The project location is surrounded on the south and west sides by privately owned residential properties and on the east and west side by vacant and agricultural land. The ultimate built out project will construct approximately 117 one and two bedroom townhouse units, dedicated recreational areas and the associated parking areas. Below is an information summary for the proposed project: a) Location of Project: On west side of Main Street in Buies Creek north of intersection of Main Street and Ennis Farm Lane. b) Lot Dimensions: Please see the attached site plan. c) Built Upon Area: Existing BUA - 0 acres Proposed BUA - Overall 6.001 ac Phase 1: 2.93 ac Proposed Percent BUA— Overall 41% (Phasel -20 %) d) Dwelling Units: A total of 117 one and two bedroom townhouses are proposed (Phase 1 — 40 units) e) Stream /Rivers: There are no perennial streams or wetlands located on the Proiect parcel. The nearest stream, an un -named tributary of East Buies Creek, is located approximately 1,200 feet to the west of the project parcel. Please see the attached USGS Quad Map Exhibit. f) Adjacent Property Owners: Please see proposed preliminary site plan. g) Buffers: There are no required stream buffers on the project parcel. Required building setbacks are shown on the proposed site plan. All landscaping buffers will be adhered to as required in the Harnett County UDO. h) Private Water and Sewer System: Sewer and Water service to the proposed proiect will be via public water and sewer from Harnett County. Please see the proposed site plan. Currently there is a topographic ridge in the approx. center of the parcel. Stormwater from the project parcel drains via sheet flow away from this ridge in a western and eastern direction. The current drainage pattern will be substantially unchanged by the proposed project. The ultimate design for the project will include multiple (6) stormwater treatment structures (BMPs) as required by current regulations to remove 85% of total suspended solids. In addition, these BMPs will also attenuate a portion of the increase in runoff associated with the increase in impervious surfaces resulting from the development. Runoff will be released from the site in a manner that is non - erosive and will not result in damage to adjacent properties. Statement of Impact: Due to the site meeting the volume matching requirement in the new NCDENR Storm EZ spreadsheet, we are decreasing the post developed runoff flow from onsite for the target storm event below the pre - developed levels. Overall, the proposed project should have a positive impact to the water quality of the down-gradient Buies Creek or the Cape Fear River. Exhibit Maps attached.
