PUBLIC HEARING
Board Members Present: Scott Tripp, Chairman; Rick Foster, Vice Chairman; Mary Jane
Bartlett, Gunnar Henderson and Alternate Robert Doberstein. Planning Staff Present: Landon
Chandler, Senior Planner, Matt Talbott, Planner I and Teresa Byrd, Planner I/Recording
Secretary.
Chairman Scott Tripp gave the Invocation and Pledge of Allegiance
All witnesses were sworn in.
Conditional Use
1. BA- CU- 19 -14. Pike, Josefina F. / Dwight & Nicole Vaillancourt. A Barber Shop in an RA-
30 Zoning District; Barbecue Townships; Pin # 09584 -69- 8158.000; NC Hwy 24/87. Matt
Talbott gave the site analysis and Dwight/Nicole Vaillancourt represented the application.
Chairman Scott Tripp stated his concerns with the ingress /egress to Hwy 24/87 and asked if
it would be looked at by NC DOT, during the commercial site plan review process. Matt
Talbott stated yes it would be reviewed. Rick Foster asked the impact of the Hwy 87
Corridor Overlay and Matt Talbott stated it would be regulated according to the Hwy 87
Corridor Overlay. Rick Foster asked if that would be addressed with the commercial site
plan review and Matt Talbott stated yes. Rick Foster stated he was surprised it was not
zoned for retail or commercial and Matt Talbott stated there was commercial and residential
in the area. Mary Jane Bartlett asked where the nearest commercial zoned property was at
and Matt Talbott stated two parcels down. Mary Jane Bartlett asked if the property was
unoccupied and Matt Talbott stated yes.
Chairman Scott Tripp asked to submit the application into the record and Nicole
Vaillancourt stated yes. Chairman Tripp asked what they were asking of the board and Mrs.
Vaillancourt stated a permit for a barber shop. Chairman Tripp asked how it would impact
the surrounding area and Mrs. Vaillancourt stated there was no barber shop in the area.
Chairman Scott Tripp asked where she lived in reference to this property and she said
Lexington Plantation Subdivision. Chairman Tripp asked if they foresee any problems with
ingress /egress and Dwight Vaillancourt stated that there was a stop light twenty -five feet
from driveway. Chairman Tripp asked if there was good site vision and Nicole Vaillancourt
stated yes. Chairman Tripp asked if they had met with NC DOT and Mrs. Vaillancourt
stated no. Chairman Tripp asked if they were purchasing or leasing and Mrs. Vaillancourt
stated leasing for now. Chairman Tripp asked if they would have signage and Mrs.
Vaillancourt stated yes and they would abide by the guidelines. Rick Foster asked how
many barbers and Mrs. Vaillancourt stated six. Rick Foster asked what experience they had
running a barber shop and Dwight Vaillancourt stated he had been working in a shop for
five years. There was no opposition.
Chairman Tripp closed the public hearing and had board discussions. Chairman Tripp
stated his chief concern was the ingress /egress, cars being rear ended, but felt confident that
NC DOT would address it. Mr. Tripp stated there was a need and had no problem with it.
Rick Foster agreed and trusted that the process would work. Mr. Foster felt it was a good
use for the land.
The checklist was completed and Rick Foster made a motion to approve the request with no
conditions. Gunnar Henderson seconded the motion and there was a unanimous vote.
The minutes from the August 2014 meeting were presented for approval. Robert Doberstein
made a motion to approve the minutes as written. Rick Foster seconded the motion and
there was a unanimous vote.
There was no old business and the meeting was adjourned at 6:50 p.m.
