HomeMy WebLinkAbout020420026 P HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting February 4, 2002 The Harnett County Board of Commissioners met in regular session on Monday, February 4, 2002, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice Bailey Hill, Vice Chairman Dan B. Andrews Walt Titchener Tim McNeill Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Chairman Byrd called the meeting to order at 9:00 a.m. and Commissioner Hill led the pledge of allegiance and prayer. Commissioner Hill moved to .approve the agenda as published with addition of a. request from the Sheriff's Department for authorization to submit a grant pre - application. Commissioner Andrews seconded the motion and it passed unanimously. Upon motion by Commissioner McNeill and seconded by Commissioner Titchener, the Board unanimously approved the following items on the consent agenda: 1. Tax refunds and releases (Attachment 1) 4. Denied request from Ricky N. Buie for waiver of the most recent increase in water tap fee. The request was denied due to the time -frame involved. In a letter Mr. Buie stated that he had originally inquired about the cost for a hook-up four or five years ago. 5. Resolution recognizing Chuck Simmons (Attachment 2) • 6. Resolution regarding NC Hwy. 55 bridge replacement detour (Attachment 3) 7. Approved $652 salary increase for Preston B. Sutton, Code Enforcement Officer I in the Inspections Department. The adjustment was needed due to a salary compression situation and will ensure pay equity for employees involved. 8. Updated Drug and Alcohol Testing Policy 9. Social Services Department authorized to apply for grant funding from the N.C. Crime Commission. 10. Sheriff's Department authorized to pre -apply for grant funding. Informal comments were provided by Wilton Lee, Spring Lake, regarding vehicles speeding in his subdivision, abandoned mobile homes, and stray animals in his neighborhood. Commissioner Titchener moved for the appointments listed below. Commissioner Andrews seconded the motion and it passed unanimously. Work First Planning Committee • Brenda Moody, unspecified term nominated by Chairman Byrd Averasboro Township Tourism Development Authority Billy Tart and Debbie Turner re -appointed for 1-year terms to expire 12/31/01 Billy Tart appointed Chairman nominated by Commissioner Titchener Harnett County Juvenile Crime Prevention Council Jim Futrell re -appointed for a 2-year term to expire 03/31/04 nominated by Commissioner Andrews Neil Emory, County Manager, reported to the Board that he and County Attorney Dwight Snow had met with North Carolina Wildlife officials and discussed current hunting regulations as well as to receive input regarding possible changes which might be of benefit to them. It is recommended that the Board appoint a committee of seven members for this purpose. The committee's membership should be balanced as it relates to dog hunters, still hunters and non -hunters. Commissioner Titchener moved for appointment of the citizens listed below to the Harnett County Hunting Regulations Committee. Commissioner McNeill seconded the motion and it passed unanimously. Harnett County Hunting Regulations Committee • Howard Penny, Jr., Chairman nominated by Chairman Byrd Danny Martin Bethune, still hunter nominated by Commissioner Hill Dave Chatellier, non hunter nominated by Commissioner McNeill Larry Howard, dog hunter nominated by Commissioner McNeill Eddie Smith, dog hunter nominated by Commissioner Andrews Harold Thomas, non hunter nominated by Chairman Byrd Anthony Weeks, still hunter nominated by Commissioner Titchener Neil Emory, County Manager, noted that consideration of a zoning change request for Barnhill Contracting Company was tabled at the January 22nd Board meeting. Commissioner Titchener moved that the item be removed from the table. Commissioner McNeill seconded the motion and it passed unanimously. 50 Commissioner Andrews moved for approval of the zoning change request for Barnhill Contracting Company, from RA-20R Zoning District to Industrial Zoning District, off Hwy. US 401 S., Bunnlevel, 24.5 acres. Commissioner Hill seconded the motion and it passed unanimously. Harold J. Thomas, citizen, 5840, Hwy. 401 S., Bunnlevel, had requested to address the Board. Mr. Thomas discussed economic development and hunting issues. Commissioner Andrews invited Mr. Thomas to join the Harnett Forward Together Committee. Chairman Byrd explained the County's current involvement regarding • pursuit of economic development. Chairman Byrd welcomed Mayor Wanda Gregory and Assistant Town Manager Coley Price from Angier and Erwin Commissioner W.N. Porter to the Board meeting. Neil Emory, County Manager, noted that a meeting to discuss passenger rail service will be held February 20`h at 7:00 p.m. Departmental reports were filed with the Board from the Board of Elections, Veteran's Affairs, and Emergency Medical Service. Commissioner moved that the Board go into closed session for the following purposes: 1) To give instructions to the County Attorney concerning the handling of a judicial action, namely W.N. Porter, et al versus Lloyd G. Stewart, et al which is pending in U.S. District Court File No. 89-950-CIV-5 2) To discuss matters relating to the location or expansion of industries or other businesses in Harnett County. This motion is made pursuant to C. General Statute Section 143-318.11 (a)(3)&(4). Commissioner Hill seconded the motion and it passed unanimously. • Commissioner Andrews moved for the Board to come out of closed session. Commissioner Hill seconded the motion and it passed unanimously. There being no further business, Commissioner McNeill moved for adjournment. RESOLUTION Chuck Simmons Whereas, Chuck Simmons served as Town Manager of Erwin for a period of 10 years; and Whereas, during his time in this position Mr. Simmons earned the respect of citizens and local government officials throughout Harnett County; and • Whereas, during his time of service he was instrumental in the development and implementation of service improvements and programs that have benefited the Citizens of Erwin as well as residents of Harnett County; and Whereas, Mr. Simmons has now accepted the position of Assistant Town Manager of Holly Springs and has left his current position in our County. Now Therefore Be It Resolved that the Harnett County Board of Commissioners does hereby congratulate Mr. Simmons upon his appointment to his new position and does hereby extend its thanks and appreciation to him for his past service as Town Manager of Erwin. RESOLUTION Whereas, Highway 55 serves as a vital transportation link for the citizens of Harnett County as well as our region; and Whereas, the North Carolina Department of Transportation is currently preparing to construct replacement bridges for bridge numbers 29 and 53 along this route; and Whereas, these much needed improvements will require a detour around the construction sites; and Whereas, DOT has proposed detours adjacent to the new sites in order to lessen the impact of this project on local residents and businesses; and Whereas, it our understanding that others have proposed alternative detours which would place a significant burden on the community. Now Therefore Be It Resolved that the Harnett County Board of Commissioners does hereby express its support for the planned detours proposed by the North Carolina Department of Transportation and does hereby request its implementation on behalf of the citizens and businesses served by the Highway Corridor. 0 Duly adopted this 41h day of February, 2002.
