Front Street, Lillington, NC 27546 Phone: (910) 893-7525 Fax: (910) 893-2793 Development Name: ACC CHARTER SCHOOL Development Type: COMMERCIAL SITE PLAN REVIEW Date: JANUARY 8, 2014 The above referenced application  SHORT TERM CONDITIONS, COMMENTS, OR JUSTIFICATIONS The following conditions are to be rectified prior to obtaining DRB signature and are subject to change during the course of the meeting. : : Show width and traffic flow direction. Shall be at least 20' feet. A fire department apparatus access road shall be installed to ensure that all portions of the building are within 150 foot of a apparatus access road. This road shall meet the requirements of an all weather-proof surface. Another hydrant will need to be added to ensure that the farthest portion of the building will be within 400' of a hydrant. Size of water main may need to be increased. What type of fencing will be provided? Need to ensure that fencing will not interfere with fire apparatus access road.  : :   : : Remove note #7 Is note #4 applicable to this project? Remove “Setback Notes” section, as these are applicable to the residential part of ACC, and the setbacks are already listed w/in “Notes” section. Change “preliminary” to “site plan” w/in the DRB approval signature block. Provide a landscaping plan Show sign location & easement. Sign should be setback at least 10’ from NCDOT right of way, and will need a separate permit. All mechanical areas and trash containment areas should be screened from the NCDOT right of way. Show site/ area lighting if applicable. Show required stop blocks are at every parking space, unless facing a raised sidewalk or curb of at least 6”. Submit a copy of the NCDOT driveway permit. The calculated water and sewer usage should be noted on the cover of the plan. This should include future expansion. The water meter serving the school must be shown and be accessible by HCDPU. The details of the services must be included on the construction drawings submitted to HCDPU. The backflow preventer make and models should be included on the site plans. The 8inch Sanitary Sewer main material must be labeled on the site plans. HCDPU Utility notes must be included on the site plan packet. NC 811 Call must be included on the cover of the plans. The existing water main along Ray Road must be labeled with size and material. All wetland utility crossings must be permitted prior to construction approval. The water main distance from EOP should be labeled on the site plans. A NCDOT Encroachment Agreement must be obtained for the proposed utility extensions. The proposed 8" gravity sewer system for this development will need to be permitted with the North Carolina Department of Environment & Natural Resources (NCDENR) Division of Water Quality (DWQ). The sewer line must be installed in accordance with the state approved plans. The proposed 6" water main for this development must be permitted with the North Carolina Department of Environment & Natural Resources (NCDENR) - Division of Environmental Health, Public Water Supply Section (DEH, PWSS). The water line must be installed in accordance with the state approved plans. The water and sewer extension must be approved by HCDPU and all required permits from NCDENR must be received prior to installing infrastructure. Utility easements must be provided for the proposed utilities designated as public. Construction drawings must be submitted to HCDPU for review and approval prior to permitting with NCDENR An Engineer Report, Hydraulic Analysis, and Project Specifications must be submitted to HCDPU for review and approval. The existing 8inch gravity sewer system capacity should be evaluated by the EOR and approved by HCDPU.  : :   Engineering (910)893-7555 : Provide proposed grading plans and stormwater calculations. Provide copy of erosion control permit.   LONG RANGE CONDITIONS The following conditions must be satisfied Must meet all requirements set forth by NC DENR. Capacity fees for the water and sewer must be paid prior to permits being processed for water and sewer extensions. The proposed 8" water main and the 8" sanitary sewer collection lines for the proposed development must be installed by a licensed utility contractor and certified by the P.E. of record before the lots can be served by water and sanitary sewer. The Engineer of record must submit a material list to HCDPU with the Engineers approval that the materials meet HCDPU specifications. Professional Engineer (P.E.) must provide HCDPU with a set of As-Built Record Drawings (in mylar, bond, and digital formats), the P.E. certification that the taps and associated utilities were installed in accordance with approved plans marked as "Released for Construction" by HCDPU. The Utility Contractor must provide HCDPU with a one (1) year warranty on the water and sanitary sewer utilities to cover any and all repairs due to poor workmanship, defective materials or anything that does not meet HCDPU Standards and Specifications at the time the work was performed to install the water and sanitary sewer utilities. No services will be activated until all utilites are approved in accordance with State regulation and the latest HCDPU rules a regulations.  :   :   :   :     Development Review Board Chairman   A FINAL copy, consisting of any corrections, etc., will be sent after the meeting. Upon resubmittal, additional comments/ corrections may be required. **Please remember all applicable fee’s** If APPROVED, your signed plat/plan may be picked up at the Planning Department or will be mailed to you within two (2) business days. If APPROVED WITH CONDITIONS, you must submit 5 copies of the plat/plan to the Planning Department showing that all items listed under Short Term Conditions have been rectified. Please be aware that review will not be done while you wait, as all DRB members will have to review the plat/plan for compliance. If HELD, you must submit 5 copies of the plat/plan showing that all items listed under Short Term Conditions have been rectified. To attend the next DRB meeting, revised plat/plans must be submitted by noon on Wednesday following the meeting the application was put on hold. If DENIED, you may appeal the Board’s Decision to the Harnett County Planning Board within 30 days or meet with Planning Staff to discuss other potential options.
