the agenda as revised. Commissioner Miller seconded the motion which passed unanimously. Commissioner Elmore moved to approve the following items listed on the consent agenda. Harnett County Public Utilities requested approval of write -offs for the third quarter of 2015 in the amount of $20,444.58. All of these accounts have been delinquent for more than three years. The facilitation of these write -offs is an important step in a continuing effort to effectively manage collections and bad -debt. Harnett County Public Utilities is currently using the Local Government Debt Setoff Program and On -Line Collections, Inc. to help collect delinquent accounts. 4. Harnett County General Services requested approval of the required NCDOT/DOA Airport Safety/Maintenance Letter of Commitment. The letter ensures Harnett Regional Jetport continues to receive support from the NCDOT/DOA's airfield maintenance program for another five year term. Airfield maintenance activities include asphalt patching, crack sealing, pavement repair, joint sealing, rubber removal and airfield painting. This maintenance program is state - funded with no cost to the County. 5. Harnett County Engineer requested approval of award of the US 421 Improvements Project for the Campbell University School of Osteopathic Medicine Capital Project No. PU 1202 to The Fred Smith Company in the amount of $683,683. The contract has been approved by NCDOT and NCDOT and Campbell University concur with the award of this project. Campbell University is funding this project in its entirety. (Attachment 1) 6. Harnett County Cooperative Extension requested approval to submit an Amendment to the Child Care Networks grant in the amount of $38,876.97 which is a decrease from $44,365.35. 7. 2016 Schedule of Meetings of the Harnett County Board of Commissioners 8. Harnett County Sheriff's Office requested approval to increase the 2015 -2016 contract with Norment Security Group in the amount of $3,400.44 to cover an additional 40 hours of labor on the detention security system. 9. Harnett County Emergency Services requested approval of a grant award in the amount of $60,000 from the North Carolina Department of Crime Control and Public Safety, Division of Emergency Management Homeland Security Branch and Harnett County on behalf of Domestic Preparedness region 6. The grant funds will be used to purchase light tower /generators for distribution within Domestic Preparedness Region 6 (11 County Region). November 2, 2015 Regular Meeting Minutes Harnett County Board of Commissioners Page 2 of 5 10. 2015 Adoption Awareness Month and Day Proclamation Chairman Burgin opened the floor for informal comments by the public, allowing up to 3 minutes for each presentation up to 30 minutes. - Kris Nystrom of 391 Center Lane in Bunnlevel voiced his frustrations regarding state regulations governing substitute teachers. Chairman Burgin asked staff to follow -up with Superintendent Stan Williams regarding testing for substitute teachers. Chairman Burgin acknowledged Marty Clayton with Duke Energy and noted commissioners are interested in visiting the Shearon Harris Nuclear Power Plant. Mr. Clayton will work with staff to arrange the visit. Commissioner Elmore moved to approve the appointment listed below. Vice Chairman Springle seconded the motion which passed unanimously. Harnett County Planning Board Stanley K. Price (nominated by Commissioner McKoy) was appointed as a regular member representing District 1 for a term of three year expiring November 30, 2018. Adult Care Home Community Advisory Committee Michee Olson, who was interested in serving on this committee, was determined ineligible to serve as she does not reside in Harnett County. Tara Fish, Executive Director of Harnett County Partnership for Children, presented to the board. She said Harnett County Partnership for Children is extremely unique in as a majority of their funding, approximately $3 million, comes from legislative dollars. She said most of that money comes from Smart Start dollars and the NC Pre -K Program. Mrs. Fish said the Harnett County Partnership for Children is a 501(c)3 public /private non - profit organization that seeks to improve the quality of life for young children and families in Harnett County through community based programs focusing on health, education and family support. Mrs. Fish distributed program information to commissioners, provided statistics regarding early childhood development in Harnett County and continued to review programs and other local initiatives they fund. Mrs. Fish responded she was uncertain of where Harnett County rates in North Carolina regarding early childhood development. Mrs. Fish responded to questions regarding the Harnett County Parents as Teachers (PAT) program. She acknowledged that Harnett County Partnership for Children previously funding the PAT program for 14 years. She said a home visitation program is very expensive to put in place and her Program Committee made the decision to discontinue funding the PAT model due to budget and different programmatic insights. Mrs. Fish said PAT is a good program but they served all families regardless of income and were unable to provide information to show the impact of their program. Mrs. Fish will find out how many NC counties continue to fund the PAT program. Mrs. Fish noted that her office does collaborate with the Harnett County Child Care Resource and Referral office to serve citizens. November 2, 2015 Regular Meeting Minutes Harnett County Board of Commissioners Page 3 of 5 Commissioner McKoy commended them for the work they do but said she sees value in having someone go into some of the low income homes too. Commissioners requested a copy of Harnett County Partnership for Children's financials. Last, Mrs. Fish presented Vice Chairman Springle with the game - winning ball from their recent Hoops for Harnett fundraiser that Mr. Springle participated in. Mrs. Fish also included in her distributed materials information regarding sponsorship at $30.00 per child annually for participation in the Dolly Parton Imagination Library. Barry Blevins, Director of General Services and speaking on behalf of the Harnett County Public Health, petitioned the board for a public hearing regarding transportation needs and the proposed FY 17 Enhanced Mobility of Seniors and Individuals with Disabilities Program (Federal Section 5310) funding to be submitted to the North Carolina Department of Transportation, Public Transportation Division (NCDOT/PTD). Following the public hearing, the Harnett County Health Department