WHEREAS, Beatrice B. Hill was elected to the Harnett County Board of Commissioners in 1990, and has
been re- elected five times, serving six consecutive terms for a total of twenty -four years of service; that during her
commissioner terms, she has acted as vice chair and interim chair of the Board. Mrs. Hill's tenure as a
commissioner is historical in that she is not only the first African American to serve as a Harnett County
Commissioner, but she is also the first woman to serve in that capacity; and
WHEREAS, that during Beatrice B. Hill's service as County Commissioner, Harnett County has been
challenged in many areas due to rapid population growth and development which has emphasized the need for
increased County services and infrastructure, County capital projects, and more schools and recreation
opportunities; that, Beatrice B. Hill has been a vigilant and dedicated Commissioner in responding to these
challenges as evidenced by the achievement of certain County milestones including:
• The creation of the Harnett County Governmental Complex, the Brightwater Science and Technology
Campus and the Brightwater Business Park
• Implementation of the Leake- Goforth study with the creation of the Harnett Forward Together Committee
(HFTC) and the construction of three certified business parks
• The expansion of the largest rural water and sewer utility system in North Carolina
• The construction of numerous new schools and the creation of the Harnett County recreation park system
• Collaboration with Campbell University through facility use agreements to support the construction of the
Convocation Center and the new medical school; and
WHEREAS, as a former social worker and school teacher, Beatrice B. Hill's service as Commissioner has
earned her the reputation of truly being a representative of the people. As one headline epitomized Mrs. Hill as
"giving a voice to the voiceless," she has been a tireless advocate for senior citizens and good nursing home care,
for home ownerships through Harnett Habitat for Humanity, for equal employment opportunities through the
creation of the Harnett County Human Resources Department and for the less fortunate through her membership on
the County Social Services Board; and
WHEREAS, through all her years and areas of service, Beatrice B. Hill has demonstrated leadership,
wisdom, compassion and a community spirit which has enhanced County services and improved Harnett County's
unique quality of life.
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of Commissioners that Beatrice
B. Hill is hereby commended and honored on behalf of all citizens of Harnett County for her service and
contributions as Commissioner of Harnett County. The Board members do hereby express their heartfelt
appreciation to her for the example. she has created for future Commissioners, providing a model for outstanding
leadership, integrity, honesty and hard work; the Board further extends to Mrs. Hill and her family its best wishes
for their future happiness and good health.
