The Harnett County Planning Board met on Monday, November 3, 2014 at 6:30 p.m. in the
Administration Building in Lillington, NC.
Board Members present were: Curtis Bullion, Chairman; Jay Smith, Carnell Robinson, Cris
Nystrom and Alternate Everett Blake.
Planning Services Staff Members present were: Jay Sikes, Manager of Planning Services, Randy
Baker, Senior Zoning Inspector and Teresa Byrd, Planner I and Recording Secretary.
Chairman Curtis Bullion called the meeting to order and Carnell Robinson gave the
invocation.
October minutes were presented for approval. Everett Blake made a motion to approve the
minutes as written with a second by Jay Smith. There was a unanimous vote to approve.
Proposed Text Amendment: (Tabled from the October 6, 2014 Meeting); Harnett County Unified
Development Ordinance; Revision to Article V (Use Regulations); Section 7.5.6 (Firing Ranges).
Jay Sikes stated that since the October Meeting, staff was able to get together with the committee
and make the changes they wanted. Mr. Sikes explained their concerns over the liability
insurance, cost associated with the design of a new facility, setbacks and how there were thirteen
different drafts to this ordinance. Mr. Sikes turned the meeting over to Randy Baker, Senior
Zoning Inspector.
Mr. Baker went through and explained the changes they had made at the request of the board as
Jay had explained.
Rick Foster came forth in favor. Mr. Foster stated he was a member of the stake holder team and
a Harnett County Board of Adjustment Board member. Mr. Foster explained to the board the
process that they had been through and what how they came up with this draft.
Jay Smith still had concerns with the expenses that would incur if someone wanted to do a
shooting range. Randy Baker stated that a Commercial Firing Range would require a
professional review. Mr. Baker went on to say that it dealt with safety issues and that was where
the committee drew the line.
Cris Nystrom stated that he would have a concern with individuals that did not have the
credentials to do the work and that public safety would be under strict scrutiny.
Carnell Robinson stated that he stood behind the requirements, especially if they border
residential areas.
Jay Smith stated that he wanted it to be safe as well and asked if all other business have to
comply with the Harnett County Noise Ordinance. Randy Baker stated yes. Cris Nystrom stated
that the county brought a consultant down, made site visits and worked with us.
Carnell Robinson made a motion to approve the text amendment as written. Jay Smith seconded
the motion and there was a unanimous vote.
There being no further business, the Planning Board adjourned at 8:30 p.m.