requests approval of the application for FY 17 funding. HARTS has agreed to leverage Elderly & Disabled Transportation Assistance Program (EDTAP) funds totaling $10,000 so there are no matching funds requested from the general fund. Finally, the Health Department seeks approval of a resolution to apply, enter an agreement with NCDOT and provide the necessary assurances and required match. Mr. Blevins said this is a great partnership between Harnett County General Services and the Harnett County Public Health. He noted staff is looking for a different ways to provide transportation for senior groups and the award of this grant would allow the Health Department to actually purchase services from HARTS. Vice Chairman Springle noted FAMPO had recently passed a resolution supporting 5310 funding and suggested staff obtain a copy. Mr. Blevins also noted Campbell grad student Gabriel Washington was instrumental in putting the grant application together and will continue to work with staff in developing the program. Chairman Burgin called to order a public hearing on the matter and opened the meeting for comments from the public. Seeing no one move Chairman Burgin closed the public hearing. Vice Chairman Springle moved to approve the resolution to apply, enter an agreement with NCDOT and provide the necessary assurances and required match as requested. Commissioner Miller seconded the motion which passed unanimously. (Attachment 2) Mr. Jeffries presented the following reports: - Harnett County Financial Summary Report - September, 2015 - Harnett County Sales Tax Analysis by Article — July 2015 - Sandhills Center Quarterly Fiscal Report for the period September 30, 2015 Mr. Jeffries reported staff had started recruiting for the Emergency Services Director position. He reported NCDOT will start road closures and detours on U.S. 421/N.C. 27 beginning November 16th in Buies Creek as work continues on a new pedestrian tunnel at Campbell University. He said the road is expected to be closed for one month. Mr. Jeffries noted that Senior Staff Attorney Monica Jackson is again requesting the attendance of commissioners at the upcoming hearing regarding the County's Motion to Stay Enforcement November 2, 2015 Regular Meeting Minutes Harnett County Board of Commissioners Page 4 of 5 of Order pertaining to the Griggs v. Harnett County Sheriff's Office case. Mr. Jeffries announced he would be out of the office in training the week of November 9th• Last, he noted commissioners would discuss a public /private partnership at their upcoming November 10t special session. It was the consensus of the board to discuss the public /private partnerships themselves prior to including HFTC members in the discussion. Mrs. Honeycutt responded to questions regarding the County's financials provided in the agenda package. Mrs. Honeycutt said the general fund balance is currently estimated at $18.13 Million, Public Utilities Fund is $26 Million and the Solid Waste Fund is over $1 million and is maintaining. Mrs. Honeycutt also reported the Worker's Comp fund looks good with the unpublished audit report shows $41,000 to the good. Chairman Burgin asked if they should cap the amount in the Employee Clinic Fund which currently has a balance of $583,566. Mr. Jeffries said staff is having preliminary discussions about providing pharmacy services for employees. Chairman Burgin suggested coming up with percentages to maintain for each of these categories. He also asked staff to keep them focused on coming up with a formula for school funding. The group also discussed the balance in the dental fund. Staff said our insurance broker looks at these numbers every year and determines the best rates for employees. Chairman Burgin also noted an increase of $450,000 in sales tax in July. Chairman Burgin noted Sandhills Center's fund balance is over $50 Million. He asked Commissioners McKoy and Miller to continue discussions with Sandhills Center regarding Good Hope. Commissioner McKoy said Sandhills Center's fund balance could change drastically due to recent legislative changes. There was no new business. Commissioner McKoy moved that the Board go into closed session to discuss matters relating to the location or expansion of industries or other businesses in Harnett County. This motion is made pursuant to N.C. General Statute Section 143- 318.11(a)(4). Commissioner Elmore seconded the motion which passed unanimously. Commissioner Elmore moved that the Board come out of closed session. Vice Chairman Springle seconded the motion which passed unanimously. Commissioner Elmore moved to adjourn the meeting at 10:25 am. ATTACHMENT 1 m5 -- ATTACHMENT 2 PUBLIC TRANSPORTATION 5310 PROGRAM RESOLUTION WHEREAS, Article 2B of Chapter 136 of the North Carolina General Status and the Governor of North Carolina have designated the North Carolina Department of Transportation (NCDOT) as the agency responsible for administering federal and state public transportation funds; and WHEREAS, the North Carolina Department of Transportation will apply for a grant from the US Department of Transportation, Federal Transit Administration and receives funds from the North Carolina General Assembly to provide assistance for public transportation projects; and WHEREAS, the purpose of the Section 5310 program is to enhance mobility for seniors and individuals with disabilities throughout the country, by removing barriers to transportation services and expanding the transportation mobility options available. Toward this goal, FTA provides financial assistance for transportation services planned, designed, and carried out to meet the special transportation needs of seniors and individuals with disabilities in all area. WHEREAS, NCDOT has been designated as the State agency with principle authority and responsibility for administering the Section 5310 Program for small urbanized and rural areas; and WHEREAS, County of Harnett hereby assures and certifies that it will comply with the federal and state statutes, regulations, executive orders, and all small administrative requirements related to the applications made to and grants received from the Federal Transit Administration, as well as the provisions of Section 1001 of Title 18, U.S.C. NOW, THEREFORE, be it resolved that the Chairman of Harnett County Board of Commissioners is hereby authorized to submit a grant for federal and state funding, provide the required local match, make the necessary assurances and certifications and be empowered to enter into an agreement with the NCDOT to provide public transportation services.
